Solicitation No. 191NLE23Q0012: Narcotics Incinerator
Questions from vendors
1. Is the incinerator to be an outdoor installation or is it going into a building/structure?
It will be indoors.
2. Is there a suitable load bearing concrete pad to set the incinerator on?
Yes.
3. Is there a diesel fuel tank on site and what its proximity to the where the incinerator is to be installed?
(If there is no tank who will be responsible for supply and piping or supply and return piping?)
Yes, the proximity is 24’ 4” (twenty-one feet four inches) away from the incinerator.
4. What electric is at the site (i.e. 208-230V or 460V, 3 phase or single phase and 50 or 60Hz)?
The electrical supply will be 208volts – 230volts (3 Phase 60Hz)
(Will the facility be providing the power to the single point connection on the system?)
Yes
5. Regarding the Statement of work Section 3.1, Deliverables and Specifications, item 2.
“Installation, Inspection, and training”, there are a couple of critical unknown items that are not mentioned in the RFQ that must be clarified as follows:
Relevant to matters of possible taxes, customs clearances and duties, if applicable, what is the status and, if applicable, who will be responsible for these? Equipment brought in under the US Embassy are exempt from taxes and customs duties. The vendor will be responsible for all paperwork in relation to this. The US Embassy Nassau will provide the signature/stamp documents that provides tax/Vat/duties exemption. Please refer to Section 9 of the Statement of Work (SOW).
6. Is there an existing suitable, load bearing concrete pad to set the incinerator on? Yes.
Is there a diesel fuel tank on site and what its proximity to the where the incinerator is to be installed? Yes, the proximity is 24’ 4” (twenty-one feet four inches) away from the incinerator.
(If there is no tank who will be responsible for provision of a tank and relevant interconnecting piping between tank and incinerator?)
7. What electric is at the site (i.e. 208-230V or 460V, 3 phase or single phase and 50 or
60Hz)? The electrical supply will be 208volts – 230volts (3 Phase 60Hz) (Will the facility be providing the power to the single point connection on the system?)
Yes
8. Page 6 & 7 Section 3.2 Specification, clarifications and comments:
1) We understand the site wants to process Cocaine and / or Marijuana.
We want the client to understand when processing high energy cocaine, the system, as specified, will process a lower amount than the stated 175 lbs /hr. The system as specified when processing 12,500 btu/lb cocaine will likely process 120 lbs per hour, possibly less. Is this process rate acceptable to the client? Yes
9. We use high performance, air atomized diesel burners with small propane pilot, which are near zero maintenance, and full modulating, rather than the basic hi/lo/off operation in the specification. A gas grill sized bottle of propane is required, and will be changed 2-3 times a year.
Is this high grade burner system acceptable? Yes
10. This question directly and significant impacts cost: The specification refers to both a batch operating w/o loader, and also refers to an intermittent feed with the (w/optional loader). Which is correct, supply as batch feed or supply with hydraulic loader? This device has a cost in the tens of thousands, and is the reason we seek clarification. It also requires more electrical power than batch load. The option preferred is the batch operating w/o loader.
11. Pennram has been in IDEC PLC/HMI OEM supplier since 1988. IDEC is one of the oldest and one of the best PLC companies out there in the market place and used all over the world. Is there any issue with PLC other than the Seimens mentioned, which is simply the brand the specified supplier uses? Our IDEC PLC FC6A series with Touch-screen interface will control all functions of the incinerator same as the other brand. No
12. Page 8 - Delivery: All equipment shall be delivered to the US Embassy in Nassau, The Bahamas as soon as possible (ASAP) but not later than (NLT) 24 weeks from receipt of the purchase order.
The world is still suffering from supply chain issues. We checked delivery of a couple parts needed for this system and were quoted 13 weeks - just to buy some critical parts. If we allow 6 weeks for inland freight to the port and ocean shipping, then we are left with only 5 weeks to manufacture the incinerator. This is not enough time. Is it possible to extend the delivery period given the challenges of the supply chain today? Yes
13. Related to that question is:
Who will handle customs clearance in the Bahamas? This is the responsibility of the vendor, please include costs in proposal.
14. Who will handle truck freight in the Bahamas from the port of Nassua to the embassy? This is the responsibility of the vendor, please include costs in proposal. This item is being delivered directly to the site.
15. Who is supplying the forklift needed to unload the shipping container(s)? This is the responsibility of the vendor, please include costs in proposal.
16. Who is supplying the crane needed for the installation? This is the responsibility of the vendor, please include costs in proposal.
