About this file

This is a Questions and Answers document for federal solicitation 191NLE26Q0091, an INL Haiti Urban Tactical Operations in Urban Terrain Training program. The Q&A provides clarifications to vendor inquiries regarding a Request for Quote (RFQ) for a six-week tactical training program to be delivered to three consecutive Haitian National Police (HNP) recruit courses (Courses 37, 38, and 39), with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits. The training will be integrated into weeks 9-14 of the HNP's basic recruit curriculum and delivered sequentially across the one-year period of performance. Training modules include weapons handling and individual movement techniques, squad-level formations and urban patrolling, room clearance operations, vehicle checkpoints and search procedures, and pistol and rifle qualification. The vendor must deploy project leadership and international instructors supported by HNP instructors and language assistants, with all training conducted daily from 0800-1700 hours, six days per week (Monday through Saturday).

The solicitation requires a firm-fixed-price proposal submitted in two volumes: Volume I (Technical, 30-page maximum excluding cover page, table of contents, past performance, resumes, and OCI statement) and Volume II (Cost/Price) as separate digital files, along with signed SF-1449 and completed Schedule B pricing tables. Key clarifications address staffing requirements (one language assistant per international instructor; HNP instructors provided by government), Government-furnished equipment (Glock 17 pistols and M4 rifles with iron sights; no optics or attachments provided), training infrastructure (ranges under renovation; 1 MOUT site and 2 flat ranges; additional ranges planned), and operational parameters (Course 37 expected late June; Course 38 November; Course 39 March; no breaks between courses; flat range instructor-to-student ratio 1:4; live-fire movement exercises 1:2). The vendor is responsible for providing language assistants, armored vehicle transportation (B6 armor recommended; Toyota Prado diesel recommended), HEAT training completion, medical support and personnel evacuation, Defense Base Act insurance, all logistics for contractor personnel, and firm-fixed-price cost accounting for Haiti operating conditions with no qualifications or exceptions permitted. The government will provide facility access, HNP instructor rosters post-award, curriculum coordination, and weapons accountability through INL contractors; housing should be arranged in Petionville or Vivy Michel rather than on-base; all training materials must be translated to Creole; and the Range Conducting Officer has authority to suspend operations for safety or security concerns.

If so, please identify the correct volume for inclusion.Yes. Offerors are required to submit a signed SF-1449 and a completed Schedule B pricing table shall be included Volume II(Cost/Price quote)
AdminSOW, Section 5, Acquisition Method, p. 15Will the Government use Artificial Intelligence in the evaluation Offeror responses? No.
AdminSOW, Section 5, Evaluation Factors and Methodology, p. 15Please confirm that the evaluation factors are numbered in order of importance. No, the evaluation factors are of equal importance.
technicalSOW, Section 3, Formatting Requirements, p. 6Does the Government expect Offerors to include a Table of Contents (TOCs) with each volume? If so, are the TOCs and Cover Page outside of the Volume page limits.Yes, the offerors should include a Table of Contents and it does not included in the page limit.
AdminSOW under staffingDoes the government have any requirements for certain skills, qualifications for the instructors? i.e. certified NRA instructor, former SOF, etc… Will the government accept NON US instructors who speak French who are former French Military and Police? The government has preference for instructors with former military background but no requirements. The government will accept Non-US instructors.
FacilitiesSOW – Facilities PG 13Can the Government provide details on available range capacity, including number of lanes and expected throughput? Range expansion expectations? This could tie into staffing levels with requirements to deliver Range Safety Supervisors (RSS) as stated in the SOW. Are the RSS international personnel we should include in staffing requirements or from HNP IDC personnel?Ranges are currently under renovation, there is 1 MOUT sites and 2 flat ranges, additional ranges are being either built or planned. The RSS is idenified by the HNP and the vendor will idenify a Range Conducting Officer (RCO) from thier instructor staff.
LogissticSOW – Logistics PG 13Is SPE required or allowed (and COM approved) for contractor personnel in manner of self-defense and fratricide prevention or deterrence? If so, can the Government clarify if this would be GFP or CAP? If imported CAP, can this be imported to US Embassy GSO and acquired by Contractor upon arrival? The weapons are for cadet training. No weapons will be provided to the contractor by INL for protection.
TimelineSOW – Program Timeline PG 8-9If breaks exist, what is the approximate duration between our course deliveries of weeks 9-14? P37 is expected to begin in late June, P38 is expected to begin in November, and P39 is expected to begin in March.
AdminSOW – Staffing PG 9. 12Should the level of involvement with HNP instructors be established as an instructor development program through OJT, or is it expected we maintian primary control of the point of instruction for all curriculum? Majority of DS/T directorate (such as ATA, etc.) have Lead Instructors giving major course topic POI directly to students with Assistant Instructors taking the bulk of sub or lessor topics delivered in modules. This procurement expects the instructors to maintain primary control over the curriculum. The courses will be based on a train the trainer concept and the desired end state is HNP has the ability to condcut the training with minimal oversight.
AdminSOW – Staffing PG 8, 12Is the expectation to have only 1 lead instructor per 100 students with no international Assistant Instructors? This far exceeds typcial training doctrine for military and law enforcement expectations unless it is structured strictly as advisory or mentorship with HNP instructors taking the bulk of POI.The vendor will deploy their training team, comprising of project leadership and international instructors to facilitate training delivery. They will each be supported by an HNP instructor that has been previously trained and selected from the IDC cadre, as well as a local Language Assistant to enable the translation of technical terminology and instructions and administrative training support.

