Title Description

1 General Information The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Environmental Services to meet statutory environmental requirements for all applicable environmental laws and regulations. This Annex is intended to cover Site Assessment, Remidiation, and/or Compliance (SARC) Projects for the Environmental Business Line on an Indefinite-Delivery, Indefinite-Quantity basis.

Services shall be performed in accordance with all applicable federal, state, and local laws and regulations including, but not limited to: the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); the Superfund Amendments and Reauthorization Act (SARA); the Resource Conservation and Recovery Act (RCRA); the Clean Air Act (CAA); the Clean Water Act (CWA); the Safe Drinking Water Act (SDWA); the Toxic Substances Control Act (TSCA); any subsequently promulgated federal, state, and local laws and regulations; and any applicable DoD, Navy and/or Marine Corps policies, procedures, and instructions.

1.1 Concept of Operations Environmental Services are required for the firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) portion of the contract to meet statutory environmental requirements for all applicable environmental laws and regulations. Typical work may include, but is not limited to, environmental engineering and scientific assistance to support Navy Installation Restoration (IR) Program requirements, and similar requirements to support Resource Conservation and Recovery Act (RCRA), Aboveground/ Underground Storage Tanks (AST/UST), Base Realignment and Closure Program (BRAC) and environmental compliance projects at Naval and Marine Corps Installations at various locations in the Southwest Region, including California, Arizona, Nevada, New Mexico, Utah, Colorado, and other Federal and Department of Defense Installations throughout the United States if necessary. The majority of the work is expected to take place in California.

These services may include, but are not limited to, audits, investigations, evaluations, studies, consultations, conceptual design, value engineering, risk assessments, pilot or treatability projects to demonstrate innovative technologies, removal actions, and installation, operation, monitoring, and optimization of environmental treatment or control systems.

Typical services may involve, but are not limited to environmental assessments, investigations, and studies of potentially contaminated sites; groundwater monitoring, physical and chemical parameter sampling, laboratory analysis, natural attenuation monitoring; soil, air, and groundwater sampling; development and refinement of conceptual site models, risk assessment, modeling, analysis and interpretation, conclusions, and recommendations for future actions.

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the SARC function. The following personnel are identified as “non-key” per other portions of the Performance Work Statement.

2.2.1 Principal Engineer Duties include planning and implementing specific project work, performing and/or overseeing field operations, preparing and reviewing technical submittals and providing consultations as required. Responsible for providing expert assistance to the Assessment/Remediation Manager in carrying out highly complex and/or innovative remediation, assessment, and compliance projects. The qualified individual shall have the following:

Graduate or Doctorate degree from an engineering program, and a licensed Professional Engineer; and

Shall have at least 8-years experience working with environmental restoration and compliance projects.

2.2.2 Senior Engineer Duties include planning and implementing specific project work, performing and/or overseeing field operations, preparing and reviewing technical submittals and providing consultations as required. Responsible for assisting the Assessment/Remediation Manager in carrying out multiple remediation, assessment, and compliance projects. The qualified individual shall have the following:

Minimum Bachelors degree, prefer Graduate degree, from an engineering program, or be a licensed Professional Engineer;

Shall have at least 8-years experience working with environmental restoration and compliance projects; and

Shall have completed the appropriate OSHA HAZWOPER training and annual refresher updates, including Supervisor training.

2.2.3 Staff Engineer Duties include planning and implementing specific project work, performing and/or overseeing field operations, preparing technical submittals and providing consultations as required. Responsible for assisting the Assessment/Remediation Manager in carrying out remediation, assessment, and compliance projects. The qualified individual shall have the following:

Undergraduate degree from an engineering program;

Shall have at least 2-years experience in working with environmental restoration and compliance projects; and Shall have completed the appropriate OSHA HAZWOPER training and annual refresher updates.

2.2.4 Associate Engineer Duties include planning and implementing specific project work, performing and/or overseeing field operations, preparing technical submittals and providing consultations as required. Responsible for assisting the Assessment/Remediation Manager in carrying out remediation, assessment, and compliance projects. The qualified individual shall have the following:

Undergraduate degree from an engineering program;

Shall have appropriate on-the-job training in field operations and sampling techniques regarding environmental restoration and compliance projects; and

Shall have completed the appropriate OSHA HAZWOPER training and annual refresher updates.

