About this file

This is a Questions and Answers (Q&A) document providing clarifications for solicitation 19AQMM26R0323, the FY27 Worldwide Environmental Engineering Services IDIQ Recompete. The document addresses questions submitted through August 3, 2026 (responses in red) and through the September 3, 2026 deadline (responses in blue).

Submission Requirements and Past Performance: Stage 1 submissions require only SF 330 Part II for the prime firm, with Part I Sections A–H optional for documenting proposed team information. The prime firm must submit 3–5 completed or accepted environmental engineering projects valued between $250,000–$1,000,000 USD from the last ten years, with a maximum of one OBO project permitted. Project value should reflect only the portion directly relevant to environmental engineering scope, not total contract value. Multiple task orders from the same master contract may be submitted as separate examples if each independently meets requirements. Key Personnel profiles are limited to 1 page per profile (8 pages maximum total) and need not be current employees at submission; proposed individuals may be hired or subcontracted upon award. The Organizational Structure and Management Approach section is a distinct 4-page maximum submission separate from the SF 330.

Scope, Locations, and Operational Details: Services will be provided worldwide at various U.S. diplomatic posts as directed by task orders; specific locations are not predetermined. Radon and mold services are limited to sampling, analyses, and remediation designs only. EPA AHERA Asbestos Inspector training must be delivered by contractor personnel holding required EPA licensure. The total estimated contract value over five years is $4,500,000, with actual work issued via individual task orders funded separately. Lead time for task orders will be determined per-task basis. Contractors are responsible for arranging and funding their own travel, lodging, meals, and local transportation; these costs are recoverable through task orders. Threat levels at Posts are continuously evaluated, and the Post security office provides security for contractor personnel at high-threat locations. A DCSA-approved Information System or standalone computer for processing classified information is mandatory and required only when specific classified task orders are issued.

FY27 Worldwide Environmental Engineering Services IDIQ Recompete

Clarifications

Please see below questions (submitted through August 3, 2026) with responses (in Red) and questions

(submitted through the September 3, 2026 deadline) with responses in (Blue) in reference to the solicitation 19AQMM26R0323, Worldwide AE Design IDIQ posted on SAM.gov.

1. Solicitation page 4, 1: Please confirm that the SF330 can be presented in standard order: Part I Sections A–H, followed by Part II. The cover letter would precede the SF330.

A: As stated in the Stage 1 announcement, Section (2) Standard Form 330

(see language below), only SF 330 Part II is required for the Prime firm. Part

I, Sections A through H, is optional and may be used to document proposed team information; it is not itself a requirement of Section (2).

"(2) Standard Form 330. Submit Standard Form (SF) 330, Architect-

Engineer Qualifications, Part II only, for the Prime firm only... Proposed team information may be documented in this stage using SF 330, Part I, Sections A through H, but it is not required."

Accordingly, if an offeror elects to include Part I, Sections A–H, that material should support Sections (3), (4), or (5), not be appended to Section

(2). Per the Stage 1 announcement's listed order of bookmarked sections, the

Cover Letter is Section (1) and precedes the SF 330 (Section (2)).

2. Solicitation page 4, #3: The solicitation states project values shall range from

$250,000 to $1,000,000. Can the government increase or remove the maximum?

A: As stated in the Stage 1 announcement, Section (3) Firm Past

Performance on Environmental Engineering Projects (see language below), the range is fixed:

"3.1 The prime firm shall submit a portfolio of at least three (3) and no more than five (5) projects that have been completed or accepted by the client in the last ten (10) years. Project values shall range from $250,000 to

$1,000,000 USD."

The Government does not intend to raise or remove this ceiling.

3. Solicitation page 4, #3: Please define "accepted." Does this mean a project under contract and currently being performed?

A: The word "accepted" will be removed from Section 3.1 in Amendment

A02.

4. Solicitation page 5, #3: Would the government consider revising or removing the

1-project maximum for previously completed OBO projects?

A: As stated in the Stage 1 announcement, Section (3) (see language below), the limit is fixed:

"3.1 ...A maximum of one (1) example may be a previously completed OBO project."

This limit remains as stated.

5. Solicitation page 5, #4: May the offeror use additional pages beyond the 1-page/8-page max for Key Personnel? Is the government anticipating multiple resumes per role?

A: As stated in the Stage 1 announcement, Section (4) Key Personnel

Profiles, the page limit is fixed:

"Format: SF 330 Section E or alternate format is acceptable as long as required information below is presented. Page Limit: 1 page per profile (8 pages maximum)."

Pages exceeding this limit will not be evaluated, so no additional pages beyond the 8-page maximum may be used. Per the PM: the offeror may (but is not required to) propose more than one individual for each Key Personnel role, provided the total submission still fits within the 8-page maximum.

6. Solicitation page 6, #5: Can the government confirm if Organizational Structure and Management Approach should be included as Section H of the SF330?

A: As stated in the Stage 1 announcement, the Stage 1 submission requirements (see language below) list five separately bookmarked sections:

"The Stage 1 submission shall include the following sections, divided into bookmarked sections in the order listed below: (1) Cover Letter... (2)

Standard Form 330... (3) Firm Past Performance on Environmental

Engineering Projects... (4) Key Personnel Profiles... (5) Organizational

Structure and Management Approach."

Section (5) is a distinct, standalone bookmarked section and is not associated with, or to be embedded within, the SF 330 (Section (2)).

7. Solicitation page 6, #5: Please confirm that an organizational chart included in

Section D of the SF330 would not be included in the 4-page limit.

