The contract involves training for State Department and inter-agency personnel, with occasional foreign diplomats present. Proposals are due by 12/29/2025, and the contractor must provide appropriately certified personnel, maintain equipment to manufacturer standards, and have capabilities for vehicle stabilization and extrication of large sport utility vehicles.

Can you describe the location where the vehicles can be stored (covered, shore power) and any other accommodations for the staff like bathroom facilities or conditioned indoor areas?Vehicals will not have dedicated storage areas on FASTC. Breakroom facilities have microwaves, refridgerators, and assorted vending machines. Most buildings have free WiFi access for staff and students.
The start date from the award is very short to launch. Is there any feasible extension to allow for more time to ensure success?90 days would be more beneficial. Same question for vehicle acquisition/allocation.

Based on the above and the potential untenable risk to the Government, could the Department of State waive the Total Small Business Set Aside? If that is not possible, could the Department remove the Limitation of Subcontracting restrictions to allow a qualified Small Business to serve as the prime contractor teamed with subcontractor industry experts for the provision of fire and EMS services? No, Total Small Business Set Aside will not change for this requirement.

Q #DOC REFERENCE (PWS, EXHIBIT, SOLICITATION)SECTION #TITLE OF SECTIONDOC. REF Pg#QUESTIONRESPONSE
Amendment 1, RFPL.2Section L.2 Limitation of Subcontracting
Pg. 83 and 86Centerra: Section L.2 Limitation of Subcontracting states, “The Contractor is prohibited from subcontracting Standard Services and Additional or Emergency (A&E) Services. An Offeror’s intent to subcontract any other function necessary for the performance of this contract must be fully disclosed in Offeror’s proposal and is subject to Government consent as outlined in FAR 44.2.”
Centerra: Since this clause essentially prohibits subcontracting of any of the SOW areas (Section C), can the government confirm this is its intent? As written, this clause unduly limits competition of qualified small businesses that would have otherwise proposed a comprehensive solution which relied on key subcontractors to fulfill specific areas of the SOW.Removed
Amendment 1, RFPL.5.2, L.2Section L.5.2 Tab B: Past Performance and ExperienceN/ACenterra: Section L.5.2 Tab B: Past Performance and Experience states, “Offerors shall clearly demonstrate a history of performance on contracts of similar scope, size, complexity, and relevancy that demonstrates experience in performing work similar to that described in the Statement of Work. 3-5 references are needed for each Prime and the Subcontractor (or each partner in the joint venture) has been held over the past three (3) years for the same or similar work.”

Centerra: Section L.5.2 permits Contractors to cite Subcontractor past performance. However, Section L.2 explicitly states that Contractor's are "prohibited from subcontracting Standard Services and A&E Services."

Centerra: As these two requirements conflict, and to further not limit competition, can the Government confirm if the Contractor is permitted to subcontract Standard Services and/or A&E Services in the fulfillment of the SOW? L.2 removed

1Attachment BPricing WorksheetN/AN/ASummit Point: Row 23 notes a 90 day phased transition of ambulances and fire suppression vehicles. However, no phased transition is discussed in the SOW. Row 23 also provides details on 3/4 of the ambulances to be present the full year with 1/4 to be present less than 1/4 year - this assumes 4 ambulance, where the SOW suggests 3 ambulances. Row 23 also notes 1/2 of the fire suppression vehicles to be present full year with 1/2 present 2/4 of the year.

Question: please confirm if the phased transition of vehicles is required or if all vehicles are to be provided by the end of the transition period for the full year?

Question: please confirm whether the expectation is 3 or 4 ambulances to be provided for the duration of the contract?Vehicles to be provided by end of transition period.
2Attachment BPricing WorksheetN/AN/ASummit Point: Column H contains a pre-loaded calculation for base year which seems to align to a portion of a year (approximately 10.2 months).

Question: Will the USG please provide details on how this calculation was established and if it is intended to support a portion of the Base Year calculation, with some portion aligned to Transition?

Question: IF the calculation is meant to support some portion of transition, will the USG please confirm where offerors should provide transition costs?

Question: 10.2 months does not appear to align to either the 30 day transition, 60 day transition, or 90 day transition that are all provided in the SOW. Will the USG please confirm what the actual transition timeline is? And when offerors will need to be at full operating capacity? Transition would be 90 days. 3 Daily Ambulances for the duration of contract.
