Amendment A0003-Solicitation 19AQMM18R0019 (Please Note: Responses are in (black) bold.

A.) Under para J-1, Attachment 5 of the solicitation requires a vendor to identify the percent of work to be subcontracted to a specific vendor.
· May a vendor subcontract to more than one prime contractor or be on more than one team? Yes you can
· May a vendor, if the meet the set aside requirements of the solicitation, bid as a prime as well as be a subcontractor to a prime contractor? Yes you can

Does the Combined Synopsis/Solicitation under solicitation number 19AQMM18R0019 contain requirements similar to a current contract?
If possible, please provide the current contract number. Please see answer below Or, is this a new requirement for the government? This is a new requirement.

Can the government please clarify the correct date for the following, in section 7.2.1.1 Transition Plan What date is required if any, as a Transition start date? At the start of period of performance. (After award)
7.2.1.1 TRANSITION PLAN
As part of the TOMP, the Offeror shall address the transition-in plan. The Transition Plan shall include a detailed timeline showing transition activities and their durations beginning as of June 25, 2018 (projected). The Transition Plan should be as complete as possible and clearly establish that the Offeror has a well-thought out plan ready to be finalized upon contract award.
3.0 PERIOD OF CONTRACT PERFORMANCE
This task order shall include a base period of one (1) year and four (4) 1-year option periods. The standard performance period will begin after the transition period. Performance start date is anticipated to begin March 30, 2018. Can the provide an updated start date?

Questions and Responses:
Does the Task Order Response have to include a separate Task Order Management Plan for each subcontractor? No, vendors will provide a management plan for the one task order associated with this requirement.
The RFP indicates that we may have to provide housing in the future, will pricing for this be addresses in the future with no consideration at time of proposal submission? There are no immediate plans for pricing. At this time a Housing Plan is not required (as stated in Sec H.27.3 of solicitation 19AQMM18R0019).
Will the government consider a short extension to allow time for proposal completion after answers to questions are released? Yes, the Government has extended the solicitation to May 2, 2018. All proposals are due at 4:00pm.
Can the government provide the proposal instructions for Section L.17.2.2 Personnel Staffing: Recruitment, Screening/Vetting, Retention (Tab B)? Please follow L.16 instructions only for proposals.
Is the compliance checklist required for each of the volumes, or a cumulative compliance checklist to be placed at the beginning of Volume 1? Checklist is to ensure all required information, under each volume.
Are there specific Key Personnel resumes required for Volume 2: Technical Proposal (IDIQ Response). No, there is not a specific format for Key Personnel resumes.
Does the government want to see pricing proposal in Excel or PDF format on the submitted CD-Rom? Yes, please follow Volume 4 for pricing instructions.
Does the government want each Volume and their copy to be in a separate binder? For instance, 5 volumes = 5 binders for the original, 5 volumes = 5 binders for each set of copies? Please make sure technical and Pricing are separated. As for the binders, please have each binder to include the original and the (required number of) copies. Per the instructions, each volume has specific requirements.
Question: Please clarify this apparent contradiction.
FBO Posting states “The Government anticipates the award of one Indefinite Delivery Indefinite Quantity (IDIQ) type contract as described in FAR 16.504.”.
Section L.3 of the Solicitation states “The Government contemplates award of a Multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract resulting from this solicitation.”
Response: For clarity, the Government is seeking one IDIQ. The correction will be made.

The Contracting Office released a Cancellation Notice on September 14, 2017 of the awards to (i) SDV Applied Solutions, (ii) CLGT Solutions, and (iii) Purdy Group.
(a) Based on the critical nature of this work, how is the DOS obtaining services until the award of a new contract?
(b) Who is performing this work?
(c) What is/are the incumbent contract number (s)?
(d) What is the incumbent contract value(s)?
Response: Please understand the Government will only address specific questions for the solicitation. This will be a new award for linguist services.

L.17.3 references completion of attachment 11, there is no attachment 11 included. Could you please provide the reference attachment?
Response: The Government has 9 attachments. The information will be corrected.
Question:
Is there a current incumbent and if so, who is the incumbent contractor, what is the contract number, and awarded contract value?
Response: This is a new award (IDIQ).
We identified that on the BLANK Pricing Worksheet titled Final_Linguist_Pricing-Attachment_4 – we noted that Tab 2 titled TO-001 Pricing Table there are 14 CLINS. CLINS, 13 and 14 reflect 0 personnel. This leaves the total of personnel at 21. In the same Worksheet Tab 3 titled Suggested has 13 CLINS with 5 positions reflected for TCNs.
Further In the FBO announcement post, it states:
“The award TO will require approximately 27 cleared‐American Linguist providing interpretation and translation services for Iraq. Also, one Program Manager to support the Office of Security Cooperation (OSC).”
Question:
Can the government confirm how many positions it requires for TO -001?
Response: Please provide pricing for Tab 3 “suggested”. The Government will send an amendment for clarity and correct the language in the announcement.
