The key details are:

  • The solicitation requires equipment to be manufactured in the United States or Europe, however some requested items are manufactured in China. 191NLE24Q0121 INL Colombia K9 Laboratory Equipment Questions and Responses

1. The Statement of Work (SOW) specifies that the requested items must be manufactured either in the United States or Europe. However, it lists items that are clearly manufactured in China. Will the Contracting Officer (KO) accept a proposal with items that either match the suggested brand or meet the required technical specifications? For example, the first line item specifies:

Line #1: “Suggested equipment: URIT-5380, the equipment must have the above superior technical specifications or equivalent.” (SOW, Page 3) The URIT-5380 is manufactured by URIT Medical Electronic Co., Ltd, which is a Chinese company. Similar examples are present throughout the SOW.

RESPONSE: Equipment needs to meet or exceed the technical specifications listed. Equipment manufactured in China is not acceptable

1. Will the end user consider waiving the “certified instructor” requirement specified in line 10 of the SOW?

Line 10 requires training with a “certified instructor.” Among the nine pieces of equipment suggested or indicated by their specifications, only one manufacturer has a certification process for professionals to use the equipment. This process does not certify individuals to train others. Additionally, there is no known process outside of veterinary or vet tech programs in the U.S. that allows professionals to become certified to train others in the use of the other eight pieces of equipment. In essence, this training is limited to those on the path to becoming veterinarians or licensed assistants and does not extend to certifying trainers outside of such programs.

RESPONSE: Train the trainer with a certified trainer is required, less is not acceptable (note, those trained will not be certified trainers, however they will be trained to the level of a subject matter expert to ensure proper use and maintenance of equipment.) CNP has licensed veterinarians, and we can ensure they are the ones to receive the training as they are the ones that will be using the equipment.
