ATTACHMENT 2 – REVISION 02 – SPECIFICATION AND LABOR CATEGORIES –
14 FEBRUARY 2023
I. SPECIFICATIONS
X01 (MID-RANGE UNMANNED AERIAL SYSTEM)
The Contractor shall provide a complete and turnkey, deployment ready, and non-developmental Unmanned Aerial System (UAS). The system must include the required UAVs and all ground support equipment, software, interfaces, for proper deployment, operation, and retrieval of UAV in the field.
The Contractor may propose either a system with only one UAV and one ground control station or multiple UAVs / multiple ground control stations to meet requirements stated below.
1. Intended Use
The system will be utilized throughout Colombia, including remote and austere environments.
This UAS will be used for collecting information through ISR (Intelligence, Surveillance and Reconnaissance) in mid-range missions to support rural security, law enforcement, and environmental protection priorities. The UAS will operate under most weather conditions, day and night. UAS’ sensors payload will capture, record onboard, and transmit real time video and geodata to field commanders, when required.
This program will be under the operational command of the Colombian National Police (CNP) though it may be extended to other Colombian security forces and government agencies. INL Bogota is seeking to bolster the CNP’s capability to increase its threat awareness, provide real time information to decision-makers, as well as perform routine rural security, environment, and law enforcement missions.
The UAS will be transported from Forward Operating Bases (FOBs) to areas of operations in rotary wing aircraft with limited weight and space.
2. Technical Specifications
2.1. Minimum Required Specifications
Operational Range: Aircraft should have a minimum flight distance of 100 miles one way, or 50 miles return flight.
UAV Weight: Not to exceed 23 kilograms.
Power Source: Gas, Electric, or Hybrid.
Endurance: At least two (2) hours.
Ceiling altitude: At least 400 FT AGL.
Sensors: Electro Optical (EO) / Infrared (IR). 720p HD resolution (1280 x 720) resolution is required for the EO sensor. Sensor quality and zoom capabilities must be adequate to guarantee the above resolution when the UAS operates at least at 400 FT AGL. The Government requires NIIRS 6 or better / V-NIIRS 6 or better. The resolution must be sufficient to observe and interpret activities with vehicles, movement of people, and other objects of interests such as small buildings.
Data Storage Capacity: The drone must have enough capacity to store the estimated flight time per day (at least 2 hours) with the best data quality available.
Video format: Geolocation/Metadata of the UAV’s flight path and sensor payload telemetry data (at a minimum aircraft location) must be written inside the video. Video file in a MP4 or .TS container must adhere to MISB or STANAG standard.
Single Images: Geotagging for single images is required so that images can be orthorectified and geolocated inside of a GIS.
Communication: Encryption AES for transmission between control station and UAS or equivalent commercial encryption solution, real time video transmission capable to field operator.
• Aircraft must have communications (video / telemetry / control) range of at least 10 miles.
• Aircraft must be capable of no-communication autonomous GPS waypoint navigation.
Ground Control Station: Must be able to transmit to a network transcoding server using UDP protocol. KLV packets, web optimized, and compressed using H.264 or H.265 Codec. Video must be viewable outdoors during daylight. Ground control station display must be at least 15 inches.
Downlink: multiband L/S, or Military bands M1, M2, M3, M4, M5 or M6 (Non Wi-fi). If the UAS supports 802.11 Wi-Fi, the system would have the capability to disable it. Downlink radio can be L band and/or S band. Both options are acceptable.
The system is required use frequency hopping, frequency range variation, time stamps, and/or automatic return to base features to counter jamming attempts.
Firmware: The autopilot, transmitters, and GCS receiver must be supportable via software updates whenever necessary.
Origin: NDAA Compliant. Cannot have major hardware (flight controller), flight control firmware, mission planning software manufactured in China, Russia, Iran, or North Korea
Navigation: Redundant navigation system required. Additional GPS or visual camera system would be examples of acceptable redundant navigation systems.
GPS: The system is required to have protection against GPS spoofing attacks. Alternate navigation solution will be considered in lieu of protection against GPS spoofing.
Tracker device is required, because the UAVs will operate in areas with no cellphone network coverage, RF or similar solution would be acceptable.
ADS-B IN: Avoidance capability integrated is required, with ON/OFF function actionable as needed.
Wind Resistance: The UAV must operate in at least 10 Knots.
UAV System Type: Must be a proven or mature system and not developmental/experimental equipment.
Transport Case: The contractor shall provide hard transport cases for the equipment to ensure protection of all equipment during storage while at the FOLs and transfer to and from areas of operation, including via UH-60 helicopters.
Dimensions and Size: Detailed information of dimensions and size must be provided for the complete system. Hard cases must not exceed 55in x 22in x 22 in for airframe and 34in x 24 in x 20 in for Ground Control Station and other accessories. The weight for any one case cannot exceed 25 kilograms.
Support Equipment: The system must include any tools required for assembly and maintenance.
If electric, the system must include spare batteries and a charger to enable continuous operations.
2.2. Preferred Specifications
UASs will operate out of remote jungle environments in which triple canopy is present and the use of additional launching / recovery equipment is problematic. Therefore, hand-launched systems that do not require the use of launching platforms or catapults are highly preferred.
Recovery of UAV does not require additional support equipment.
Complementary sensors and/or payload to improve detection and advanced capabilities are desirable. Multispectral, IR Thermal, Dual sensors, Two or Three axis gimbal mount for camera/payload, and target tracking.
Sensors: Electro Optical (EO) / Infrared (IR). Full HD video quality (1920x1080) resolution is required for the EO sensor. Sensor quality and zoom capabilities must be adequate to guarantee the above resolution when the UAS operates at least at 400 FT AGL.
Operational Conditions: Night/All-weather, supported operation in rain falling at a rate of at least 0.10 inches per hour.
Standardized engineered payload design and configuration to facilitate interchanging various sensor types on the same UAV.
Communication antenna with auto tracking option.
Operational Temperature Range: Approximately -20° C to 48°C
Operational humidity: Able to operate in up to 100% relative humidity.
A battery charger with the capability to charge multiple batteries at once is preferred.
DOS prefers a battery-only system, thereby precluding the need to transport additional fuel on transport helicopters and sourcing and distributing fuel for the UASs.
3. Local Warranty and Support:
The Vendor must warrant the products as free from defects in materials and workmanship for a minimum period of 1 year or 1,000 flight hours, whichever is less.
