STATEMENT OF WORK
CONSTRUCTION OF
ONE LABORATORY BUILDING
FOR THE NATIONAL FORENSIC SCIENCE SERVICE
SCENES OF CRIME UNIT
BELIZE, CA
PREFACE
The USA Embassy in Belize, through the International Narcotics and Law Enforcement (INL)
Affairs Office, is planning to provide one Forensics Laboratory for the National Forensic Science
Service, Scenes of Crime Unit (hereafter referred to as the Client). The lab will be a single-story traditional concrete-frame building constructed on a lot in the Stann Creek District (Dangriga
Town). Equipping this facility with loose furniture and equipment will not be required under this scope of work.
The overall intent of the project is to provide a workspace that will meet the conditions required for ISO certification of the Scenes of Crime Unit. This will be done by providing the ability to process and securely store exhibits on a temporary basis before handing over to the forensic laboratory for analysis. This space will provide a dedicated separate work area to produce scenes and autopsy reports. An expanded office space will allow the separation of visitors to safeguard exhibits/evidence. In addition, surveillance and adequate security system will improve security of staff and storage of evidence. This proposed office space will improve personnel growth (see attached Future SOC Organogram) and provide adequate space for supervision. In addition to evidence security, information such as reports, data and crime scenes pictures can be properly worked on and safely secured.
The project shall be conducted in accordance with the plans and specifications detailed in this document. The contractor shall provide services for the one (1) site in the Stann Creek District.

o Materials List, product data, and samples (where applicable) of products to be used in the project. The Materials List shall list the equipment and materials in enough detail that all components of the facilities can be approved by INL without further elaboration or specifications. These documents will be used by INL to approve the manufacturers, model/product numbers, and colors of all materials.
o A copy of a Contractor’s Installation Guarantee covering the work, labor and equipment for a period of 0NE [1] year at no cost to the Embassy signed by the
Contractor.
