About this file

This document contains a Concept of Operations (CONOPS) and solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide mid-range Unmanned Aircraft Systems (UAS) to support rural security, law enforcement, and environmental protection missions in Colombia. The CONOPS describes pre-mission planning, mission execution, and post-mission procedures to be conducted from Forward Operating Locations and Landing Zones. The Bureau of International Narcotics and Law Enforcement Affairs and Colombian National Police will utilize the UAS for Intelligence, Surveillance and Reconnaissance efforts. The single-award IDIQ solicitation is seeking proposals due by the date specified in the Request for Proposal. The Department of State Office of Acquisition Management is the contracting agency.

Mid-Range UAS Concept of Operations (CONOPS) This CONOPS was developed by INL and CNP to illustrate how the CNP and possibly the COLAR plan to use the mid-range UAS for collecting information through ISR (Intelligence, Surveillance and Reconnaissance) in mid-range missions to support rural security, law enforcement, and environmental protection priorities. It describes the tactics, techniques and procedures needed to perform ISR efforts using existing technology operated by appropriately trained SIART (or COLAR) personnel and integrated with existing INL/CNP and possible future INL/COLAR systems.

In this CONOPS, operations will be conducted from two locations: the Forward Operating Location (FOL) and at or near Landing Zone (LZ).

The FOL is the staging point for rural security, law enforcement, and environmental protection operations. This area will be appropriately located to support UAS preflight planning, maintenance, and C2 activities. It will be accessible by typical CNP or INL-contracted aviation assets. It will notionally be in an austere environment and will have typically have access to electricity and water.

The LZ and staging area is where UAS are launched, operated/monitored, and reprovisioned, as required. The staging area may be separated from the LZ for operational needs.

Supporting the following CONOPS is the objective for the fielded system. Mid-range UAS operations are envisioned as follows:

Pre-Mission Planning

1. UAS Team (UST) at Forward Operating Location (FOL) receives geo-referenced taskings of

ISR missions. UST plans and creates the ISR mission using the Common Operating Picture (COP) mission planning software and software associated with UAS.

2. UST validates and approves mission.

3. Route planning software builds optimized traversal and mission routes.

Mission

4. Launch UAS from FOL. Alternatively, site Security Team (SST) and UST deploys with

UAS to staging area via transport helicopter.

5. UST sets-up operations at staging area while SST secures ISR mission launch area.

6. UST performs pre-flight checks for UAS to evaluate and confirm UAS are airworthy and ready for flight.

7. UST launches UAS to conduct ISR mission.

8. UST monitors UAS telemetry and mission execution from staging area.

9. When ISR mission completed, UAS returns to FOL/staging area.

10. UAS operations secured, all personnel and equipment loaded on transport helicopters or UAS equipment stowed away in cases.

11. Transport helicopters return to FOL, if needed.

19AQMM22R0150 – ATTACHMENT 2A – 21 OCTOBER 2022

12. Post mission procedures and necessary maintenance are performed on all UAS’s per CNP/COLAR policy and UAS manufacturer recommendations to include, but not limited to:

a. Post-flight UAS physical cleaning, maintenance, and update(s) as required.

b. Collection and recovery of data and/or system logs, etc. Data must be uploaded to

COP system, or another secured system, as required.

c. Battery charging and/or other maintenance as required.
