About this file
This document is a Questions and Answers (Q&A) file for the Charleston Regional Center USCG Court Room Construction project, issued by the Department of State. The Q&A addresses multiple critical project details, including security access control, facility access procedures, and specific construction specifications. Key points include: USCG security equipment will be provided by a general contractor's security subcontractor, with a turnkey, independent security system; contractors will require both FLETC and potentially DOS badges for site access, with check-in procedures at Building F and the GC job trailer. The project involves detailed specifications for renovation work, including preservation of existing ceramic tile flooring, temporary partition installation guidelines, and custom furniture requirements for the courtroom, such as a judge's bench with specific material and design specifications (maple veneer, Fieldstone Cambria Quartz handrail, Level 3 Ballistic paneling).
Facility access and project logistics are carefully defined, with contractors needing to navigate specific security protocols. Notable vendor references include Unassailable Solutions for AV/IT services and Marshall Furniture for potential custom bench construction. The project emphasizes careful handling of discontinued building materials and requires meticulous approach to temporary construction elements. Contractors must protect existing finishes, particularly discontinued ceramic tile flooring, and ensure any temporary partitions or attachments are restored to original condition. The solicitation is managed by the Department of State Office of Acquisition Management, with questions due by March 7, 2025, at 4:00 PM ET for the Charleston Regional Center USCG Court Room Construction Services requirement.

1. Please advise on specifications regarding Security and Access control equipment? The drawings don’t specify manufacture or part numbers. Is this system proprietary?
DOS Response: All U.S. Coast Guard security equipment shall be provided and installed by the GC Security sub. contractor. Turnkey Job, the Security System- Access Control shall be completely independent from DOS infrastructure and CER rooms.
Regarding product manufacturer and model numbers, the drawing package has all that information, and there was a bill of materials supplied as well.
USCG Response:
2. Please advise on DOS Bldg. C floor specification.
· Original Spec.
· Bldg. finish floor schedule drawing
DOS Response: The original pre-function/ lobby tile and grout specs are below. The A/E confirmed with their American Olean rep that this line was discontinued and there is no left over stock. CT-9 (field tile), CT-11 (border tile and wall base), and GT-3 were used in the lobby area (pictures below).

Per AF101, the intent is to retain the existing flooring and perform selective demolition and reuse to the extent possible, including the use of our limited attic stock. The same tiles are being removed in the current cafeteria area of the project, so those tiles are available for selective demolition and reuse as well.
Attic Stock
CT-9:
· 8 full tiles
· 2 small scraps
CT-11:
-12 wall base tiles
- 1 full tile
- 1 small scrap
Cafeteria Floor Finish Plan (for reference) – All tile to be demolished as noted in plans.
3. Please advise on DOS original Bldg. specification for help getting correct tile for repairs
· Finish Drawing
DOS Response: See response #2 above.
4. Please advise if the facility has any local approved contractors, they prefer to work with on Audio Video, Security, IT, etc?
DOS Response: USCG had previous good experience with the following Company, but DOS does NOT require the Contractor to use a specific vendor – Info below for reference only.

5. Please advise if there is a FLETC trailer laydown area where we can hook up power/utilities as an option in lieu of Bainbridge trailer laydown area?
DOS Response: There is no FLETC area to use in cooperation with Department of State. However, the GC can use the green area, the patio, and one lane Bainbridge Rd. will be closed for the duration of the Construction
6. Please clarify Daily Facility access and procedures
· Is only FLETC Badge needed
· Will we need DOS escort privileges and can we have as many approved escorts as needed
· Will we have to go through the access control, or be able to go directly to site after entering through FLETC gates
· What else/further guidance
DOS Response:
- FLETC badge will be required to gain access through the gates.
- Recommend applying for a DOS Badge for at least one person per major crew (trade) and GC PM, and superintendent for escort privilege outside of main construction area.
- Contractors will need to check in at Building F for a temporary badge until 1- The temporary security wall is constructed and approved.
2- The Security infrastructure for the 2 double doors is concluded and we have a working lock/ card reader Once the temporary security wall is in place, contractors will bypass Building F and check in at the GC job trailer where there will be a daily roster log kept every day and turned over to DOS for security record.
- Anyone who will need to work outside of the main construction area, eg. mechanical room, roof, electrical room, etc., will have to check in and get a DOS visitor’s badge at Building F for that day.
7. Confirm it is acceptable to Propose placement of temp wall down center of corridor outside of existing Assembly Room to allow project flow with minimal disruption to building operations.
DOS Response: Temporary partitions: The specifications address temporary partitions in spec section 015000-2.1 but does not detail specific means and methods on how to achieve separation. The means and methods should be proposed by the contractor, but it should be clarified that the existing ceramic tile flooring cannot be damaged and must be protected. If floor anchoring is necessary, anchoring into the grout and then repairing the grout after partition removal could be an option. Any attachment to the existing to remain finishes will need to be repaired to its current condition prior to construction. This includes the flooring, walls, and the ceiling. The ceramic tile flooring and wallcovering on the walls are discontinued products and should be handled with care. Please note that the ceiling is a mixture of GWB and ACT at different height levels and if a temporary partition is required for security and dust control reasons then this partition must extend so there are no gaps. If kickers or supports are necessary to tie to the existing structure, then repairs to the existing finishes within the Lobby 130, or anywhere a temporary partition is required, is at the contractor’s expense.
8. Can you provide specifications for the bench and jury seating?
DOS Response: Fixed Jury Seating is located in Specification Section 125683 – Custom Institutional Furniture. The Judges bench and the Jury wall construction is custom built following Specification Section 062023 Interior Finish Carpentry. The specs matches the existing wood doors in the space.
The Architects did reach out to Marshall Furniture, and they can build the custom bench with witness and courtroom reporter in their facility as another option.
Flat Panel Style Judge's Bench with Witness & Court Reporter Desk in plain sliced maple veneer with a custom color match. This includes dimensions as shown on the provided views, custom deep reveal pattern, top handrail in Fieldstone Cambria Quartz, solid wood base molding, cord pass throughout, veneer or plastic laminate (recommended) work surfaces, Level 3 Ballistic paneling in center / Judge bench only, levelers and hardware to connect sections together on-site.