2.2.5 Principal Project

Scientist

Responsibilities include providing expert assistance to the Assessment/Remediation Manager on scientific issues for highly complex and/or innovative environmental assessment, remediation and compliance projects. Areas of specialty include geology, hydrogeology, chemistry, biology, and engineering. Typical duties include planning and implementing project work, collecting and interpreting field data, reviewing earth science data, determining contaminant and toxicity levels, preparing technical/scientific submittals and providing consultation as required. The qualified individual shall have:

Graduate or Doctorate degree, in the specific scientific or engineering discipline, and be a licensed Professional where applicable (e.g. Professional Geologist); and

At least 8-years experience working with environmental restoration and compliance projects.

2.2.6 Senior Project Scientist Responsibilities include providing expert assistance to the Assessment/Remediation Manager on scientific issues for multiple environmental assessment, remediation and compliance projects. Areas of specialty include geology, hydrogeology, chemistry, biology, and engineering. Typical duties include planning and implementing project work, collecting and interpreting field data, reviewing earth science data, determining contaminant and toxicity levels, preparing technical/scientific submittals and providing consultation as required. The qualified individual shall have:

2.3 Special Requirements

2.3.1 Potential Contaminants The potential contaminants of interest may include, but are not limited to, those identified and regulated under RCRA, CERCLA, Toxic Substances Control Act (TSCA), Solid Waste Disposal Act (SWDA), and petroleum oils and lubricants (POL). The contaminants may include solvents, POL (including gasoline, diesel fuel, JP-5), metals, acids, bases, reactives, polychlorinated biphenyls (PCBs), pesticides, volatile and semi-volatile organic compounds, halogenated compounds, dioxins, and dibenzofurans.

Contaminants may be present in soils, sediments, ground water, air, sludge, surface water, and man-made structures. Contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas, or other facilities.

Non-recurring work may be ordered utilizing Government Purchase Card (GPC) in accordance with TBD or on a task order in accordance with TBD (generally, FAR 16.505 procedures).

Refer to non-recurring work in each RFP for task listings, descriptions, and related requirements. All periods of performance are measured from issue date of order to acceptance of the work, unless otherwise made explicit by the Government in the terms of an order.

The order will specify the exact locations and types of work to be accomplished. The period of performance will be specified in each order.

Each order may specify project-specific performance standards that will apply.

4.1 Site

Assessment Services

Provide planning, actions, and reporting in accordance with CERCLA, RCRA, and UST laws, regulations, programs, and policies.

The service provider shall perform project management, planning, preparation, coordination, reporting, and documentation as necessary for each project.

This includes, but is not limited to, work plans, safety plans, sampling plans, chemical analysis plans, quality plans, pollution prevention plans, engineering studies, geologic studies, site studies, data analysis, 2-D and 3-D modeling, graphical presentations, geographic information system development and management, preliminary assessments, site investigation reports, remedial investigation reports, feasibility studies, engineering reports, cost analyses, decision documents, land-use control documents, remedial action reports, site closure reports, review documents, and other plans and reports. Deliverable and/or operational schedules shall be established within each order.

Provide all plans and reports, which may include CERCLA, RCRA, or other required documentation, for each phase of the project as necessary.

Prepare and obtain necessary permits.

Reports, permits, disposals, and/or deliverables are timely and meet Government schedules.

Coordination and engagement of the contractor is effective and results in quality deliverables.

Deliverables as recorded are complete and informative site assessments.

Deliverables track and document areas of improvement, either past, present, or future.

4.2 Remediation

Services

Provide and/or perform remediation services in accordance with CERCLA, RCRA, and UST laws, regulations, programs, and policies.

Perform environmental remedial actions including but not limited to:

removal actions; remedial design;

expedited and emergency response actions; pilot and treatability studies; remedial action systems operation, maintenance, and optimization; groundwater monitoring and other related activities associated with returning

The Contactor shall provide engineering services related to either continuation of existing environmental compliance projects or the implementation of new environmental compliance projects.

Qualified and Experienced personnel are key to the success of Environmental Engineering services.

Projects will be highly contingent upon the areas, scenarios, and/or objectives identified within orders.

Contractor’s services and/or deliverables are compliant with federal, state, and local laws and regulations, as representatives of Navy Environmental programs.