A: As stated in the Stage 1 announcement, Section (5) Organizational

Structure and Management Approach (see language below), the page limit is fixed at 4 pages, and the solicitation does not reference an organizational chart or SF 330 Section D anywhere in the document:

"(5) Organizational Structure and Management Approach (20 points maximum). Page Limit: 4 pages maximum. 5.1 The prime firm shall: a.

Describe the firm's organizational structure, including any proposed joint venture arrangement, identifying each party's role and percentage of work..."

Because the solicitation does not provide for submission of an organizational chart as a Stage 1 requirement, nor does it reference SF 330 Section D, there is no basis in the current text to exclude a chart from the Section (5) 4-page limit. Any chart used to satisfy Section 5.1(a) counts toward that section's 4-page maximum.

8. Solicitation page 5, Firm Past Performance part d: Please confirm "Budget" = contract value at award vs. "Final Contract Amount" = total value at completion.

A: Confirmed. The solicitation requires both data points: "Each project shall include: ...d. Project budget, final contract amount, schedule, and completion date." For purposes of this requirement, "Budget" refers to the original contract/task order value at the time of award, and "Final Contract Amount" refers to the total value of the contract at completion.

9. Solicitation page 7, Security Clearance: Please confirm the DCSA-approved

IS/standalone computer requirement is mandatory, and provide a timeline for procurement after award.

A: Confirmed, this requirement is mandatory. Per the solicitation: "the successful offeror(s) selected for contract award must possess, or immediately obtain, an Information System (IS) or standalone computer approved by DCSA for processing classified information." The Government does not provide a set timeframe for this requirement because it is driven by need, not by contract award date — a contractor will only be required to obtain DCSA approval for an IS or standalone computer once a specific classified task order requires it.

10. Clarify how "project value" should be defined for Stage 1 past performance — total project value, firm's portion only, or only the portion relevant to environmental engineering scope?

A: The stated dollar value should reflect only the portion of the project directly relevant to the environmental engineering scope described in the solicitation, not the total value of a larger, multi-discipline contract.

11. Solicitation references remediation and mitigation (soil, radon, mold). Providing remediation services in the US would not be a problem, however, in overseas locations it might become an issue finding someone qualified and licensed to provide these services. Is there a plan in place to handle this?

A: The scope for the applicable paragraph will be revised in Amendment

A02. Radon and mold services are now limited to sampling, analyses, and remediation designs.

12. $ 4,500,000 for providing services for 5 years which includes overseas travel, lodging, meals etc. for inspectors and other technical personnel, analyzation of samples (i.e. asbestos and lead) in overseas locations, in addition to doing the necessary research on all applicable laws seems low. Will additional funds be available as needed?

A: Per the solicitation: "The total estimated value of the contract, inclusive of all option periods, is $4,500,000." Actual work is issued via individual task orders, as needed, and funded task order by task order

13. What are the high-threat locations?

A: Threat levels at each Post are continuously evaluated by the Post security office. Offerors will be notified in advance if personnel are requested to travel to a high-threat Post, and security for personnel at these Posts will be provided by the Post security office.

14. How many locations are there, and where are they located?

A: Per the solicitation: "Services will be provided on a worldwide basis at various U.S. diplomatic posts as directed by the Contracting Officer through individual task orders." The solicitation does not specify an exact number or list of locations, consistent with the IDIQ's as-needed task order structure.

Work is conducted at active U.S. Embassy and Consulate sites worldwide.

15. How much lead time will be provided for each task?

A: Lead time will be determined on a per-task-order basis depending on the specific requirement.

16. Providing Asbestos Inspector training and certification is usually performed by licensed laboratories, not environmental consultants. Each state/commonwealth has different requirements for licensing. Can you please clarify this requirement?

A: The EPA AHERA Asbestos Inspector training is arranged/facilitated by

OBO, but the certified training content must be delivered by contractor personnel who hold the required EPA licensure to provide that training.

17. May multiple task orders performed under the same IDIQ/BPA or other master contract be submitted as separate project examples, provided each task order independently meets the $250,000–$1,000,000 project-value requirement and represents a distinct completed environmental engineering effort?

A: Confirmed.

18. Does the Government require proposed Key Personnel to be current employees of the prime firm at the time of the Stage 1 submission, or may proposed Key

Personnel include individuals who would be hired or subcontracted upon award?

A: No, proposed Key Personnel are not required to be current employees of the prime firm at the time of Stage 1 submission. Section (4) requires the prime firm to "identify and provide profiles" for each Key Personnel role.

19. For task orders requiring travel to high-threat locations, will the Government provide transportation/security support and Post-specific security requirements, and what contractor responsibilities for travel, lodging, local transportation, and personnel security should offerors anticipate?

A: Threat levels at each Post are continuously evaluated by the Post security office, and offerors will be notified in advance if personnel are requested to travel to a high-threat Post. While at Post, contractor personnel fall under

Chief of Mission (COM) authority, and Post is responsible for the safety and security of individuals during their time at Post. Consistent with Section

5.1(c), offerors are expected to describe their own approach to managing task orders across multiple geographic locations, including high-threat overseas environments, as part of their Stage 1 Organizational Structure and

Management Approach submission. Contractors are responsible for arranging and funding their own travel, lodging, meals, and local transportation for personnel; these costs are recoverable through individual task orders. Personnel security clearance requirements, where applicable, are addressed separately under the Security Clearance provisions of this announcement.

20. If the Prime submits at least 3 projects that have been completed or accepted by the client in the last ten (10) years, can the Prime also include 1 or 2 projects from a subcontractor?

A: Per Section 3.1, "the prime firm shall submit a portfolio" of projects, and each project must include "identification of the firm's role and area(s) of responsibility on the project" (3.1(b)). The required past performance examples are relevant to the prime firm, per the solicitation's language.
