About this file
This document contains questions and answers related to a solicitation for an EO/IR video surveillance system for Bell UH-1HII/UH-1ST and Sikorsky UH-60 helicopters. Key details include that the solicitation number is 19AQMM22R0002, with proposals due by May 2, 2022. The agency is the Department of State Office of Acquisition Management. Questions cover areas such as airworthiness certification requirements, available government furnished information and equipment, environmental testing standards, training requirements, and communications systems already installed on the aircraft. Responses provide clarification but also indicate contractors are expected to propose their own specific technical solutions that meet the requirements.

| Column1 | Question | Response |
| 1 | Support for airworthiness is mentioned in the SOW (Section C of Solicitation). Is there a CDRL associated with supporting airworthiness approval by AED and UHPO? e.g. MIL-HDBK-516C Modification Airworthiness Certification Criteria (MACC) worksheet Certification Basis/Compliance Report inputs? | There is no CDRL requirement for the supporting Airworthiness approval. DoS INL/A will expect the certification criteria to be within the guidelines of industry standard for FAA certificated aircraft under 14 CFR Part 21 Certification Procedures for products and articles, and will be reviewed and approved by the INL/A airworthiness authority prior to acceptance. |
| 2 | What GFI will be available for the current aircraft configuration? e.g., SSHA, ELA, W&B, Stress&Loads. It is implied in some locations (e.g. SOW states, "Current Electrical Loads Analysis updated..."), however the extent of GFI and specific item availability is unclear. | Given the number of airframes in the fleet and the expansive data they collectively represent, it is neither practicle for the USG, nor helpful to offerors at this point. Once the contract is awarded, USG will coordinate with the contracted vendor to select specific aircraft to be modified. At that point all requisite technical data for the selected airframes will be made avaliable as requested/required. |
| 3 | Are special tooling or fixtures in the form of ground support equipment expected to be needed to facilitate relocating B Kit equipment between aircraft within the 2 hours window? If so, how many GSE instances will be required as part of the contract? | The tools and equipment will be determined by the needs of the proposed system provided by the vendor. USG posseses all requisite GSE on sites to operate and maintainn each aircraft for normal flight line operations. This GSE will be available at work sites in support of this project. Any specialized tools or equipment unique to the EO-IR system proposed by vendors should be identified and discussed in the proposal. |
| 4 | Please quantify allowable limits to impacts for items listed in SOW paragraph 4.14 | Impact requirements will mirror aircraft specifications as outlined in aircraft technical manuals. The vendor should provide the requirements that the system has been tested/qualified to meet. |
| 5 | Please define exact requirements for extreme temperature changes and unprepared landing zones in terms of specific MIL-STD-810G requirements (specific applicable METHODS and parameters) or equivalent applicable standards (SOW paragraph 4.15.) | Environmental requirements will mirror aircraft specifications as outlined in aircraft technical manuals. The vendor should provide the requirements that the system has been tested/qualified to meet. |
| 6 | When the B Kit is not installed on the aircraft, will permanent stowage provisions for the A Kit be required to allow for Partially Mission Capable flight? | When the B-Kit is not installed on the aircraft, the design should provide provisions for the aircraft to fly missions with no impact on aircraft performance, or potential damage or water/dust intrusion into to installed A-kit equipment. |
Generally it is expected that removable equipment will be provided in a protective case by the vendor to allow for storage in an enviromentally controlled facillity such as a toolroom when not in use. The vendor will propose appropriate stowage for A-Kit and B-Kit equipment.
| 7 | Please remove non-descript or non-binding words like "recommend", "recommended", "consider", or "will" and ensure each contractor requirement uses "shall" and provides specific requirements and specific deliverables (e.g., CDRLs); and replace conditional words like "options" or "optional" unless intending to provide Section L and M criteria that gives credit for providing features beyond threshold requirements. Additionally, please replace most instances of "propose" and "proposed" with specific requirements that must be met (Threshold) or are desired (Objective). | The term "recommended" is used in the SOW 6.1 Technical Specifications is used as a recommended installed equipment and system listing, however, the contractor shall propose their complete technical solution. The term "will" used throughout the SOW is an imperative statement. The term "options" used in the SOW Section 4.6 allows the contractor to propose other technical solutions instead of using existing wiring and controls. The terms "propose" and "proposed" used throughout the SOW refer to the contractor's proposed techical solution and as such will provide the specific requirements that shall be met and the desired objective in fullfilling the requirements of the SOW. | ||||
| 8 | Will an aircraft survey be performed by the contractor on each aircraft variant? 4, 3, 2, or just 1? Requirements state "initial survey" implying more than 1 (SOW paragraph 8.1.3. and the '1.' paragraph following 8.1.3) | No site surveys are scheduled at this time. | ||||
| 9 | Consider including a CLIN for publications that has a POP consistent with the warranty period to provide a contractual vehicle for publication updates. | publications should be part of the A and B Kit pricing. | ||||
| 10 | Will the training of pilots be done as a part of the training for maintenance and avionics technicians or will these be separate training events for the two groups? | Separate training sessions would be anticipated based on the trainees interaction with the system. Maintenance and Avionics will need to know how to install/troubleshoot/repair/uninstall the system and Pilots will need training on how to operate the systems. | ||||
| 11 | What are communications, radar and RF transmission systems are already onboard the aircraft? | MODEL | P/N | DESCRIPTION | QTY Installed | |
