Questions and Answers
Question #1: What is the procedure to obtain the VAT “IVA” exemption certificate?
Answer #1: The Embassy will provide the Contractor with a “VAT” exemption certificate released by the Italian Minister of Foreign Affairs that shall cover a year of services.
Question #2: Which are the main city areas where the service shall be performed?
Answer #2: Parioli, Cassia, and Center areas of the city of Rome. ZTL fees (To allow entrance in the city limited traffic area) shall be the Offeror responsibility.
Question #3: Are the workers required to speak English?
Answer #3: No, it is not required.
Question #4: Does the work need to be performed on exterior wall?
Answer #4: The contract only estimates a few square meters quantity. The work shall be limited to touch up tasks.
Question #5: How the paint shall be applied?
Answer #5: Painting brush is the preferred method.
Question #6: Shall the radiators be removed before painting them?
Answer #6: No, it is not required.
Question #7: Is the attendance to the pre-proposal meeting mandatory? Can an offer still be submitted? Can we perform a site visit after the scheduled day and time?
Answer #7: The attendance to the pre-proposal meeting is not mandatary and an offer can still be submitted at due date and time. A site visit cannot be performed after the scheduled and performed time.
Question #8: Will there be a minimum work order amount?
Answer #8: This will be an Indefinite-delivery Indefinite-quantity type of contract with identified minimum and maximum amounts.
Question #9: If the subcontractor is from the European Union but not from Italy, is the payroll tax registration required if the company complies with EU and Italian Laws?
Answer #9: Please refer to the solicitation text to identify the requirements of this solicitation.
Question #10: Historically, have more than one contractor been awarded for this service or just one?
Answer #10: Historically this service has been shared among two contractors.
Question #11: Do all personnel need to go through background checks?
Answer #11: All painters and supervisors that will be perform under this contract shall be required to go through a security background check.
Question #12: What if painters need to be changed during the contract term?
Answer #12: Changes in contract personnel are subjected to the review and approval of the COR and CO.
