Minutes From Pre-Proposal Conference held on February 13, 2025.

Introduction.

The Contracting Officer, Mrs. Crystal D. Sheridan, welcomed all attendees. The following Embassy representatives attending the conference were introduced: Ms.

Tiziana Carfora, Acquisition Supervisor; Mr. Gabriele Di Mario, Facility

Maintenance Supervisor and COR of the service; Mr. Simone Badia, Facility

Representative and GTM of this service, and Mr. Edward Smith, Facility Deputy.

Following the main points of the solicitation package and requirements that were discussed during the conference:

➢ SAM.gov database is mandatory prior to proposal submission. Registration procedures can be completed by clicking on the following link:

➢ Section M – Evaluation Factors for Award: LPTA as source selection process used. Price and Business Management/Technical proposals;

technical panel evaluation. The Contracting Officer role in finalizing the contract award.

➢ Price Proposal Submission – Volume I:

Standard Form - SF-1442: how to fill the standard form.

Section B – Prices + Attachment 1 “Pricing List”:

▪ Base Year + 3 Option Year prices.

▪ Exclusion of VAT from the contract offered prices and its procedure.

▪ Firm-fixed prices: 4-year length projection.

▪ Indefinite-delivery indefinite-quantity type of contract: minimum and maximum guaranteed; contract estimated quantities as estimates only not guaranteed and the Government decision to award multiple task order contracts.

▪ Task Order: how the services shall be ordered.

▪ Qualifications of Offerors.

▪ How to submit the proposal electronically and meet the deadlines.

▪ The elements of the technical proposal: documents to be submitted, clarity of information to be provided, experience and past performance.

▪ Questions and Answers: procedures and deadlines; questions to be submitted in writing; written replies shall be posted on SAM.gov.

➢ Section C and Section J, Exhibits:

These sections of the solicitation package were both discussed by the Contracting representatives and the COR:

▪ Description of the services required by the contract, Section C.

▪ How to perform the service in an apartment.

▪ Summer season as the pick season of the year.

▪ Service performed simultaneously in multiple apartment.

▪ The mandatory time to complete the assigned work.

▪ The importance to have the minimum number of workers under payroll as required in the solicitation text.

▪ The security clearance timing and requirements.

▪ The selection of paint to be used subject to COR approval.

Questions

Several questions were raised by the firms’ representatives during the conference.

Written responses will be drafted and posted on SAM.gov:

Q1: What is the procedure to obtain the VAT “IVA” exemption certificate?

Q2: Which are the main city areas where the service shall be performed?

Q3: Are the workers required to speak English?

Q4: Does the work need to be performed on exterior wall?

Q5: How the paint shall be applied?

Q6: Shall the radiators be removed before painting them?

No Site Visit was conducted.
