About this file
This document is a Questions and Answers (Q&A) file for the Charleston Regional Center USCG Court Room Construction project, solicitation number 19AQMM25R0111. The Department of State has provided detailed responses to contractor inquiries, including critical timeline and proposal submission modifications. Key updates include extending the proposal due date to April 1, 2025 at 3:30pm ET, accepting project examples up to 7 years due to COVID, and clarifying work parameters such as performance primarily during normal business hours with potential exceptions for "loud work".
The Q&A addresses multiple operational details, including access and logistics for the project site. Contractors will have laydown area options on Bainbridge Avenue, access through side doors, and ability to receive larger shipments through a rear roll-up door. Specific coordination requirements include MEP tie-ins possible during limited hours (6:00-8:00 AM, after 6:00 PM, weekends/holidays), roof penetrations requiring approvals, and system integration responsibilities. The project involves a US Coast Guard space, and the Department of State will not provide maintenance point of contact lists, directing all questions to the Contracting Officer.
