About this file

This is a Questions and Answers document addressing clarifications on the Department of State's Domestic Light Construction Multiple Award IDIQ solicitation (19AQMM26R0012_Domestic_Light_RFP). The document addresses three key inquiries from offerors regarding proposal submission requirements and past performance evaluation criteria.

The Government clarified that offerors may submit proposals for only one zone, with any additional proposals being rejected. However, if an offeror participates in a joint venture that maintains its own SAM registration and UEI, that JV entity is considered a separate company and may submit a proposal for one zone independently. The Government declined an offeror request to allow proposals in multiple zones with stated preferences. Regarding past performance examples, the Government indicated that task orders under this IDIQ may range from $1 to $15 million and vary significantly in scope, duration, and project classification (Design/Build or Design-Bid-Build). The Government seeks past performance examples demonstrating offerors' ability to perform the required services as outlined in the Statement of Work, without prescribing specific magnitude, duration, or disciplinary requirements for examples provided in proposals. Questions were due by January 27, 2026, and proposals were due February 11, 2026 by 4:00 p.m. ET.

1. Solicitation Section L-002, p.51 of 55, Submitting for one (1) Zone.

Please clarify if offerors are allowed to submit in multiple zones, if their proposals are submitted as members of a different entity/team, provided that each proposal is submitted by a distinct offeror entity with its own UEI and SAM registration. For example, can an offeror submit a Prime proposal in Zone 3 and also submit as part of a JV in the NCR Zone?

DOS Response: As referenced in Q&A 1, Question #3 an offeror is only allowed to submit a proposal for one zone. Any proposals in addition to the first proposal will not be considered for award. If the offeror is also part of a JV, and the JV has their own SAM registration and UEI at the time of the proposal submission that JV will be considered as it’s own company and can submit for one zone of their choosing.

2. We respectfully ask the Government to consider allowing offerors with demonstrated capability in multiple zones to submit proposals for more than one zone, with an identified order of preference for award. This approach would provide the Government greater flexibility in making award decisions and help ensure adequate contractor coverage across all zones.

DOS Response: As referenced in Q&A 1, Question #3 an offeror is only allowed to submit a proposal for one zone. Any proposals in addition to the first proposal will not be considered for award.

3. Solicitation Section M-008, p.55 of 55, Past Performance Evaluation.

Please clarify the size and scope of the past performance examples included in the IDIQ proposal. The stated task order range, duration, and scope of services in the SOW are quite broad, and both D/B and DBB task orders are anticipated. What magnitude, duration and disciplines does the Government want to see as past performance examples in the IDIQ proposal?

DOS Response: Due to the unknown number of projects, size of projects, and leased space vs. owned space an estimated task order range cannot be adequately identified. The projects can range anywhere from $1 up to $15 million. The Government is seeking examples of the offerors’ abilities to perform the services as required by the Statement of Work.
