About this file

This is a Request for Proposal (RFP) for Diplomatic Courier Support Services issued by the U.S. Department of State, Bureau of Diplomatic Security (DS).

The Government seeks to award a single labor-hour contract to provide worldwide support to the Diplomatic Courier Service, including personnel, management, logistics, and administrative support. The solicitation number is 19AQMM26R0376, with an offer due date of September 11, 2026, at 2:00 PM ET. The contract is a total set-aside for Women-Owned Small Business (WOSB) concerns; offerors must be certified as WOSB in the SBA database at both proposal submission and award. The base period runs from November 14, 2026, through November 13, 2027, with four one-year option periods extending through November 13, 2031. The contract includes three primary labor line items: Courier Support Services (labor-hour pricing), Surge Support for overtime hours (cost reimbursable), and Other Direct Costs (cost reimbursable). Performance locations include State Annex 8 in Springfield, VA; Miami Courier Division in Miami, FL; and SRD2 in Sterling, VA. Proposals must include three separate volumes: Technical Proposal (not to exceed 30 pages), Past Performance (up to three recent relevant contracts), and Price Proposal (utilizing a provided pricing workbook). The Government will evaluate proposals based on Technical and Management Approach, Past Performance, and Price, with non-cost factors significantly more important than price. Award will be made to the responsible offeror whose proposal represents the best value using a tradeoff process. Invoices must be submitted electronically through the Invoice Processing Platform at www.ipp.gov. The contract incorporates FAR clauses addressing commercial products and services, security requirements (TOP SECRET facility clearance required), prevailing wage standards, and various compliance obligations including Service Contract Act requirements and Executive Order 14026 minimum wage standards of $15.00 per hour.

• A complete resume of the proposed substitute; and

The Contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. Document Number: 19AQMM26R0376 PROCESSED Page 12 of 39

The restrictions described herein shall apply to performance or participation by the Contractor and any of its affiliates or their successors in interest (hereinafter collectively referred to as "Contractor") in the activities covered by this clause as a prime contractor, subcontractor, co-sponsor, joint venturer, consultant, or in any similar capacity.

(ii) If the Contractor under this contract prepares a complete or essentially complete statement of work or specifications to be used in a competitive acquisition, the Contractor shall be ineligible to participate in any capacity in any contractual effort which is based on such statement of work or specifications for a period of three years after completion of this contract. The Contractor shall not incorporate its products or services in such statement of work or specifications unless so directed in writing by the Contracting Officer, in which case the restriction in this subparagraph shall not apply.

(2) Access to and use of information.

(i) If the Contractor, in the performance of this contract, obtains access to information such as Department plans, policies, reports, studies, financial plans, internal data protected by the Privacy Act of 1974 (Pub.
