Questions & Answers

Question #1: Section L3 “Qualifications of Offerors” the following requirement: “Have an established business with a permanent address and telephone listing in Italy”. Is this requirement eliminatory?

Answer #1: Section L3 “Qualifications of Offerors”. The offeror shall address its plan to obtain all licenses and permits required by local law (see DOSAR 652.242-73 in Section I);

652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999)

(a) The Contractor warrants the following:

(1) That is has obtained authorization to operate and do business in the country or countries in which this contract will be performed;

(2) That is has obtained all necessary licenses and permits required to perform this contract;

and,

(3) That it shall comply fully with all laws, decrees, labor standards, and regulations of said country or countries during the performance of this contract.

(b) If the party actually performing the work will be a subcontractor or joint venture partner, then such subcontractor or joint venture partner agrees to the requirements of paragraph (a) of this clause.

Question #2: Page 15 of the Technical Specification do list the provision for a DRAINAGE COURSE as follow:

Supply and installation of a two-layer anti-fracture separating waterproofing system (such as Mapeguard UM 35 produced by MAPEI S.p.A.). The proposed material is used as a waterproofing layer below paving finishes and can also be used as waterproofing of concrete screeds under paving applied with adhesive.

This drainage course is not specifically mentioned on the Drawings on the proposed stratigraphy, and we have interpreted it being the “Filter Fabric” identified on the Cross section of the roofing stratigraphy for areas A, B and C.

We have contacted the Sales Agent from Mapei and were told that this layer cannot be applied on top of the waterproofing felts.

Please clarify the intend of this Drainage course and its proper location of the new roof stratigraphy.

Answer #2: Please see Amendment no. 0001 and revised solicitation text and its attachments posted on SAM.gov.

Question #3: Please indicate the Cold Flexibility of the bituminous membranes requested, for example (-10

°C, -15°C, - 20°C).

Answer #3: Please see Amendment no. 0001 and revised solicitation text and its attachments posted on

Question #4: The bill of quantities includes work related to the reinforcement of the existing portal between Area

A and the Consulate Building. SPECIAL CIVIL WORK (Sp Cat 3). The description listed in the Bill of Quantities is not sufficient to properly evaluate this portion of work. Please provide details or sketches to evidence the work listed.

Answer #4: Please see Amendment no. 0001 and revised solicitation text and its attachments posted on

Question #5: PAINTING (SpCat 5) - The indications in the bill of quantities for the painting works are generic with a statement to foresee approx. 30% of the surfaces. In order to provide appropriate cost estimating please indicate the quantity of painting/plaster works in square meters, considering also the statement referring to the

“lift shaft”. Please see below abstract of the bill of quantities for this item: “The lump sum item also includes the painting of the surfaces of the internal curb of the roof, of the existing pipes and inside the existing lift shaft.

PAINTING INTERNAL PARAPERTS AND RINGS BEAMS * (length=67+89+93)”. Provide quantities in square meters of areas to be painted and re-plastered.

Answer #5: Please see Amendment no. 0001 and revised solicitation text and its attachments posted on

Question #6: Photos do evidence the presence of a railing. The temporary relocation or disassembly of the is not mentioned in the SOW. Please clarify if the railing is a permanent railing fixed to the existing roof, or if the railing is mounted on concrete counterweights sitting on top of the existing flooring tiles to be removed.

Answer #6: For security reason the railing will not be removed.

Question #7: The drawings do not indicate the location and quantities of the existing roof drains or downspouts.

Please update sketch to reflect the location and quantities of the roof drains and downspouts.

Answer #7: Flooring A: no. 4 roof drains. Flooring B: no. 1 roof drains. Flooring C (C1+C2): no. 8 roof drains.

Roof drains are located to the corners of the floors. Downspouts are internal to the walls and not part of the SOW.

Question #8: Time stated for completion of works. The solicitation document is listing a total of 135 calendar days at Section F.2 par C. The Technical Specification instead is listing a total of 120 solar days at par. 8.4. It is important to clarify and issue a proper execution period. In the meantime, we suggest modifying the time stated for completion to a total of 180 calendar days from Notice to proceed. This would allow for: Survey to be performed after award, shop drawings preparation and materials Submittal process for materials and its procurement.

Answer #8: Technical specifications report the timeframe to execute the work without consider the NTP time (15 days).
