CCTV SYSTEM REPLACEMENT FOR GUATEMALA CUSTOMS

191NLE26R0086

System Architecture

1. Does the required solution contemplate local recording at each customs site through NVRs, or centralized recording at the Monitoring Center?

The NVR devices contemplate local recording at each customs site.

2. If centralized recording is required, is redundant storage or backup of recordings generated at each site also required?

For internal institution policies, the NVR’s recording time should be at least 40 days, thus the need for 2 NAS appliances to store video and analytics generated by the LPR cameras.

3. Is a centralized Video Management System (VMS) required for all sites? If so, please confirm whether it may be homologated with the camera manufacturer.

It has not been mentioned in the request but should be part of the solution. It should allow the visualization of cameras from the sites in a central location. Also, it should allow the LPR system. It should be a VMS centralized server.

4. Should the NVRs operate independently at each site, or be integrated into a centralized monitoring platform?

Each NVR should be managed from a centralized platform.

Storage

5. Regarding the item "125 video surveillance hard drives" for the Monitoring Center, please clarify:

· Required capacity per hard drive.

· Hard drive type (SATA, Enterprise, Surveillance, etc.).

· Whether they are intended for servers, NAS devices, or storage arrays.

The required capacity for the HDs should be at least 10 TB and the quantity of drives will depend on the brand and model of the solution recommended by the vendor.

6. Please indicate the required video retention period for each site.

The retention period should be of at least 40 days.

7. Should storage calculations be based on continuous recording, event-based recording, or a hybrid scheme?

For the LPR system, the format should be continuous recording.

For the perimeter cameras, the format should be event-based.

Video System Monitor

8. Regarding the item "Video System Monitor," please clarify whether it refers to:

· A physical monitor.

· A complete monitoring workstation.

· A monitoring server.

· A video wall system or decoder.

It is a Video Monitoring System. The same as the one they currently use.

9. If it refers to a physical monitor, please indicate the minimum screen size, resolution, and required specifications.

No.

Cameras

10. For the LPR cameras, should license plate recognition be performed directly on the camera or through a centralized platform?

The analysis can be generated from the cameras of a solution recommended by the vendor.

11. Are the LPR cameras required to support whitelist and blacklist management, as well as event generation?

Depending on the brand and model of the cameras, the support for whitelist and blacklist management can be added to the cameras or the centralized solution recommended.

12. Is the storage of license plate recognition metadata and evidence required?

Yes. The information should be stored in the NVRs and the NAS.

Network and Communications

13. Should the required switches be managed or unmanaged?

Yes. All switches should be managed.

14. Is PoE power required for all cameras installed at each site?

Yes. All devices should be IP / POE

15. Should the switches include SFP ports for fiber optic connectivity?

They should include SPF ports and accessories.

16. Please indicate whether the existing network infrastructure will be reused or should be considered within the project scope.

The existing network infrastructure should be reused.

17. Are the communication links between the sites and the Monitoring Center included within the scope of the contract?

No.

Monitoring Center

18. How many concurrent operators must the Monitoring Center support?

A minimum of 10 users.

19. Is a video wall or large-scale camera display system required?

20. Is the supply of operator workstations required?

No.

Infrastructure

21. Is the supply of communication cabinets required for each site?

Yes. They should include more space than the currently installed cabinets.

22. Is a UPS or backup power system required at each location?

Yes.

23. Is a grounding system and lightning protection system required?

No.

24. Is the mounting infrastructure for cameras and equipment included within the project scope?

Yes Integration and Commissioning

25. Is integration with existing SAT systems required?

Yes. They should consider all connections regarding network infrastructure to provide interconnection with pertinent sites.

26. Is migration of configurations or information from the currently installed system required?

There is no migration, because the currently installed system will be still used.

27. Please clarify the training requirements for operators and system administrators, including minimum training hours, on-site and/or remote, and any required training materials or documentation.

It is required to train 10 users from SAT at the Central Monitoring Center in Guatemala City on an in-person type training. Training schedule should be during operations time. From Monday to Friday. 9:00 am to 4:00 pm. Total training hours should be confirmed by the vendor based on maker certification.
