About this file
This is an Amendment of Solicitation (Amendment 0001) to RFP 19AQMM26R0012, issued by the U.S. Department of State's Global Acquisition (A/GA) office on January 22, 2026. The solicitation is for A/DOES Domestic Light DB D-B-B services and is administered by the Maintenance Operations division at the Bureau of Global Acquisitions in Arlington, VA. The contracting officer is Meghan E. Klipfel. This amendment does not extend the proposal receipt deadline and requires offerors to acknowledge receipt of the amendment prior to submission.
The amendment makes four substantive changes to the original solicitation: (1) provides responses to previously submitted questions; (2) revises RFP language L-002 Factor 1 to extend the timeframe from 90 days to 365 days for evidence of bonding capability submission; (3) revises FAR 52.236-1 to reduce the contractor performance requirement from 51% to 35% of total work; and (4) increases the Volume I Technical Proposal page limit from 15 to 20 pages. Proposals must be submitted in two separate volumes (Technical and Price) via email to Meghan Klipfel at KlipfelME@state.gov and Ryan Edwards at EdwardsRC@state.gov. Offerors must submit pricing for all labor categories based on specified regional rates (Blackstone VA, Charleston SC, Denver CO, and Washington DC) and identify which zone (1, 2, 3, or NCR) they are proposing for. Evaluation will be based on three factors: Demonstrated Experience, Technical/Management Approach, and Safety Program, with past performance assessed through a questionnaire completed by prior customers submitted directly to the contracting officer.

Table 1-1
Document Number: 19AQMM26R0012 PROCESSED Page 5 of 7

Acceptable Proposal meets basic solicitation requirements and demonstrates an adequate understanding of the requirements but does not offer significant advantages to the Government over basic RFP requirements. Disadvantages/weaknesses are not significant, unless significant advantages are proposed that outweigh significant disadvantages. Where there were areas of concern, clarifications given by offeror, were acceptable.
Marginal Proposal does not clearly meet all requirements, nor does it demonstrate an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which may require correction. Some areas of concern may not have been fully addressed by offeror, leaving some ambiguities.

Table 1-2 Rating Description Low Has little potential for disruption of schedule, increased cost or degradation of performance. There is a high level of confidence that normal contractor effort and normal Government monitoring will be able to overcome any difficulties.
Moderate Has moderate potential for disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High Is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.

Table 1-3 Past Performance Relevancy Considerations Rating Description Very Relevant Present/past performance effort involved comparable scope and magnitude of effort and complexities as this solicitation requires.
Relevant Present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The past performance information submitted on Attachment 5 - Past Performance Questionnaire will be reviewed to determine the quality and usefulness as it applies to performance confidence assessment.
