About this file

This document contains questions and responses related to solicitation 19AQMM24R0004 for Avaya on-site maintenance services at domestic locations for the Department of State. The solicitation requires the contractor to provide on-site maintenance and support for Avaya products and software licenses at various domestic locations, as well as project management, program management, and a dedicated Client Service Manager. The amended pricing spreadsheet in Attachment 2 includes pricing for all locations, management services, and the required licenses. The solicitation was also updated to allow proposals from Avaya federally authorized small business partners rather than only certified platinum partners as originally required.

Section L-003 requires a resume of our proposed CSM to be included in the Technical Volume. Section M-002 states that evaluation will be made on the CSM qualifications.

In consideration of the 20-page limitation of the Technical Volume, would the government consider any of the following three options?

1. Only provide CSM qualifications rather than full resume in the Technical Volume.

2. Provide full resume in the Technical Volume but increase the 20-page limit to 25-pages.

Provide full resume as a separate attachment to the Technical Volume that does not count against the 20-page limit.

3. Provide full resume as a separate attachment to the Technical Volume that does not count against the 20-page limit.

The Government will amend the solicitation to allow the resume not to count against the page limitation.

The Platinum Partner program was discontinued years ago and is no longer in operation. Avaya’s replacement program is called Avaya Edge and has three gemstone levels. However, the gemstone levels now have nothing to do with technical competency, but rather only tied to revenue/purchases.

To perform the work requested in this requirement, ANY Avaya “Federally Authorized” small business partner is authorized by Avaya to perform this type of work.

Would you please remove the “Certified Platinum Partner” requirement, and replace with an “Avaya Federally Authorized small business certified partner Avaya Federally Authorized small business certified partners may submit proposals
