Regarding carrier requirements, the submitting entity must be licensed, certified, or accredited by the Government of Azerbaijan or another government to provide life insurance in Azerbaijan, with notarized proof of current authorization required through the final day of the base performance period and eligibility for renewal during option periods. Failure to demonstrate authorized status is grounds for proposal rejection. While there are no mandatory minimum in-country servicing requirements for claims administration and customer support per Section M, offerors must demonstrate acceptable relevant experience and past performance. Pricing must be fixed for the entire five-year contract period with no annual adjustments permitted, as specified in solicitation paragraphs B.7 through B.8.1.
