Are the assigned aircraft to the Air Wing Government Owned Contractor Operated or Contractor Owned Contractor Operated? They are Government Owned aircraft.
Will the successor contractor assume “wet leases” from the current contractor (paragraph 2.4)?There are not any wet leases currently under contract under the IDIQ contract. Therefore, the successor contractor will not assume any "wet leases".
paragraph 2.3Will aircraft purchased via task order be accepted by the government as capital assets or remain on contractor balance sheets? After a contractor procures aircraft under a Government contract, aircraft becomes Government owned property.
Will the aircraft leased or acquired via this contract be utilized by associate contractor, e.g, the GASS contractor? The aircraft that will be leased and used as the Government needs them to be utilized. Typically, these aircraft are not utilized by the GASS contractor.
Will that successful 8(a) contractor be required to have an associate contract agreement with the GASS contractor (AAR Airlift Group)? The succesful awardee is not required to have any associated contract agreement with the GASS contractor. Any internal agreements made between contractors, are the responsibility between each contracting party, not the Governement.

For instance, does it have to be capable of hangering a commercial transport aircraft such as the B757 or B767, ect?The government is not going to dictate what hangar size is necessary to carry out the requirements as set forth in the PWS. If hangering of large commercial aircraft is required it will be specified in the task order.
