About this file
This is a Questions and Answers (Q&A) document for solicitation 19C02026Q0012, addressing inquiries from potential contractors regarding a Blanket Purchase Agreement (BPA) for vehicle maintenance and repair services at a U.S. Embassy facility in Colombia.
The Government intends to establish multiple BPAs with a minimum of three awards planned. Offerors must demonstrate at least 10 years of verifiable experience in the Colombian market directly (not through subcontractors) and maintain duly registered economic activity in mechanical services or a similar field. Prime contractors are responsible for 100% work guarantees but may subcontract tasks outside their specialty. Technical acceptability factors including hydraulic jacks for armored vehicles, multi-brand scanners, and storage capacity will be evaluated on a "Technically Acceptable" or "Not Acceptable" basis. The BPA covers both armored and non-armored vehicles; call orders will specify vehicle types in advance, and contractors should price only for requested vehicles. Multiple workshop locations are acceptable if disclosed in proposals. The estimated fleet duration in Colombia is approximately 10 years. Labor costs must be submitted hourly and based on specific repair areas. All prices must include applicable IVA (Colombian value-added tax). New line items may be added via modification authorized by the Contracting Officer. Spare part warranties follow manufacturer terms; labor warranties are arranged per specific situations. SAM registration and DBA (Defense Base Act) insurance are not required. Invoices are submitted through the embassy's vendor portal with payment by transfer 30 days after submission. Fleet Coordinator Angel Rojas handles unforeseen situations and additional items (RojasAM@state.gov, 3219473852).

QUESTIONS AND ANSWERS

1. The solicitation requires 10 years of verifiable experience in the Colombian market. Can this requirement be met through a teaming arrangement, where the prime contractor demonstrates experience through its subcontractors or partners who individually meet this threshold?
Answer: The requirement of demonstrating at least 10 years of verifiable experience in the Colombian market must be fulfilled directly by the offeror/prime contractor.
In addition, the offeror must have an economic activity duly registered that is related to mechanical services or a similar field, in accordance with the solicitation requirements.