LogisticSOW – Logistics PG 13Can the Government provide details on suggested primary and alternate travel routes to and from Port-au-Prince? Given frequent restrictions, firm fixed price will automatically trigger cost inflation due to routes.Vendor may wish to travel through Cap-Haitian and the RSO has a Red Zone map which lays out high-threat areas.
LogisticSOW – Logistics PG 13 - 14If Shelter-In-Place orders are given, this can disrupt travel. Will modifications be allowed for emergencies to ensure contractor is covered? In example, personnel scheduled to depart on Friday. Wednesday, Shelter-In-Place is given to all AMCITS. Lift does not occur until following week. Personnel were stuck on site and contractor required to render compensation. Or should A&E costs be inflated to cover such emergencies?A&E costs should be inflated to cover such emergencies.

Admin/CostAttachment A RFQ/SOW, Section 4, Phase 1 Inception and Life and Mission Support, pp. 9, 14Will the Government provide or facilitate facility access badges and entry credentials for contractor personnel at the ENP training site, host-nation coordination letters or diplomatic notes supporting contractor operations in Haiti, and customs or equipment importation approvals for vendor-procured training equipment? Which of these items, if any, must be independently obtained and priced by the vendor?Identify which deployment support functions are Government-facilitated versus vendor-managed so costs and administrative timelines can be accurately reflected in Volume II and the Phase 1 schedule. All necessary facility access and credentials will be coordinated in conjunction with the HNP.
Technical/AdminAttachment A RFQ/SOW, Section 4, Required Reports/Deliverables and Phase 3 Exit Phase, pp. 11-13Can the Government clarify the required format, submission method, sensitivity handling, photograph permissions, and Government review timeline for per-course reports, After Action Reviews, the final program report, student critique summaries, and curriculum materials transferred to INL and HNP?Provide a reporting template or minimum required format if available to ensure deliverables meet COR standards from the first course rotation. The vendor can submit all reports and lesson plans to INL. Technical/AdminAttachment A RFQ/SOW, Section 4, Phase 1 Inception and site coordination, p. 9; Section 5, Evaluation Factor 1 - In-Country Presence, p. 16 and Evaluation Factor 2 - Deployment Timeline, p. 16Will the Government permit or facilitate a pre-performance site survey, facility walkthrough, or remote technical exchange at or regarding the ENP Training Centre prior to proposal submission? Can the Government provide a facility diagram, campus layout, range complex map, or photographs of training facilities, ranges, and infrastructure? If pre-award access is not available, will the Government confirm that a site survey will be permitted as an early Phase 1 inception activity immediately following contract award and prior to curriculum finalization?Pre-award site data or a Government-provided facility diagram is necessary to develop a credible 30-day deployment timeline, accurate Range Action Safety Plans, and realistic life/mission support pricing. Vendor recommends at minimum a facility diagram and range capacity summary be provided concurrent with Q&A responses. The government can provide additional details including facility diagram and campus layout as well as allow site access after awards are completed and prior to contractor deployment.
Technical/AdminAttachment A RFQ/SOW, Section 4, Phase 2 Implementation - HNP Instructor Development Cadre (IDC), p. 9; Staffing, p. 12Can the Government confirm whether HNP Instructor Development Cadre (IDC) graduates from the December 2025 program have confirmed availability for all three course rotations (Courses 37, 38, and 39)? Will the Government provide a roster, capability profile, or proficiency baseline of the pre-selected IDC instructors prior to or at contract award? If IDC instructors are unavailable or insufficient in number for any rotation, what is the contingency - will the vendor be expected to provide additional instructors at no additional cost under the FFP ceiling, or will a contract modification apply? The co-delivery staffing model depends directly on confirmed IDC availability and proficiency. Absent this information, vendors must assume worst-case staffing, increasing proposed price without necessarily improving training outcomes. The government can provide the vendor with HNP instructor roster and profiles after award. If at any point in training there are not enough IDC, training will be adjusted to the instructors on hand. If additional instructors are needed from the vendor, a contract modification will apply.
AdminAttachment A RFQ/SOW, Section 3, Quote Submission Format and Requirements - File Format Requirements and Formatting Requirements, pp. 6-7The solicitation limits vendors to no more than four (4) separate digital files and caps the technical volume at 30 pages excluding past performance, references, and resumes. Can the Government clarify: (a) whether the 30-page technical cap includes or excludes the cover page, table of contents, acronym list, graphics, and compliance matrix; (b) whether key personnel resumes and past performance profiles are excluded from the four-file limit and may be submitted as additional files, or must be consolidated within Volume I or packaged as a separate file counted against the four-file ceiling; and (c) whether any other attachments - such as sample Range Action Safety Plans or curriculum excerpts - count toward the 30-page cap or four-file limit?Explicit confirmation of these packaging rules is necessary to avoid an inadvertent administrative noncompliance that could result in disqualification under the Government's stated compliance policy. The 30 page limit applies to the Volume I (Technical) narrative only, in 12-point font, and excludes the cover page, Table of Contents, Past Performance, References, Résumés, and the Organizational Conflict of Interest (OCI) statement. The complete proposal package shall not exceed four (4) separate digital files. Volume I (Technical) and Volume II (Price) shall be submitted as separate files. Representations and certifications may be submitted as a separate file and do not count toward the page limit.
