About this file

This document is a response to questions related to a Request for Proposals (RFP) for Real Estate Appraisal and Advisory Services issued by the Department of State Office of Acquisition Management. The RFP solicits proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a base year and four one-year option periods. Key details include:

The RFP allows offerors to submit electronic proposals via email rather than hard copies or CDs. It provides clarification on the format and content requirements, including the use of Standard Form 33 as the cover sheet for the price proposal and the ability to use redacted appraisal examples from other government clients. The solicitation is partially set-aside for small businesses under NAICS code 531210, with a size standard of average annual receipts not exceeding $35.5 million. The government will evaluate proposals based on best value, with technical considerations being more important than cost.

1, QUESTION: L.14.3 e. (page 59) - Can we submit the electronic copy on a USB stick instead of a CD?

ANSWER: Please submit an electronic copy of your entire proposal to youngjd@fan.gov. No hard copies or CD is required.

2. QUESTION: L. 14.4.1.1. Tab A 3. (page 60) – In this section there is a request to submit four example appraisals. Can we provide example appraisals that we have prepared for USG? If not, for client confidentiality reasons we will need to redact parts of the report including address, photos, maps, etc.

ANSWER: Yes, you can use example appraisals that you have prepared for the USG. If you have examples from other clients, redacted is fine and expected.

3. QUESTION: L.14.4.2 (2) (page 64) - The Solicitation references that Standard Form 33 should be included in the Volume II response as a cover page. However, this does not appear to have been included in the Solicitation documentation.

Standard Form 1442 is also referenced, but not included. Only SF 1449 has been supplied. Please could you either provide a copy of SF 33 and SF 1442 or confirm where we might be able to locate these documents (if available on sam.gov)?

ANSWER: The SF33 is now uploaded SF33
