2.1 Definitions and

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required to efficiently operate, maintain and repair the IW/OW Wastewater Treatment Plants and Collection Systems.
2.2.1 Certification, Training and Licensing
The Contractor shall employ certified wastewater treatment plant operators who are experienced in similar plants and systems to meet the performance objectives described in this PWS.
Each Wastewater Treatment Plant Operator must possess or have received through reciprocity a current/valid operator's certificate for Industrial Waste Treatment Plant Operator in the state of California. If certification in the state of California is not available, then equivalent certification from another state is acceptable, such as the Chemical/Physical Wastewater Treatment Class I certification offered through the Association of Boards of Certification.
The chemist and the laboratory analyst shall complete yearly training in order to keep the personnel updated with the latest local and Federal environmental regulations, public health concerns, laboratory procedures, and safety requirements.
The Contractor is responsible for identifying and providing all required certifications, training, and licenses to perform the activities described in this PWS.
2.3 Special
Requirements
2.3.1 Work
Coordination
The Contractor shall coordinate all maintenance and repair work and outages in a manner that minimizes the disruption of wastewater collection and treatment services at Naval Base San Diego, Naval Base Coronado (Naval Air Station, North Island), Naval Base Coronado (Naval Amphibious Base), and Naval Base Point Loma. Tanks and equipment that require inspection and re-certification shall be scheduled and coordinated to minimize outages and disruption of services. An example of the current schedule for equipment inspections and certifications is provided in attachment TBD.
2.3.2 Treatment Plants The Naval Base San Diego (NBSD) Bilge and Oily Waste Treatment System (BOWTS) is a tiered-permitted facility treating non- Resource Conservation and Recovery Act Hazardous Waste (RCRA HW). The oily waste (OW) collection system consists of risers along the piers which transport OW to the treatment facility through a series of subsurface double-walled pipelines, manholes, and pump stations. Integral to the system is a pipeline and manhole leak detection system.
The collection system contains approximately 8.5 miles of pipeline, 63 manholes, 5 pump stations exterior to the plant and 2 pump stations interior to the plant. The treatment plant is a continuous-discharge process that consists of load equalization tanks (LETs), recovered oil tanks (ROTs), oil/water separators (OWS), induced air flotation (IAF) polishing units, sludge tanks, filter presses, and associated equipment. OW treatment is by initial phase separation and final treatment of the aqueous phase by chemical flocculation.
Naval Base Coronado, Naval Air Station North Island (NASNI) has two RCRA-permitted treatment plants, an industrial waste (IW) treatment plant, and an oily waste (OW) treatment plant:

The NASNI IW plant is a batch treatment plant primarily treating RCRA metal finishing wastes. There is no pipeline collection system for IW. IW is delivered to the plant by tanker trucks and bowsers. Wastes are accumulated and treated in twinned LETs dedicated to particular waste types. Treatment is by chemical precipitation of metals and oxidation of organics. Treated IW is discharged through a clarifier, which removes metals-bearing particulates, and is polished in mixed media filters and wet carbon adsorbers.
The NASNI OW plant is similar to the NBSD OW treatment plant described above, but the tank arrangement and sizes vary. Refer to the process flow diagrams in attachment number TBD for more details. A 2.5-mile pipeline/pump station collection system delivers OW to the plant, which uses the same sorts of treatment processes as the NBSD plant. The OW plant also treats general industrial waste (GIW) generated from wash racks and maintenance activities which is non-HW but cannot be discharged to sewer without treatment. GIW has a dedicated 7.5-mile pipeline collection system; however, because GIW is not HW, the GIW pipeline collection system contains single-walled pipeline and is not equipped with a leak detection system.
Naval Base Point Loma (NBPL) has a tiered-permitted BOWTS system similar to the two OW plants already mentioned, the primary difference being that the NBPL plant has a smaller treatment capacity and discharge capacity. It uses a 1-mile pipeline collection system and the same sorts of treatment processes as the larger plants.
Naval Base Coronado, Naval Amphibious Base (NAB) has a tiered-permitted OW system that is similar to, but smaller, than any of the other OW treatment plants.
The NAB collection system differs in that the risers consist of pumps mounted directly on the piers and the pumps actively transfer from boats into the OW 1.5-mile pipeline collection system. At the other OW plants mentioned above (NASNI, NBSD, and NBPL), vessel pumps are the initial means by which OW is initially transferred into the collection system.

