About this file

This is Addendum 2 to an Invitation for Bid (IFB 19-IFB-2296632285-RMT) issued by the North Carolina Department of Public Safety, Division of Emergency Management (NCEM) for acquisition and demolition construction services on Hazard Mitigation Grant Program (HMGP) projects 4827-0026 Group 3 Batch 1 & 2 and 4827-0046 Buncombe County Acquisition/Demolition. The scope encompasses approximately 164 residential, commercial, and mixed-use properties located in Buncombe County and surrounding municipalities (Asheville, Swannanoa, Black Mountain, Candler, Weaverville, Fairview, Barnardsville, Fletcher, and Arden). Services include property acquisition (intake, appraisal, title research, document preparation, and closing attorney fees) and site demolition (asbestos and lead inspection, structure demolition, underground storage tank clearance, and grading/seeding). Bids are due September 9, 2026, and participation is restricted to vendors prequalified under 19-RFPQ-1653309857-GSX. Vendors must complete detailed line-item cost estimates for each property, provide Construction Management Costs and Profit & Overhead charges, and estimate the overall project timeframe in days from Notice to Proceed through final closeout. The two bid workbooks (4827-0026 and 4827-0046) will be combined and awarded to a single vendor.

The addendum addresses 17 vendor questions regarding bidding procedures, worksheet completion requirements, property scope clarifications, and change order treatment. Key clarifications include: the 16 withdrawn properties must still be priced; asbestos and lead remediation are to be bid as inspection services with actual remediation recovered through change order; zero quantities are acceptable for line items that do not apply to a property; secondary structures identified but not listed on worksheets may be included if noted on site; and vendors must obtain owner permission to enter properties for assessment. Vendors may identify additional subcontractors not previously prequalified with the responding firm, and Profit and Overhead charges are permitted on change order work. The schedule indicates the properties marked as optioned will receive Notice to Proceed once FEMA awards those properties, with vendors required to provide the number of days needed to complete optioned work upon notification.

IMPORTANT BID ADDENDUM

August 17, 2026

BID NUMBER: 19-IFB-2296632285-RMT COMMODITY: 721110 Residential Construction Services in the State of North Carolina

ADDENDUM Number: 2 USING AGENCY-NCDPS PURCHASER: Morgan Rilling Opening Date: September 9, 2026

INSTRUCTIONS:

4827-0026 Group 3 Batch 1&2 / 4827-0046 Buncombe County Acquisition/Demolition

1. Response to Vendor questions.

1 Recent media coverage and press releases in Buncombe County support that a vendor is performing acquisition and demolition services on behalf of NCEM currently. The previous Buncombe County RFB for Projects: 4827-0005 was opened in December 2025 but no awardee was listed in NC eVP. Please confirm if this RFB was awarded and if so, to which vendor.

A FOIA request should be submitted through the proper channels to obtain this information.

2 Given the volume of this work, can a pre-qualified vendor identify additional construction services manager(s) and subcontractors in the IFB response that were not prequalified with the responding firm?

The Prime Contractor gets pre-qualified and provides a list of sub-contractors they plan to use.

3 There are several commercial properties on the list that are significantly larger or more complex than residential properties and may carry different appraisal requirements from residential properties.

Please confirm whether the timeframe for individual project completion is in effect for commercial properties or whether an alternative timeframe for completion would be permissible.

The bidder will provide their timeline to complete the project

4 The worksheet for 2 Hendersonville Road has its itemized cost formulas replaced with zeros and its profit and overhead and construction management cells pre-set to 100, so the sheet returns a property total of $200 whatever is entered. Please confirm that these fields are not an expectation of the vendor and that they can be updated with values from the respondent.

The values of the columns should be zero for the respondent to fill out

5 Please confirm that the 16 property worksheets marked WITHDRAWN are not to be priced, and that leaving them at zero does not affect responsiveness.

They currently include live formulas and sum into the grand total for the workbook.

The 16 withdrawn properties still need to be priced.

6 Please confirm how or if the two bid workbooks combine for award. Each produces its own grand total and its own project time figure, and 4827-0046 is described in the solicitation as optional. Will NCEM evaluate the total bid cost of these worksheets separately or award one vendor for both based on a combined price?

