About this file

This file is a Questions and Clarifications template for the federal contract opportunity solicitation 191NLE26Q0091. The spreadsheet serves as the submission vehicle for vendor inquiries regarding the INL Haiti: Tactical Operations in Urban Terrain Training solicitation issued by the Department of State Office of Acquisition Management. The template includes columns for question identification, categorization (Technical, Cost, or Administrative), RFP section and page references, the question or clarification request itself, offeror recommendations if applicable, and the government's response. All vendor questions must be submitted using this Excel spreadsheet format no later than May 29, 2026, at 10:00 A.M.

The underlying solicitation requires a vendor to deliver a comprehensive six-week Tactical Operations in Urban Terrain training program to the Haitian National Police (HNP) integrated into their basic recruit curriculum during weeks 9-14. The program will be delivered to three consecutive recruit courses (Courses 37, 38, and 39), each comprising approximately 1,200 recruits organized into six companies of 200 recruits each. The vendor must deploy a training team including project oversight, international instructors, HNP instructors, and Language Assistants to deliver six sequential training modules covering weapons handling, squad-level formations, room clearance, vehicle checkpoints, and pistol and rifle training and qualification. The program includes pre- and post-training assessments and weekly evaluations to measure effectiveness and training outcomes.
