SECTION M
EVALUATION FACTORS FOR AWARD
B.1 TYPE OF CONTRACT
B.1.1 This contract is an Indefinite Delivery, Indefinite Quantity contract payable entirely in the currency indicated on the SF1442 and within the Task Orders issued under this contract. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in currency exchange rates. Changes in the contract price or time to complete will be made only due to changes made by the Government in the work to be performed, or by delays caused by the Government.
B.1.2 Payments based on quantities and unit prices will be made only to the extent specifically provided in the contract Task Order.
B.1.3 This contract contains fixed hourly rates for labor disciplines. All remaining costs, including construction services and additional labor rates not listed and priced in this contract shall be negotiated in accordance with the Scope of Work for each individual Task Order. The actual amount of work to be performed, the time of such performance, the deliverables, and the location of the work will be determined by the Contracting Officer, who will issue formally executed Task Orders to the Contractor. The only work authorized under this contract is that which is performed after receipt of such task orders or after a written Notice to Proceed (NTP) from the Contracting Officer, which is followed by a formally executed task order. A written NTP may be transmitted by regular mail or e-mail.
B.1.4 The term of the contract is one (1) base year with four (4) 12-month option periods. Task Orders awarded during the term of the contract with performance periods that extend beyond the term of the contract will continue to completion of all required tasks.
B.2 CONTRACT PRICE
B.2.1 The contractor shall complete all work, including furnishing all labor, material, equipment and services, as called for and required by the terms and conditions of Task Orders issued under this contract. The price for the work required by individual Task Orders and the time set for performance and completion shall be negotiated and set forth in the individual Task Orders issued under this contract. The price set for each Task Order will be firm fixed-price. The task order price shall include all labor (using rates or rates less than those specified in Section B), materials, overhead, insurance required by FAR 52.228-4, Workers' Compensation, Defense Base Act and War-Hazard Insurance, and profit. In task orders, note that profit, overhead, or G&A are not permitted for travel expenses and/or already pre-negotiated fully burdened labor rates specified in Section B.
B.2.2 The Contractor shall provide professional services, labor and materials on a firm fixed-price Task Order basis. In establishing the fixed price for individual task orders, the hourly rates for the required services shall be in accordance with the fixed fully burdened hourly labor rates listed below. The fixed hourly rates below include wages, overhead, G&A, profit and all employee fringe benefits, such as retirement, withholding for FICA and taxes, unemployment, workman's compensation and union dues.
B.3 MINIMUM/MAXIMUM CONTRACT QUANTITIES – INDEFINITE QUANTITY CONTRACT
a) In accordance with the FAR 52.216-22, “Indefinite Quantity”, the minimum for this quantity contract shall be as set forth below. If this contract contains options, the minimum for each option shall apply separately and independently to that option.
Base Year $40,000
b) The maximum for this indefinite quantity-contract (including options) shall be any quantity or combination of supplies and services equal to $20,000,000.00

Travel and travel-related expenses shall not exceed the maximum allowable under the FTR and JTR. Travel, lodging and Per Diem rates shall be in accordance with Federal Travel Regulations/Joint Travel Regulation and other similar authorized costs.

The cost of any materials or equipment and shipment/packaging/crating required in conjunction with the services rendered herein shall be included in the proposed firm fixed-price Task Order, unless otherwise noted in the Task Order.
B.8 GOVERNMENT-FURNISHED PROPERTY
The Government will not make available to the Contractor any Government-furnished property, except as stated in an individual task order.
B.9 PRICES/COSTS

These rates are the maximum rates allowable under the contract for United States based personnel performing services in the listed disciplines. During Task Order proposal submission, the contractor may propose at a rate less the following rates. These rates will be used for any professional services that may be required by the individual Task Orders, except where local labor is acceptable and available at reduced rates. Rates for local labor shall be established in individual task orders. Certain work as set forth in the task order shall be performed only by Cleared American employees.

Page - 20
C.1 BACKGROUND
The U.S. Department of State (DoS); Bureau of Overseas Building Operations; Construction, Facilities, and Security Management Directorate; Office of Facility Management; Program Support Division (OBO/CFSM/FAC/PS) has a requirement for assessment, repair and coating of concrete water storage tanks at overseas facilities. The DoS, Office of Logistics Management, on behalf of the Bureau of Overseas Building Operations (OBO) has a requirement for concrete repair and interior coatings applications as identified in this statement of work. Services to be provided include furnishing all labor, supervision, transportation, tools, equipment, materials, and supplies necessary to complete an inspection, provide recommendations, and perform specialized repair and interior coating services, as needed, and in accordance with the specifications set forth in this statement of work.
C.2 OBJECTIVE
The objectives of this requirement are to perform an assessment of the interior of concrete water storage tanks at overseas facilities; develop recommendations and price proposal for their repair and coating (as needed) to ensure their continued safe operation; conduct the repair and coating as approved by OBO; and return the water tanks to service.
C.3 PROJECT DESCRIPTION
This Statement of Work (SOW) is for concrete water storage tank assessment and remediation services at DoS overseas Embassies and Consulates, to support the continued successful operation of these critical facilities. The projects may require condition assessments of the interior of concrete water storage tanks; identification of probable causes of the current condition of the interior of the concrete water storage tanks; recommendations for repairs (to include concrete surface, joints, and cracks); recommendations for NSF 61 certified (or OBO-approved equivalent) high performance coating products with a minimum service life of 25 years (these products may be 2-part elastomeric polyurethane products or other products identified by the responder to this solicitation); completion of all repairs, to include surface preparation and application of approved coatings to extend the operational life of the tank; and successfully returning the water storage tank to service.
Task orders will include furnishing all labor, supervision, transportation, tools, equipment, materials, and supplies necessary to 1) complete a site inspection and condition assessment of concrete water storage tanks of varying sizes generally ranging from 10,000 to 150,000 liters; 2) Assess the integrity of the overall tank that includes the interior, exterior when applicable, and all piping and venting; 3) develop recommendations and price proposal for remediation of the interior surface of the tank and exterior of the tank if warranted. Remediation will include any necessary repairs to the surface and joints and application of an NSF-61 certified (or OBO-approved equivalent) coating product with a minimum service life of 25 years, such as a 2-part elastomeric polyurethane coating approved for potable use in accordance with the manufacturer’s recommendation for concrete preparation and coating specification according to NSF approved mil thickness; 4) perform the remediation activities; and 5) return the tanks to service, or any combination thereof.