The projects will be combined and awarded to one vendor.

7 Please confirm that the asbestos and lead remediation line, which is pre-set to a unit of measure of N/A with a unit price and quantity of 0 and is the only locked input on each worksheet, means abatement is excluded from the base bid and recovered by change order under IFB Sections 5.3(l) and 6.10. This differs from earlier IFBs, such as the Catawba County addendum dated May 20, 2026.

Confirm also how the change order rate for abatement is to be established, given that no rate can be entered on the form.

The respondent should enter a bid price to conduct the asbestos and lead paint inspection. If remediation is needed, the vendor will submit a change order that would need to be approved by NCEM before any remediation work begins.

8 Please confirm the treatment of the 35 pre-filled miscellaneous entries marked Verify, which carry no dimensions, given that IFB Section 5.1 prohibits entering the property to verify them. Can these

The square footage of any remaining property should have been provided.

verified measurements be updated in the bid worksheet with estimates from the respondent?

9 Nine property worksheets appear to be located on four county parcels that each have more than one worksheet. The County records the record cards list one structure for the whole parcel. Please confirm for each parcel which structure belongs to which worksheet to avoid duplicating or omitting structures in the quote.

The PM will need the exact address for each property to move forward with providing an answer. Once the addresses are provided, they can confirm which structure corresponds to each worksheet and avoid any duplication or omission.

10 Fifteen property worksheets have all three site demolition miscellaneous rows already filled with secondary structures. Please confirm if it would be allowable to add additional rows here if additional Misc. items would be included in the response.

Yes

11 Please confirm whether responses on other bid worksheets may include secondary structures if noted on site but not included on the worksheet as NCEM has done for certain properties, or if NCEM considers bid worksheets where it has entered a description of a secondary structure to be the only bids where a secondary structure identified is acceptable to include in the bid scope.

NCEM has tried to provide the most accurate information possible for each property, but unforeseen conditions or undocumented secondary structures might be present.

12 Please confirm whether septic tank and underground storage tank removal is base scope under IFB Section 5.3(h) or change order scope under IFB Sections 5.3(l) and 6.10, and confirm what the underground storage tank and other clearance line on Attachment A is intended to cover.

NCEM tried to identify all wells, septic and underground storage tanks that were on each property.

If unforeseen conditions are discovered, the vendor will submit a change order that must be approved prior to any work beginning.

13 Please confirm that where a line item does not apply to a property, entering the unit rate with a quantity of zero satisfies the requirement to complete the worksheet in its entirety. NCEM has itself used a zero quantity on the remediation line, which suggests it is acceptable. Confirm also whether unit prices must be whole numbers.

Entering a zero on a line item that does not apply will be accepted.

14 Please confirm the two valuation methods referenced at Article 10(b) of the construction general conditions but not defined at Article 10(c), Vendors are allowed to charge Profit and Overhead on change orders.

and whether an overhead and profit percentage is allowed on change order work.

15 Please confirm the estimated time frame within which the State may exercise the options on properties 114 to 212, and confirm whether the vendor should state a date by which the option must be exercised to hold the submitted schedule.

Once FEMA awards the optioned properties, the vendor will be given the notice to proceed. The vendor should provide the number of days to compete the optioned properties when NTP is given. If there is a significant delay before the vendor is given NTP on the option properties, the term of the contract can be extended.

16 Please confirm the controlling property list. The 4827-0026 bid worksheet and Attachment B both carry 157 properties while the work order schedule lists 140 for that project. Confirm in particular that 510 Swannanoa River Road, which carries a worksheet and a mixed-use notation but appears nowhere on the schedule, is in scope.

510 Swannanoa River Rd, Asheville, NC 28805 was approved for the 4827-0026 project; however, the owner has decided to withdraw from the project. It was included on the bid and specification sheets labeled as withdrawn.

17 Please clarify how a bidder is to assess each property before submittal, as Attachment A requires, given the prohibition on entering project properties at IFB Section 5.1, and whether any site walks or interior condition data will be provided.

The bidder can visit each property but must get the owners permission to enter the property.