2.3.3 Notification to
the Government for Work Above the Per-Repair Liability Limit
The Contractor shall be responsible for all repairs within a per-repair liability limit of $10,000. If repair or replacement work on an individual job exceeds the Contractor’s per-repair liability limit, the Contracting Officer at its discretion, may request the Contractor to submit a proposal. The Government will only be liable for the amount exceeding the Contractor’s liability limit. For the purposes of this section, per-repair means a discrete, non-severable, repair to a facility component capable of independent operation, and shall not include the initial inspection cost for the component in need of repair. For example, in accordance with Section F, prior to the start of the repair the Contractor shall inspect the component (including API 653 inspections required for tanks), and provide to the KO a written report identifying the required repairs, specifications for the repair, repair options, and estimated time necessary to complete the work. The Contractor shall proceed only after obtaining a written modification to the contract signed by the Contracting Officer. The funded amount will be the cost of the work less the $10,000 liability limit. However, when an emergency service order is in progress and the cost is expected to exceed $10,000, the Contractor shall continue performance to eliminate the emergency and notify the Contracting Officer the next business day. Historical workload for work above the per-repair liability limit is provided in attachment TBD.

3 FFP Work The Contractor shall efficiently operate and maintain the IW/OW Treatment Plants, Collection Systems, and Monitoring Systems to safely collect, treat and dispose of wastewater and to ensure all sewage requirements are continually met.
The Contractor’s liability for each repair and replacement work occurrence is limited to $10,000 of the combined labor, material, and equipment cost. The Contractor shall not combine multiple occurrences or repairs to exceed the liability limit.
The Contractor shall shut-down, restart, and perform operational checks on all equipment affected by both scheduled and unscheduled utility outages at no additional cost to the Government.
The Contractor shall be responsible for managing and controlling traffic issues resultant from sewage system work in a safe manner at all times. The Contractor shall submit a traffic control plan to the appropriate installation POC, and obtain approval, before starting on repairs that require traffic control.
The traffic control plan shall be submitted in accordance with requirements in Section F.
The Contractor shall maintain ISO 14001 certification as part of the Environmental Management System (EMS) covering Industrial and Oily Wastewater Treatment Services during performance of the contract.
The Contractor shall be responsible for maintenance and sustainment of four Industrial Waste and Oily Waste (IW/OW) Supervisory Control and Data Acquisition (SCADA) systems currently located at NASNI, NAB, NBSD, and NBPL. The maintenance and sustainment is only up to the Firm Fixed Price (FFP) per-repair liability limit of $10,000. If the pre-repair estimate exceeds $10,000 the contractor shall inform the Contracting Officer in writing. The contractor shall get written
No instances of non-compliance with applicable statutes, regulations, permits, and Government policies.

NAVFAC is working to upgrade the IW/OW SCADA monitoring systems to be in compliance with current DoD and DON Information Assurance and Cyber Security regulations so that they can be properly certified and accredited, and granted an Authority to Operate (ATO). Once NAVFAC has completed certification and accreditation, and has been granted an ATO for each IW/OW SCADA system, the Contractor will no longer be responsible for support and maintenance of that specific IW/OW SCADA system. The contractor shall provide assistance and answer any questions as necessary during the certification and accreditation process that aide and assist NAVFAC to mitigate or resolve Defense Information Systems Agency (DISA) Security Technical Implementation and Guide (STIG) findings that impact the IW/OW SCADA systems full certification and accreditation, and

3.1 Operation The Contractor shall

3. ALARMS:
The Contractor shall respond to alarms and service requests and take appropriate corrective actions to protect human health and the environment and continued plant operation. Alarms include, but are not limited, to pipeline, tank high level, pump failure, and lift station alarms.
Routine alarms require corrective action but are not an immediate threat to the environment or providing service. Urgent alarms require corrective action and have the potential of threatening the environment or ability to provide service. Emergency alarms are an immediate threat to human health, the environment, or ability to provide service.
The Contractor must take action within the following time constraints:
1) Routine alarm actions must be implemented within five calendar days from the time an alarm is received;
2) Urgent alarm actions must be implemented within four hours from the time an alarm is received, and;
3) Emergency alarm actions shall be implemented immediately, but not later than two hours, from the time an alarm is received.
4. COLLECTION:
IW/OW collection includes, but is not limited to, various means used to transport wastes from points of entry to the collection system to treatment plants, e.g., pipelines, mobile tanks, tanker trucks, and containers.

The sewage treatment plant hours of operation vary by location, and are provided in TBD. The contractor shall be required to provide up to 400 hours (per option year) of support beyond normal working hours at NBPL. If after-hours support is expected to exceed that amount, the Contractor shall notify the KO in writing and provide supporting documentation to request contract modification by the KO.
A list of applicable permits related to each facility is detailed in Attachment TBD.
7. SOPs:
Standard Operating Procedures shall be submitted in accordance with TBD. One hard copy of the current Standard Operating Procedures, operating records, logs, reports, and procedures shall be available on site at all times. A list of current SOPs are provided in Attachment TBD.

