About this file

This document is a Questions and Answers (Q&A) addendum for Request for Quote (RFQ) 19FR6325Q0047 for Payroll Services for Locally Employed Staff for the US Embassy in Paris. The RFQ is a re-competition of an existing contract with Value Plus, covering approximately 400 employees with an estimated monthly headcount range of 150-440. Key details include the US Government executing payroll disbursements, while the contractor will be responsible for payroll calculation, reporting, DSN submissions of contributions and taxes, and providing a secure data transfer method. The procurement will use a Lowest Priced Technically Acceptable (LPTA) approach, with past performance considered in the technical evaluation, and vendors must provide a list of clients with complex payroll services experience in France. Subcontracting is not authorized, and the transition period cost should be included in the base year schedule. Pricing must be submitted in euros with VAT as a separate line item, and all communications should be directed to ParisContracting@state.gov.
