This solicitation # 191S40-21-Q-2841 is hereby amended to include the Questions & Answers raised during the pre-proposal conference that took place virtually on Jan 20, 2021, as per attached continuation sheet.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

The purpose of this amendment to solicitation # 191S40-21-Q-2841 is to include the following questions and answers that were raised during the pre-proposal conference that took place virtually on Jan 20, 2021:
The following questions were raised during the pre-proposal conference that took place virtually on Jan 20, 2021:
Q1: We manage two hotels; can we submit 2 pricing tables for each hotel in the same solicitation?
A1: If you manage more than 1 hotel and would like to provide pricing for each hotel, then you need to submit separate proposals/submissions – complete package that includes Pricing and Technical information for each one.
Q2: Can we submit the licenses for running/operating a hotel in Hebrew?
A2: Yes, if they are only available in Hebrew but you are required to include the English translation of the titles and a description of the type of license.
Q3: During the Covid-19 pandemic, the local government approved the continuation of hotel operations for those hotels with expired licenses. Do you accept an expired license for operating a hotel?
A3: If your license for running a hotel is expired and can’t be renewed at this time due to the pandemic, then support your submission with a letter from the local government approving to continue operating the business with an expired license. The hotel must also provide a certification from the Fire Department and the Police that they have no objection to operate until a new permit is issued.
Q4: Is the Embassy looking to award only one contract from this solicitation?
A4: No, the Embassy will award a multi-award Indefinite Delivery Indefinite Quantity “IDIQ” contract with several hotels based on the evaluation process included in Section 4 – Evaluation Factors.
Q5: Will the Embassy request to reserve the hotels completely for a period of time?
A5: In the event that a hotel is required to be booked for the exclusive use of the U.S. Government guests, the hotel will be notified and if necessary additional negotiations could be required at the time. Those will be addressed accordingly if and when required.
Q6: Is the per diem a requirement and can we price above the per diem rate during the base year or any option?
A6: As noted in Section I – The Schedule, under the Pricing tables for Base Period, 1st and 2nd Option Period:
The contractor may price lower than the per diem rate, but not higher during the base year. The US Government cannot pay above the published per diem rate at any period of time. If the price offered by the contractor is lower than the per diem rate then the Embassy will pay the offered price. If the per diem rate is changed during the contract’s performance period, then the US Government will pay the lowest price of the two. Option years may be priced over current per-diem allowance ($400), but if the allowance won't be increased to meet the new rate, the Embassy will check with the hotel/s whether they are willing to work at the approved per-diem, or the option year will not be exercised.

Q7: Do we have to submit our pricing in US Dollars or in New Israeli Shekels?
A7: Proposals shall be submitted in US Dollars. If the Government receives offers in more than one currency the Government will evaluate offers per FAR Clause # 52.225-17 Evaluation of Foreign Currency Offers (Feb 2000) included in the solicitation.
Q8: The due date for submitting the sealed bid is February 03, 2021 and in order to be active in SAM this may take at least 3 weeks and we will not be registered by the due date.
A8: Per Section 3 – Solicitation Provisions, A.2 Volume II: Technical Offer, item # 6, contractors are requested to submit a proof showing that they started the SAM registration process. This can be by providing an email with the notification that you received while registering your entity or it can be by providing the DUNS or NCGAE numbers received.
Q9: Can we submit the sealed bid by hand or it should be sent by registered mail?
A9: Sealed bids shall be hand delivered in-person or by a reliable delivery service, to the Contracting Office on
4 HaGalgal Street- Talpiot, Jerusalem, on or before 12:00 noon on Feb 3, 2021. Office operation hours are:
Monday – Friday, 08:00 – 16:00. The Postal Service might not be able to deliver on time.
Q10: How many copies of the proposal package do we need to submit?
A10: The submission of the proposal shall consist of 2 volumes as per Section 3 – Solicitation Provisions and as follows:
- Volume I & II: 2 hard copies
- Volume I & II: 1 soft copy on a flash disk
