confirmation that the person for whom we will not have the date of birth and id copies will have been screened by your services with the confirmation that they are not listed as SDN;The Embassy Human Resource will check the SDN listing.
I confirm that we will not be able to provide you with a fixed budget for the Base + 4 option years since we will calculate potential increase based on the experience and performance of the scheme which we won’t know in advance; we will detail the approach and calculation more in the financials.Offerors proposals shall provide pricing for the base year and the four one year option periods. In accordance with B.4. ECONOMIC PRICE ADJUSTMENT-HEALTH INSURANCE PREMIUMS Adjustments to pricing may occur based upon actuals experienced in the base year and each prior period of performance. An offer that does not provide pricing for the base year and option periods will be considered unacceptable.
The excess coverage for Turkmenistan is not something we would be able to provide because of the voluntary optional set-up. This would indeed create anti-selection but same as above we will elaborate more in the final reply.
We have some more questions about the paid versus incurred claims + the numbers you are sharing with us during this tender are not aligned with the ones shared previously.

Can you please explain why there are such differences between the information you have shared in 2019 and the ones shared now? The increase in the number of lives only is not relevant. This is one of the reason we were asking for per month memberships and per months claims spent and reimbursements.
Also would it be possible to get the same data for after the 30th of September 2019?
We noticed that deadline for submission of proposals is March 22nd. Due to the fact that the original solicitation is not published yet and the issuance of a proposal for 6 countries is quite time consuming, is there any possibility that the deadline for proposal submission is extended by 2 -3 weeks? The formal RFP will be released soon and offerors will have a 30-45 day response time to submit their proposals. FBO won’t let you publish an announcement without putting a response date in the field, the March 22 response date is for industry to ask follow up questions.
Would you accept electronic submissions?yes, proposal should be submitted electronically
Shall offerors submit proposal to the Office of the Acquisition Management in Melbourne or to the respective embassies?Office of Acquisition Management in Melbourne, FL
After contract is awarded, whom shall the service provider send the invoices to? – Office of the Acquisition Management in Melbourne or to the respective embassies? Each Embassy will have their own Task Order. Invoice submission instructions will be included in the task order.

Please do not include any confidential information, just the overall statistics for the group. Claims information is critical to our pricing and the relationship of claims to employee growth or shrinkage is part of the claims analysis.
