Who is the incumbent and what is the current contract number.

The incumbent is Deco Security Services and the current contract number is 191NLE18C0014.

Page 7. Section 12.1.3

We understand the USG will have unlimited rights to the training material that is developed under this contract. Will the contractor have commercial rights to the training material as is customary under FAR

52.227-14?

Yes, the contractor would have commercial rights to the training materials per FAR 52.227-14(b)(2), including the right to copyright the materials. The solicitation has been amended to add 52.227-17.

Rights in Data-Special Works. This is the clause that applies to course materials in lieu of 52.227-14.

Page 40. Section 2 – Sub-Factor 2: Previously

Developed Curricula

We have previously developed training material for INL. Does the client want this in hardcopy or electronic.? If electronic, can the contractor provide a zip file, as our example has multiple modules?

Electronic only. A zip file submission will be acceptable. Please be sure to label the file appropriately and in compliance with Section L.

In Volume 1 - Techinical, Proposal, are attachments, for resumes or previous work product samples permitted outside of the 15 page limits? If so what's the page limit on attachments?

Section L states "The cover letter, title page, table of contents, table of figures, list of tables, glossary of abbreviations & acronyms, small business subcontracting plans (if applicable), Recruitment plans, resumes, and commitment letters do not count against page count limitations." Offerors shall include in Volume II of their Proposal, a copy of one curricula module created under a project listed in #1, including powerpoint slides, facilitator guide, participant guide, handouts, assessment methodology, and knowledge growth questions. Note, Volume II does not have page limitations.

SOW Section L, b) Volume II: Factor 2 – Past

Performance, Page 42

Due to COVID 19 slowdown in business, many small businesses have not been able to renew, replace old or acquire new contracts of similar size and scope within the past 2 years. Will the government permit past performance records PPRs implemented within the past 5 years?

Sections L and M have been amended to allow Past

Performance from the past five years instead of the last three years.

SOW Section L, b) Volume II: Factor 2 – Past

Performance, Page 42

Is the government willing to accept past performance letters of recommendation from offerors' former clients, contracting officer's representatives or other government representative overseeing the work product in order for the offorer to establish substantive technical experience? Yes.

Volume II: Factor 2 – Past Performance (Page 6)

Since this is a WOSB set-aside contract, will INL please allow the use of subcontractor past performance references as well?

The solicitation has been amended to allow for prime or subcontract past performance.

Section 4 – Sub-factor 4: Key Personnel (page 5)

Will INL please confirm the only resumes needed are for the 2 Lead

Performance from Commercial clients?

Past performance is accepted if your company served as the prime or subcontractor.
