QUESTION: In the pricing template, the annual hours and number of personnel defined under the requirement to staff this contract do not equate to full-time equivalent (FTE) coverage (1880 hours/year/person), other than the X002 LCAT for the Lead Instructional Design/Program Manager. Since the requirement calls for staffing of these positions with a place of performance at the US State Department and/or the ECTC, shouldn’t all of these positions be considered full-time?

Answer: We only envision the Lead Instructional Designers/Program Managers as being solely dedicated to this requirement. Due to the different substantive requirements for staff training, pre-deployment training, and State and Local partner training, as well as varying internal curriculum development and training delivery timetables, we suspect multiple part time personnel are required to fulfill some of the other positions.

Please, note, that while INL will need to meet periodically with varying personnel from the contract, we will not provide office space at Department facilities for them. We do have a small room, with two desks, two computers, a copier, a printer, and wifi at the Executive Conference and Training Center near Dulles Airport where we conduct pre-deployment training. Vendors can use that space, though it is recommended more for pre/post training preparation than as a prime work-place.
