About this file

This is a Statement of Work (SOW) for the replacement of an existing guardhouse booth at the U.S. Embassy Complex in Boulogne-Billancourt, Paris, issued by the U.S. Department of State Bureau of Overseas Buildings Operations under RFQ19FR6326Q0075.

The project consists of three main phases: removal of the existing booth, site preparation, and coordination of delivery and installation of a new guardhouse booth. The contractor must safely disconnect all electrical and communication services, dismantle and remove the existing booth using appropriate lifting equipment (boom truck or crane), and dispose of materials off-site in compliance with local regulations. The contractor is responsible for verifying the weight and dimensions of the existing booth, obtaining necessary permits and authorizations for lifting operations, and protecting surrounding property during removal. For site preparation, the contractor shall clean and verify the concrete slab foundation, provide minor surface adjustments or leveling as required, and prepare electrical and communication provisions (minimum two 220V outlets, one telephone connection, and one communications connection) up to agreed termination points for the Embassy's in-house electrical/technical teams (FAC/ESO) to complete final connections. The contractor must also arrange public space occupancy and parking permits, plan for temporary road closures if necessary, and provide anchoring provisions using wedging resin, anchor bolts, or concrete pads per manufacturer recommendations. The new booth must have overall dimensions of 236 cm length × 236 cm width × 262 cm height, with four fixed windows (100 cm width × 120 cm height, 80 cm sill height), one glazed aluminum entrance door with approximately 0.90 m clear opening, interior electrical fit-out including one light fixture with switch, one dimmer switch if required, two 220V power sockets, one electric convector or space heater, and provisions for HVAC equipment connection. The estimated on-site duration is three working days, excluding lead time for booth fabrication and approvals. Standard working hours are 09:00–12:00 and 13:00–17:00, Monday through Friday, with work prohibited on U.S. and French public holidays. The contractor must comply with U.S. Army Corps of Engineers EM 385-1-1, OSHA 29 CFR 1910, and French occupational safety and health regulations, with the more stringent standard applying when requirements differ. Deliverables include the existing booth removed and disposed of, the new booth fully installed and secured, electrical and communications provisions installed to agreed termination points, as-built drawings, product data sheets and warranties, copies of permits obtained, and safety documentation. Final acceptance follows a joint inspection with the Contracting Officer's Representative (COR), with any deficiencies to be corrected by the contractor at no additional cost.
