SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I- INTRODUCTION
Since January 1, 2020, France requires all employers, including diplomatic missions employing staff under French private law contracts (“contrat de droit privé”) to comply with the mandatory monthly income tax withholding at the source (“prélèvement à la source”).
The U.S. Embassy Paris France employs locally engaged staff (LE Staff) under such contracts. Payroll for these employees is processed on a bi-weekly basis (i.e., 26 (occasionally 27) pay periods per year) through a centralized U.S. Government payroll system managed by the Charleston Financial Service Center (CFSC) in the United States. However, this system is not compatible with the French monthly income tax withholding at the source required through the “Déclaration Sociale Nominative” (DSN) platform, which is the national reporting and payment mechanism for social security and related contributions.
Due to this incompatibility, the Embassy Paris is unable to directly disburse required French social security contributions or apply income tax withholding via the DSN system.
To ensure continued compliance with French labor and tax laws, the U.S. Embassy Paris must outsource the calculation of mandatory contributions and deductions.
II- SCOPE OF SERVICES
The Contractor shall provide individual payroll calculations and reports, including but not limited to the following locally employed staff mandatory contributions and deductions on behalf of the US Embassy Paris:
• Social security contributions (URSSAF)
• Complementary retirement contributions
• Health and disability insurance
• Meal voucher contributions
• Income tax withholding at the source
The Contractor shall be responsible for managing these obligations on behalf of the U.S. Embassy in accordance with applicable French regulations.
This service shall be provided for approximately 400 employees’ payroll on a bi-weekly and monthly basis, using data supplied by the U.S. Embassy. The use of a subcontractor is not authorized for these services.
18 | P a g e
III- SPECIFICATIONS
3.1 – Preliminary Study and Set-Up of Services – CLIN0001
Prior to implementing the following services, the Contractor shall do a full study of what is required to adapt the U.S. Government bi-weekly payroll system to the monthly French system. Once this study is completed, the Contractor shall propose a system to the U.S. Government that will consider all the requirements outlined below and a plan of implementation for approval by the COR (Contracting Officer’s Representative). This contract line item shall be an all-inclusive price (forfeiture) for study, set-up and implementation. All studies and set-up shall be completed and ready for implementation on the last pay period of 2025 (December 28, 2025) which shall be included in the DSN for the month of January 2026.
3.2 - Calculation of contributions and taxes
The Contractor shall provide services in accordance with the following schedule:
3.2.1 On a bi-weekly basis – CLIN0002
On a bi-weekly basis, the Contractor shall calculate the applicable Social Security contributions and tax deductions to be processed by our Charleston Financial Service Center (CFSC) on each local employee’s salary. The Contractor shall also determine the net salary to be paid to employees on Long-Term Sick Leave, Maternity Leave, or Job Injury Leave.
3.2.1.1- The U.S. Embassy shall provide the following information corresponding to the current Pay Period (current week and following week) and the previous Pay Period for corrections:
No later than three (3) days after the start of a pay period:
o New employees
No later than four (4) days after the start of a pay period:
o All changes in the employees’ status, such as promotion, change in salary, reassignment, change in transportation allowances, awards, danger pay, termination/resignation, final payment (“Solde de Tout compte”) etc.
o Meal Vouchers to be deducted from employees’ salary (from previous pay period)
No later than the first Friday at noon of the pay period:
o Reports on all employees’ attendance and leave (annual leave, sick leave, leave without pay, overtime, etc.).
Note: Attendance and leave reports shall correspond to the current week and previsions for the second week of the pay period and all corrections for previous pay periods.
19 | P a g e o A “comprehensive report” issued by the Payroll Unit in Charleston reflecting the attendance and leave of each employee and their bi-weekly gross salary o Information about employees on sick leave, i.e., a copy of the “salary statement” (“attestation de salaires”), dates and types of sick leave.
3.2.1.2- Once all information about the bi-weekly payroll is received, the Contractor shall provide HR with a draft report of all calculations for review within three (3) working days after receipt of the relevant information.
The Contractor shall then provide to the U.S. Embassy the report with deductions and contributions for each employee one (1) working day after receipt of agreement from HR and a set of pay slips for the bi-weekly pay.
