About this file
This request for quote (RFQ) from the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) solicits a firm-fixed-price contract for an Organismo de Investigación Judicial (OIJ) Narcotics Incinerator to be delivered to Guatemala within 180 days of award. The incinerator must meet the technical specifications in Appendix A to burn 350kg/hr of cocaine and up to 200kg/hr of possible liquid precursors and solvents. The evaluation will consider price as the most important factor. The contract has a one-year base period of performance following award with four one-year option periods for operations and maintenance. The acquisition is set aside for small businesses and will use FAR Part 12 for commercial items and FAR Part 13.5 for simplified procedures.

191NLE20Q0006 – OIJ Incinerator
(Additional Responses/Clarifications Based off Questions Dated 1/30/2020)
1. Clarification based off response to questions no. 1 on Q/A dated 1/30/2020
Vendor: “The average calorific value should be the one for Cocaine since this will be the product that will be most seized, and hence, incinerated”. The calorific value of the Cocaine is very high. This information is very important to size the Incinerator chambers and the air pollution control system
Response: The lower calorific value, the smaller equipment will be, and it will not perform per true calorific value which is unknown at the present time.
2. Clarification based off response to questions no. 1 on Q/A dated 1/30/2020
Vendor: Due to the above, we strongly suggest that for the sake of this project you indicate the calorific value of the waste.
Response: As reported, what must be complied with is Decree No. 39136-S-MINAE, which regulates the Co-incineration of ordinary waste. In this case the emission parameters that must be met, as reported by the Ministry of Health, would be those indicated in articles 21, 22 and 23, while there is no specific legislation for other types of incinerators, so I consider It is important to copy what these articles report:
Article 21º-Maximum emission limits for general pollutants. The incinerators must not exceed the maximum emission limits for general pollutants established in Table Nº 2, reported at the reference conditions: 273.15 K and 101.325 kPa on a dry basis, referred to 11% oxygen, adjusted accordingly to what is established in Annex II of this regulation.

Any installation that operates a co-incineration equipment, including any other emitter that operates a thermal decomposition system and from whose sources it is possible to have the entry of any material containing one or more chlorine atoms, must comply with the provisions of this regulation and with the incorporation of a sampling system for dioxins, furans and cumulative and continuous polychlorinated biphenyls.
This continuous sampling system must be administered by a third party, which must be or have a laboratory capable of installing, sampling and analyzing gaseous emissions at the end of continuous cycles of seven (7) days, twenty-four (24) hours per day. At the end of each cycle, the adsorbent must be removed for analysis and immediately replaced by a new adsorbent to resume a sampling cycle again, repeating the entire cycle again, cycle after cycle continuously, at least while the operation Thermal decomposition is running.
The generators or administrators of this type of activities must comply with the technical sampling and analysis requirements contained in Annex III in order to generate gaseous emissions.
Article 23º-Maximum atmospheric emission limits for heavy metals. The maximum limits for heavy metals are set out in Table No. 4 for a sampling period of a minimum of thirty (30) minutes and a maximum of eight (8) hours.

