The Government will evaluate proposals using the following factors.

Factor 1 - Technical Solution –The Government will evaluate the functionality and utility (usefulness) of the repeater equipment and supplies. The Government will evaluate the Offeror’s proposed solution to ensure it adheres to the Government’s requirements and specifications and will assess proposed system configurations for completeness, correctness, and their likely ability to meet current requirements. The Government will value:

- Adherence to the Government’s requirements and specifications;

- Completeness and correctness of the proposed system configurations;

- Compliance with the requirements documented in the Statement of Objectives;

- Size;

- Ergonomics;

- Form factor (fewer ports, etc.);

- Ease of programming setup, assembly, installation, troubleshooting, operation, maintenance, and the amount of equipment required to program and troubleshoot;

- The approach to addressing the requirements in Section 3.10.1 of the Statement of Work, Protecting Controlled Unclassified Information.

- Operational effectiveness: performance (RX sensitivity / TX power, speed, reliability, range, mobility, durability, networking capability, interoperability with other DOS equipment;

- Capability to be secured and other value-added features that may improve DOS’s capability to communicate voice or digital data.

- The Government will also assess the level of comprehensiveness, accuracy, and ease of use of the technical documentation.

Factor 2 - Management Plan – The Government will evaluate the Offeror’s Management Plan for the effectiveness of its quality control processes to ensure it can meet on-time delivery requirements, track and locate returned items, ensure repaired items are in good working condition when returned, and meet out-of-the box quality standards. The Government will also evaluate the methods and tools the Offeror proposes to effectively manage and support multiple orders, provide on-going support, assess program risks (including identification and mitigation), maintain configuration management, meet quality standards, and communicate status to DOS. The Government will also evaluate the Cybersecurity, Supply Chain Risk Management (SCRM) and Software Bill of Materials (SBOM) descriptions for the effectiveness of how the Offeror will maintain a high level of Cybersecurity, SCRM and SBOM readiness for performance of IT services to federal customers.

Factor 3 - Software Bill of Materials (SBOM) and Supply Chain Risk Management (SCRM) – The Government will evaluate the Offer’s processes, procedures, and methodologies to protect against, detect, assess, and remediate cyber incidents and maintain a high level of cybersecurity of awareness when providing services to the Government. Factor 4 - Present and Past Performance – The Government will evaluate information provided by the Offeror’s current and past clients over the past three years and information from Government past performance databases to determine the Offeror’s ability to effectively manage product deliveries, schedules, cost, out-of-the box product quality, and contract administration of the program.

Factor 5 - Warranty Support - The Government will evaluate the Offeror’s ability to provide the required warranty support. Upon successful completion of the training course, DOS technicians should be able to fully operate the Repeater systems, diagnose problems, and repair equipment independently.

Price:

The Government will evaluate the contractor’s proposed product prices by calculating a proposed Total Evaluation Price based for a market basket that will consist of selected quantities of all repeater configurations, items listed in provision L-006, Instrructions for Proposal Preparation - Price Volume, to include one (1) training course at each of the three DOS locations (Springfield VA; and Frankfurt, Germany; Bangkok, Thailand) for the base year and the four option years.

The Government will calculate a Total Evaluation Price as follows:

For the base year and each option year:

1. Multiply the total price for each configuration by the market basket quantity to calculate an extended price for each configuration

2. Multiply the price for the additional items, including training, in the market basket by the market basket quantity to calculate an extended price for each additional item

3. Add the cost of the extended prices of the configurations and the extended prices for the additional items to calculate a total cost for the base year and each option year.

4. Add the total costs for the base year and four option years to calculate the Total Evaluation Price.
