EO/IR VIDEO SURVEILLANCE SYSTEM

Section C - Descriptions/Specifications/Statement of Work

C.001 - EO/IR VIDEO SURVEILLANCE SYSTEM FOR THE BELL UH-1HII/UH-1ST and SIKORSKY UH/HH-60 A/L

HELICOPTERS STATEMENT OF WORK

1. BACKGROUND

1. Currently INL/A has no capability for providing on scene video of any critical situation to decision makers either in the RSO or DoS Air Wing Tactical Operations Center (TOC). An EO/IR video surveillance system with data link capability can fulfill this critical shortfall in capability. INL/A has an urgent requirement for UH-1HII/UH-1ST and UH/HH-60 A/L aircraft to be modified for EO/IR sensors (A kits), and sensor packages (B Kits) for deployment to provide real time data/imagery to fixed and mobile ground stations in Central and South America.

2. INL/A rotary wing aircraft perform a variety of security and counternarcotic related missions.

I. Intelligence, Surveillance and Reconnaissance (ISR). In support of nighttime air and sea interdiction operations, the flight crew will have the capability to locate, identify, and classify illicit transport operations from a safe distance.

During airborne operation, threat/target locations can be observed and relayed to support ground and maritime interdiction forces.

II. Overland Operations. Troop transport in support of interdiction operations is one of the primary mission areas of INL supported aircraft. Conducting insertions and extraction operations in a nighttime low light environment will greatly enhance the operational effectiveness and increase the element of surprise. An EO/IR UH-1HII/UH-1ST and UH/HH-60 A/L aircraft will be able to locate any possible threats, identify smuggling routes and sanitize the immediate environment around the LZ.

Surveillance and recording of activities can be conducted from 500 meters and beyond per current host nation agreements.

III. Embassy Support. INL/A UH-1HII/UH-1ST and UH/HH-60 A/L aircraft may be used for support to Embassy operations to provide surveillance and reconnaissance that provides critical details of attack/threat situations in real time.

1. Secondary missions.

I. Search and Rescue (SAR). EO-IR equipped UH-1HII/UH-1ST and UH/HH-60 A/L aircraft could be used for opportune search and rescue, providing a significant increase over current capabilities.

2. SCOPE

The scope of this project is to provide an EO/IR capability for INL/A UH-1HII/UH-1ST and UH/HH-60 A/L aircraft currently operating in Central and South America. The contractor will perform all actions to accomplish this task. 19AQMM22R0002 ATTACHMENT 2, QSheet1 SET 2

Question Response 1 Can DoS provide any specifications for the mobile and fixed sites the downlink will interface/communicate with?

The proposed ISR network is not operational yet, so specifications are still unknown. However, the project is moving forward. The proposed network will be a combination of fixed radio sites for line of site communications with surface vessels, ground vehicles and aircraft using radio (UHF) and data link communication equipment most likely operating in the S band frequency range. The fixed sites will use an IP network to communicate with a combined operations center and other agencies.

Is it possible for contractors to survey the aircraft prior to submission of proposals in order to understand the electrical and mechanical interfaces?

No, The operational tempo at PACE cannot support numerous contractor visits or an industry day.

3 Can electrical and interface drawings be provided for the UH-60 MFD video interface?

Electrical and interface drawings will be provided after the Vendor selection.

4 What is the technical specification for Full High-Definition cameras/imagers? 720? 1080P?

Both formats are acceptable.

5 For the EO/IR Camera, are stepped zoom optics acceptable, and how many axis of stabilization are required?

Stepped zoom Optics is acceptable. 4-Axis stabilization is acceptable.

6 Do the B Kit systems need to be exportable or will DoS take delivery of the B kits in the U.S. or grant an exemption for contractor shipment to Central/South America?

The intent is for the Vendor to install the system in country. The selected vendor is responsible to do all the appropriate due diligence to meet export compliance requirements. They may not need a license and may have a license exception but it is the responsibility of the vendor to do the appropriate due diligence.

7 On page 46 of the solicitation, under Volume III Price Proposal, “Attachment 1 Pricing Spreadsheet” is listed for offerors to use to submit pricing. A pricing spreadsheet is not included on the solicitation listing on Fed Biz ops.

Amendment 00001 includes the referenced Attachment 1, Pricing Spreadsheet. Offerors shall input their firm fixed price unit pricing for each line item number. The travel CLIN shall not be priced at this time.

8 A CLIN is not provided to quote training. How would DoS like the pricing for training to be presented?

Amendment 00001 added a Training CLIN (X020) for the base year and each option period. All travel expenses related to executing the offeror's proposed training should be included in the travel CLIN (X019) and therefore not priced at this time.

9 Will Block 10 be amended to Unrestricted (removing 8(a) requirement)?

No, this is an 8(a) set aside competitive procurement.

19AQMM22R0002 ATTACHMENT 2, QSheet1 SET 2

10 The February pre-solicitation update read: “(1)The Contractor shall—(i)Provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas; for kit assemblers who are nonmanufacturers, see paragraph (c)(2) of this clause instead; (ii)Be primarily engaged in the retail or wholesale trade and normally sell the type of item being supplied; and

(iii) Take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice; for example, providing storage, transportation, or delivery.” Is this requirement still in effect?

Yes, 52.219-33, Nonmanufacturer Rule (Sep 2021) (15 U.S.C. 657s) is applicable to this procurement.

11 It also read: “(2)When the end item being acquired is a kit of supplies, at least 50 percent of the total cost of the components of the kit shall be manufactured, processed, or produced in the United States or its outlying areas by small business concerns.” Is this requirement still in effect?

Yes, 52.219-33, Nonmanufacturer Rule (Sep 2021) (15 U.S.C. 657s) is applicable to this procurement.

12 The 4 February RFI response mentioned a total of 23 A/B kits (5 Costa Rica, 18 Peru). Is this still valid? From what we can tell, only 15 systems are included in the Line Item Description.

These quantities were provided to indicate the anticipated quantity of units that may be procured within the first two years of the contract. The resulting contract will be an indefinate delivery indefinate quantity (IDIQ) contract. Consequently the exact number and types of units to be procured are not know at this time. The IDIQ contract has a minimum order amount of $10,000.00 and a maximum order amount of $30,000,000.00. (See B-004 - MINIMUM AND MAXIMUM CONTRACT AMOUNTS (Indefinite Quantity Contract).

13 What is the anticipated date of delivery of the 1st system to

PACE?

This will depend on when an actual task order is issued against the IDIQ contract. Offerors should include delivery time frames (x days after receipt of task order) in their proposals.

14 For the solicitation in support of the Department of State there is a requirement for compliance to MIL-STD 810.G.

Would you please confirm what methods within 810G must the system be qualified to?

Offeror must meet all requirements in that section of the MIL-STD.
