FEMA Traffic Sign Removal and Installation - Specifications and Requirements

This document contains specifications and requirements from the State of Florida for a FEMA-compliant traffic sign removal and installation project administered by the Traffic Engineering Division. The scope of work encompasses the furnishing of all labor, materials, equipment, services, and incidentals necessary to replace and restore traffic signs and posts damaged or lost due to natural disasters or catastrophic failures occurring under a declared state of emergency. The solicitation requires vendors to submit responses electronically through BPRO (Bonfire platform) by the specified closing date and time, with the county recommending early submission to allow adequate processing time. All vendors must provide a comprehensive submittal package, including both required and optional documents as listed in the solicitation, to ensure timely and thorough evaluation by the county.

The solicitation imposes Federal Emergency Management Agency (FEMA) compliance requirements as a mandatory condition of participation. Vendors must demonstrate current county and state licensure and provide bonding documentation as specified in the solicitation requirements. The county has established a defined question-and-answer period through which vendors may seek clarification on solicitation requirements, with all inquiries submitted through BPRO's Messages section. The vendor is solely responsible for ensuring timely electronic submission through the BPRO platform; responses submitted through other means will not be accepted. Office of Economic and Small Business Development set-asides do not apply to this solicitation.
