The Q&A addresses 15 inquiries from prospective offerors regarding various aspects of the solicitation, including position descriptions, wage determinations, proposal formatting requirements, incumbent contractor information, facility security clearances, and pricing methodology.
Key clarifications provided by the Government include: (1) the Logistics Technician 4 position has the same description as Logistics Technician 3, with differences only in required experience and time in service; (2) the applicable wage determination for the Miami, Florida place of performance is FL-2015-4543 (Revision No. 37 dated 8/12/2026), not the Manatee/Sarasota determination initially attached; (3) offerors must identify wage determination classifications that most closely align with required labor categories and duties rather than receiving specific conformances from the Government; (4) resumes are required only for the Project Manager key position; (5) the incumbent contractor is Alex Alternatives Experts LLC under contract 19AQMM26C0272 (previous contract 19AQMM20C0156); (6) the prime offeror must maintain an active Top Secret Facility Clearance at contract performance, not just proposal submission; (7) incumbent employee information will be provided to support workforce retention; (8) all personnel requiring Secret, Top Secret, and/or SCI clearances must be identified and possess clearances prior to contract performance; (9) the Government will not revise estimated productive hours in the pricing worksheet from 2,010 hours (Project Manager) and 1,920 hours (SCLS personnel), as offerors are responsible for developing rates based on their own leave and utilization assumptions; and (10) Amendment 0001 extends the proposal due date to Wednesday, September 16 at 5 p.m.

8 Solicitation 19AQMM26R0376 We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
The incumbent contractor is Alex Alternatives Experts LLC. The current contract number is 19AQMM26C0272, and the previous contract number is
19AQMM20C0156.
9 DD-254 Facility Security Clearance: Does the prime offeror need to possess an active Top Secret Facility Clearance (FCL) at the time of proposal submission or award, or may an otherwise eligible WOSB prime obtain/satisfy the required FCL through sponsorship and/or an approved cleared teaming arrangement prior to contract performance?
The prime must ensure the FCL is active and valid at the time of contract performance, not just at award.
10 Attachment B - Performance Work Statement (PWS)
Incumbent Workforce: The PWS states that the contractor shall make every effort to retain incumbent staff. Will incumbent employee information or a staffing roster be made available to the successful offeror during the transition period to facilitate retention and continuity of operations?

All personnel must be identified and possess a TS/SCI prior to beginning contract performance.
12 FL Wage Determination - FL WD 2015-4543
Florida Wage Determination: We noticed that the Florida wage determination included with the solicitation appears to identify Manatee and Sarasota Counties, while the PWS identifies Miami, Florida as a performance location. Could you please confirm whether the attached wage determination is the intended determination for the Miami positions or whether an updated Miami-Dade wage determination will be provided?
Miami Dade is the wage determination applicable to the Miami place of performance. The Government hereby incorporates the correct Wage Determination of FL-2015-4543.
13 Attachment A - Pricing Worksheet SCA Labor Classifications: The pricing worksheet utilizes labor categories such as Logistics Technician 3, Logistics Technician 4, and Logistics Specialist 3/Team Lead. Could the Government confirm the intended SCA wage-determination classifications corresponding to these positions, or advise whether the contractor is expected to propose the appropriate classifications/conformance based upon the PWS duties?
The Government has amended the solicitation to allow Offerors to identify the Wage Determination classification that most closely aligns with the required LCAT in terms of duties, skill level, and responsibility, and shall base pricing on that classification's wage rate and fringe benefits for proposal purposes.
14 Solicitation 19AQMM26R0376 Could you please let us know when you anticipate posting the responses to the questions on SAM.gov? Additionally, if the responses will not be posted until close to the proposal deadline, do you anticipate extending the submission deadline by a few days due to the upcoming federal holiday?
Amendment 0001 to the solicitation extends the proposal due date to Wednesday, September 16th at 5 pm.
15 Attachment A - Pricing Worksheet One more question: 2,010 productive hours for the Project Manager and 1,920 productive hours for the SLCS personnel are artificially high. An exempt employee (e.g., Project Manager) will bill ~1,872 hours (2,080 total hours minus 88 Holiday hours minus ~120 PTO hours) and SCLS employees on this program will bill ~1,836 hours (2,080 hours minus 88 Holiday hours minus 56 Sick Leave hours minus ~100 Vacation hours). Will the Government change the hours in the pricing spreadsheet to 1,872 hours for the Project Manager and 1,836 hours for the other personnel to accurately reflect what will be billed?
The hours included in the solicitation are estimated hours for pricing and evaluation purposes and are not intended to represent a guaranteed number of hours that will be billed or a requirement that employees work or bill the full amount.
The Government recognizes that actual billable hours may be less than the annual productive hour estimate due to holidays, leave, PTO, sick leave and other non-billable periods. However, the contractor is responsible for developing its proposed labor rates and pricing assumptions in accordance with its applicable compensation, leave, and indirect-cost structure.
Accordingly, the Government will not revise the estimated productive hours from 2,010 to 1,872 or from 1,920 to 1,836, solely to account for anticipated employee leave or other contractor-specific utilization assumptions.
Offerors should price the requirement based upon the hours identified in the Attachment A - Pricing Worksheet, and their proposed approach to performing the requirement.
