About this file

This document is a Request for Sole Source Authorization from the Idaho Commission on Aging (ICOA) to purchase the Commodity Supplemental Food Program (CSFP) vendor services from The Idaho Foodbank. The ICOA administers the USDA's CSFP program in Idaho, which provides nutritious food boxes to low-income seniors. The ICOA seeks a single statewide vendor with the capability to administer the program, including determining eligibility, coordinating food warehousing and distribution, and providing nutritional education. The Idaho Foodbank is the only vendor with a statewide distribution network to efficiently implement the program across Idaho's 44 counties. The requested contract term is 10/01/2024 to 09/30/2029, with the possibility of renewals.

The cost estimate for the requested services is $200,000. The ICOA does not have the capacity to manage food storage and distribution on its own, so it must partner with a private nonprofit food bank. Due to limited administrative funding, the ICOA seeks only one statewide vendor to ensure program standardization and cost-effectiveness. The ICOA has confirmed that there are no other entities in Idaho with the required statewide capacity to administer the CSFP program in compliance with federal regulations.

and each renewalamendment and total value to date See SSA Instructions for examples:
1: The Idaho Commission on Aging (ICOA) administers the US Department of Agriculture's Commodity Supplemental Food Program (CSFP) for the State of Idaho. The CSFP assists low-income seniors by providing nutritions monthly USDA food boxes. The program provides nutritious commodities to help State and local agencies meet the nutritional needs of low-income elderly people at least 60 years of age and to help working against malnutrition, and food insecurity. Currently, there are 2200 individuals enrolled in the program statewide. The ICOA seeks a single state-wide vendor with the capability of administering the program on a local level to meet federal guidelines including determining program eligibility, coordinating food warehousing and distribution with the USDA and aging network partners, and providing nutritional education.
2: The ICOA, as a State agency, does not own, manage, lease, or have the capacity to manage food storage/warehouse facilities. The ICOA partners with a private non-profit food warehouse/food bank to administer the program on the local level. Due to the limitation in available administrative funding, the ICOA seeks only one vendor with a statewide distribution network. The Idaho Foodbank (IFB) currently implements the distribution to all counties and coordinates USDA delivery, volunteer food box packing, and delivery of the boxes to individuals or Senior Centers across Idaho. The IFB serves all 44 counties.
4: The Idaho Foodbank (IFB) is the only vendor with a statewide distribution network that allows for program standardization and efficiency. Currently, the IFB is the only non-profit food bank with the capacity to implement the program on a statewide level. ICOA seeks only one contractor to administer the program statewide due to the cost limitations and availability of administrative funding. If there were several contractors in place, funding to each contract would be prohibitive to implementing the program.
possible suppliers: ICOA designated State Nutrition Program staff regularly hold state and local outreach meetings with nutrition providers in Idaho. This includes local community Senior Centers, other state agencies, local non-profit food banks, and other local non-profits. Through statewide collaboration and environmental scanning conducted by the ICOA, there are no other entities in the State of Idaho that have the capacity to administer the program in compliance with federal regulations. Entities would need to have the capacity to receive, store, distribute, and administer the program statewide. This includes the logistics of food warehousing, distribution, and program enrollment.