Reviewing the decree, it is found that in article N ° 10 there are the characteristics that the equipment must have, where things like that at 850 ° C the formation of Dioxins and Furans, highly toxic substances, as well as that the maximum permissible external temperature of the equipment is 100 ° C, among others, which is why I am copying what this article requests:
Article 10-Characteristics. All co-incinerators must have the following characteristics for their operation:
a) At the time of installation, the co-incineration equipment must not have a manufacturing age of more than three (3) years and must have a certificate of the current mechanical integrity of the equipment prepared by a national professional in Mechanical or Electromechanical Engineering, Chemical Engineering, or Engineering in Metallurgy or Materials added to the respective professional college. This must be renewed annually during the operation phase of the project.
b) They must be designed, equipped and constructed in accordance with the characteristics of national waste in terms of composition, humidity and calorific value, for which it must have the studies, design parameters and corresponding calculation memory.
c) The air supply for the incineration of the waste must be adjustable and independent of the air supply for the combustion of the fuel. Incinerators in which the incineration process is carried out in the absence or limitation of oxygen is excluded from this requirement.
d) They must have at least two chambers: A primary ignition and thermal conversion of the waste where the organic fraction is volatilized and a secondary one where the combustion gases derived from the vaporization of the organic components of the waste are completely oxidized. The process of heat treatment using plasma is excluded from this requirement.
e) They must have automatic and continuous temperature recording devices in the chambers, which resist up to 1400 ° C, which must activate auxiliary burners when the temperature in the second chamber is 900 ° C (which has a factor of 50 ° C safety above 850 ° C, which is the temperature under which the formation of dioxins and furans is possible). Said auxiliary burners must be used during the start-up and stop operations of the incinerator.
f) They must have a feeding system for both liquid and solid waste, pneumatic, mechanical, gravity or other, with hermetic closing mechanisms that do not allow the exit of gases through the entry of waste, whether the process It is batch (batch) or continuous. The feeding system must guarantee a continuous and homogeneous entry of waste.
g) They must be designed, equipped and constructed in such a way that they are capable of resisting and maintaining the turbulence, temperatures and minimum residence times of operations established in this regulation.
h) They must have a continuous monitoring team that records the emissions of carbon monoxide (CO), carbon dioxide (CO2), oxygen (O2), total suspended particles, total organic carbon (COT), HCl, HF, SO2 and NOx in all chimneys.
i) It must have a system for collecting and eliminating fugitive emissions that allow odor control as well as emission control systems as established in article 13 of this regulation.
j) The temperature in the metal walls outside the heat treatment must not exceed 100 ºC, even in continuous process. Work environments should not jeopardize the health of the worker in accordance with Technical Standard INTE-31-08-09-97 "Exposure to environments with thermal overload" published in Scope No. 60 to Gazette No. 178 of September 11, 1998.
k) There must be facilities for the recovery of materials that recover recoverable waste and scrap metal; those that should not be subjected to the heat treatment process.
l) Ordinary waste that comes from shops and industries, as well as those from municipalities, must comply with the provisions of Law No. 8839 of June 24, 2010 "Law for the Integral Management of Waste", published in La Gaceta N ° 135 of July 13, 2010, and this regulation.
3. Clarification based off response to questions no. 3 on Q/A dated 1/30/2020
Vendor: According to page 6 under general description which states “possibly liquid and solvent chemical precursors”. You have replied that the amount of liquid is “Not more than 200kg/kg”. If this is the case, please note that:
- Based on the total capacity of 350 kg/hr, the liquid in the waste is 57% (200kg/hr /350kg/hr
=0.57). If this is correct, the system requires “liquid injection system” which is not indicated in the specification
Response: Yes, you should include a liquid injection system in this equipment.
However, we need to incinerate Cocaine at a rate of 350kg/hr, since it is the most seized product at this time. Not to be confused that liquids will be 57% of the waste, this is not so. If we would need to incinerate liquids, these should be burning at a rate of 200 kg/hr maximum. Again, this incinerator will be burning cocaine mainly.
4. Clarification based off response to questions no. 3 on Q/A dated 1/30/2020
Vendor: Based on the item 1 above the Cocaine is the product that is the most seized, but the liquid above (57%) is more than the Cocaine. This is a discrepancy and confusing
Response: Again, the most seized product so far is Cocaine, and most probably will continue to be so.
In the future, if liquid precursor are seized, they also need to be incinerated. But the Cocaine incinerating amount/rate is the important one.
5. Clarification based off response to questions no. 3 on Q/A dated 1/30/2020
Vendor: Every solvent indicated has different calorific value. Please indicate the calorific values.
Response: Acetone, Ethyl Phenyl Acetate, Methyl Amine could be seized in the future. Enthalpies of vaporization are, in KJ/Mol, 31.3, 46.1, and 23,8 respectively.
6. Clarification based off response to questions no. 3 on Q/A dated 1/30/2020
Vendor: What is the viscosity of the liquid?
Response: Acetone, 0.295 mPa.s @ 25C, EthylPhenylAcetate, 0.00, Methylamine 0.230 mPa.s @0C
