Questions and Answers
1. Question: What is the application of the generators?
Answer: While the generators are primarily for single or multi residential use (compounds, apartment buildings), some may also be used for office buildings, warehouse, and related type facilities. Please note that the power outages may go for days, weeks, or months at a time. Also, transfers to generator power may occur multiple times a day for weeks or months at a time. Hence, the generators are heavily used and shall be similar to generators used for any heavy commercial or industrial requirements, even for residences.
2. Question: Who is doing the install? Will it be american contractors or in country contractors?
Answer: The generators will be installed mostly by local contractors using OBO guidelines for installation. OBO guidelines follow industry standards and NFPA codes for installation, as well as manufacturer's requirements. Installation is not a part of this contract.
3. Question: What installation/building code will installars be held to?
Answer: Installers will be held to a minimum of NFPA standards, manufacturer's requirements, and local codes ifmore stringent.
4. Question: Is there sepcific fuel requirements?
Answer: Fuel shall be diesel, as required in the specifications.
5. Question: We would like to formally request an extension of 10-14 calendar days to the deadline for Bidder's Inquiries to be submitted. The specification for the Generators was provided via sam.beta.gov on Sunday the 26th, only 5 days ahead of the deadline for Inquiries. We do not feel this allows sufficient time for assessment of the specs when having to liaise with numerous vendors and technical authorities in an attempt to provide the government with the best possible product solution.
Answer: Proposals are due March 18,2020 at 12:00 PM
6. Question: J.1.1 Section 1.1.2 Power Rating, mentions that adjustment factors will be provided for ambient temperature and elevation for proper engine sizing. Please provide this information.
Answer: The sizing algorithm we use already takes into account the adjustment factors for temperature and elevation. The vendors will not be responsible for the adjustment factors.
7. Question: J.1.1 Section 1.1.3 Engine Generator Set Enclosure, please provide a NEMA or IP rating for the weather and dust protection level the enclosure shall be designed to.
Answer: The specifications do not require a NEMA or IP rating for the Generator Set Enclosure.
8. Question: J.1.1 Section 2.26.2.1 load Testing, please confirm if each generator shall be tested to the standards mentioned in the RFPsection or shall one generator from eachorder and size be tested?
Answer: Each generator shall be tested.
9. Question: The pre-solicitation notice aswell as Section l.1 of the tender document clearly indicate a BestValue selection method, while Section M.3 clearly indicates a lowest price technically acceptable selection method. Pleaseclarify how proposals will be evaluated.
Answer: The proposal will be evaluated on an Lowest Priced Technically Acceptable Basis.
10. Question: If generators are delivered to the Belgium location will they be subject to VAT?
Answer: There is no VAT
11. Question: Is the ELsa U.s. DespatchAgency a U.S.facility? Will a VAT exemption be provided for the value of equipment shipped there?
Answer: ELSa is a U.S. Despatch Agency located in Belgium. There is not
VAT.
12. Question: Pleaseclarify Section C.3.2- "Contractor shall include all materials to facilitate the complete installation of the provided materials. Specialty tools, if needed to complete assembly and installation at the field site, shall be provided aswell. N Pleaseclarify if the complete installation materials for installation at the field site includes housekeeping pad, conduit, wire, disconnects, etc. is to be provided. If so, please provide a basis of installation materials external to the package generator set will be needed.
Answer: The vendor does NOT supply housekeeping pads, conduit, wire, disconnects, and other materials normally provided at the installation site. This is intended only to remind the vendor of materials normally provided from the vendor, but not necessarily available on site, for the installation. Examples are vibration isolators and any specialty tools for installation of a specific generator.
13. Question: Pleaseclarify section C.4.1-"The Contractor shall warranty the packagedgenerator sets for a period of two years from date of manufacture or one year from date of installation whichever occurs first. The warranty shall include labor and materials. N Pleaseclarify the extent or warranty of labor and materials. Installation is by local Post resources. The manufacture can only warranty the packaged generator equipment not the installation by others.
Answer: The warranty covers defects and other problems from the manufacturer, and the labor/materials required to correct the deficiency by the manufacturer's approved representative. For example, if a generator part is found defective soon after installation that requires repair, then the warranty should cover the labor and material cost from the manufacturer's representative to provide the repair part and effect the repairs.
14.Question: Can any generator manufacturer bid as long as they comply with the required units specifications?
Answer: Yes, Anyone who meets the requirements can bid.
15. Question: Attachment B ,1,2 (ATS Specification), Section 2.3.1 refers to the switch being capable of withstanding 30,000 amps for a period of 2 seconds without damage. Per Ul standards the typical timeframe required is 0.5ms. Please confirm the duration for the short-circuit rating.
Answer: Attachment J.1.2, Section 2.3.1 Short Circuit Withstand Current
Rating: Please use the following short circuit fault requirements- "Ensure the switch is able to withstand 35,000 A for a period of 0.050 seconds"
16. Question: 1.1.4.1 Vibration Limitations: IBC (US) Seismic requirements;
due to the different size nodes exhibited in the spec, are we able to provide data for 1 size node, as extensive testing would be required for individual enclosures in different size nodes?
Answer: Attachment J.1.1, Section 1.1.4.1 Vibration Limitations: Delete the following- "and in accordance with 1.3.3 Seismic Requirements". There are no seismic requirements for this equipment.
17. Question: Arkel would provide the most appropriate engine for the individual markets to meet emission requirements, this would mean that we would potentially use different engine manufacturers for the various proposed size of generators. Would this be a problem?
Answer: The contract, J.1.1.2.11, Emissions, requires a minimum of Tier III or EU Stage III emissions.
18. Question: 2.1 Specified in the ATS spec doc; 3 recommended manufacturers. Could other known brands be acceptable as equal products? Would deviations from the aforementioned be acceptable?
Answer: Manufacturers other than those listed must meet the specifications and be approved.
19. B.1.1 The Contractor shall warranty the packaged generator sets for a period of two years from date of manufacture or one year from date of installation whichever occurs first. The warranty shall include labor and materials.
Question: With the above statement highlighted in yellow (in particular to "labor"] does this mean that the warranty shall include labor for installation and commissioning or regular routine maintenance as well?
Answer: Labor does not include initial generator installation or routine maintenance. Labor for warranty includes such things as the labor cost of the contractor's authorized representative to replace a defective part covered under warranty.
20.B.1.2 The Contractor shall provide local support that can service needs other than routine maintenance beyond the warranty period for all packaged generator sets furnished through this contract. The Contractor's supply chain network shall manage a local service group that can respond to operating and maintenance needs within 24 hours of a request for service. Attachment J.1.3 lists the current worldwide locations where the Department of State has facilities that support diplomatic missions.
Question: Does the Contractor reguire to provide labor ~rices for operating and maintenance of the supplied generators or not? Is the Contractor res~onsible for ~erforming regular routine maintenance of the generator?
Answer: The Contractor does not provide operating and maintenance of supplied generators. The contractor does not provide routine maintenance of supplied generators. The Contractor need only identify those Contractor authorized representatives that can provide such maintenance, repair, and warranty services, if requested by a Post, for the supplied generators. See Attachment J.l.3, locations of u.S. Department of State Worldwide Locations.
21.B.1.3 Attachment J.1.3 lists the current worldwide locations where the Department of State has facilities that support diplomatic missions.
Question: Does the Contractor re~uire to ~rovide ~rices for transRort generators to all the worldwide locations listed in Attachment J.1.3 or the Contractor is reguired to sU~Rlythe generators onl to the three (3) locations as described in ricing schedule (Belgium Florida, Maryland)?
Answer: The Contractor is only required to deliver to three locations- Belgium, Florida, and Maryland, and price those locations. In Attachment J.1.3, for each location, the Contractor shall identify the local service provider they authorize for provision of warranty and local services as required elsewhere in the contract. During the course of the contract, other delivery locations may occasionally be required. Any such alternate locations will be identified by the Contracting Officer and priced by task order at that time.