Bulk pumping (BP) tanker truck services are coordinated on a Defense Logistics (DLA) contract.
The role of the Environmental Services (EVS) contractor is to utilize the DLA BP Contract to serve IW/OW customers.
Contractor responsibilities for bulk pumping include, but are not limited to:
- Determine customer requirements by asking for a clear description of bulk pumping job needs
- Prepare and issue bulk pumping notices (BPN) and waste acceptance forms (WAF), along with revised BPNs and WAFs when there are changes on the BPN order
- Coordinate between BP KTR and IW/OW Navy customers to obtain contact information and signed approval for BPN changes on WAF
- Coordinate and schedule bulk pumping events with the DLA Contractor
- Maintain; accurate records of bulk pumping events, contract CLIN totals, revised CLIN totals, and customer information for all BPNs
- Submit records required for tanks, tanker trucks, and containers, is scheduled and accomplished in accordance with customer requests and requirements at least 98% of the time.
Training is provided to shore and ship commands in accordance with requests at least 95% of the time. The remaining 5% accommodated at the earliest mutually agreed upon time.

The Contractor shall provide IW/OW storage and treatment services to ensure compliance with regulatory requirements.
IW/OW storage includes, but is not limited to, determination of appropriate tanks for storage of collected waste received at facilities, batch samples prior to IW treatment, jar test samples to develop IW batch treatment recipes, compatibility of contents, treatment methods to be utilized, and post-treatment samples to confirm IW treatment was successful.
The Contractor shall use the treatment facilities to the maximum extent possible for treatment of wastes unless disposal by other means is more cost effective. If the Government-provided storage tanks or facilities are out of service for maintenance or for other reasons the Contractor must provide alternate means or storage tanks to ensure that service is uninterrupted to the customers.
Industrial and oily wastewater is stored and treated in accordance with regulatory and permit requirements.
3.1.3 Dispose of
Treated
IW/OW
The Contractor shall dispose of treated IW/OW to ensure compliance with all applicable permit discharge limits.
The Contractor shall dispose of treated wastewater by the most economical means. Contractor shall develop and implement processes and procedures to dispose of industrial and oily wastewater.
Disposal of treated wastewater and sludge complies with regulatory and permit requirements, and discharge limits.

Disposal includes, but is not limited to, disposal of treated wastewater to sanitary sewer and offsite disposal of wastes that cannot be disposed to the sewer, e.g., sludge.
OW discharge shall be checked to determine that it meets permit limits prior to disposal.
The Contractor shall manage oil recovered as a result of oily waste treatment and dispose of the recovered oil via the commercial resale contract in place during the IW/OW services contract period of performance. The current contract is administered by NAVFAC Southwest. All proceeds of recovered oil sales accrue to the Government. The Contractor will not commingle recovered oil with contaminants that jeopardize the resale value. When changes are made to the recovered oil contract terms (contract mods, contract re-solicitation, etc.) the contractor shall manage and dispose of the recovered oil in accordance with the updated contract requirements.
The Contractor shall provide recovered oil administration services in support of the recovered oil contract.
Recovered oil support services include but are not limited to:
- Coordinate with oil broker or recovered oil contractor to schedule pickup of recovered oil
- Treating and dewater recovered oil to meet recovered oil requirements
- Sample and analyze recovered oil to confirm recovered oil contract requirements are met prior to transfer to oil broker or refinery
- Prepare bill of lading for recovered oil pickups
- Verify amount of recovered oil transferred to oil trucks
- Preparing invoice estimates for sale of recovered oil
Oil is recovered from oily wastes to the maximum extent possible consistent with meeting California HSC Standards of Purity and current recovered oil contract requirements, is managed on-site by the Contractor, and is disposed off-site via current recovered oil contract.
Laboratory analyses confirm that recovered oil complies with contract requirements.

3.1.4 Wastewater
Effluent Quality
The Contractor shall produce treated wastewater effluent that complies with all regulatory and permit discharge requirements.
Wastewater effluent quality shall meet all Federal, state and local authorities’ regulations, certifications and requirements.
Sampling and laboratory analyses of wastewater shall be performed in order to characterize IW/OW, determine necessary treatment, ensure discharge meets permit limits, characterize treatment residuals, and comply with IW/OW Waste Analysis Plan.
Off-site analyses of wastewater shall be performed by an independent certified laboratory which shall meet all certification requirements by cognizant agencies.
If treated wastewater is determined to not comply with permit discharge limits, the Contractor shall refrain from discharge until the treated water is brought into compliance. If during a discharge treated wastewater is found to not comply with permit limits, the Contractor shall immediately stop the discharge and shall notify the KO. Discharge will not resume until the wastewater meets all regulatory and permit discharge requirements.
Effluent quality continuously meets regulatory and permit requirements.
Laboratory analyses confirm that wastewater effluent complies with regulatory and permit discharge limits.

3.1.5 Minimum
Operator Attendance
The Contractor shall provide wastewater treatment certified plant operators and support personnel in sufficient quantities of staffing per shift to efficiently and safely operate equipment at all times of operation.
IW/OW facilities shall be operated in accordance with the hours given in Attachment TBD. The contractor shall be required to provide up to 400 hours (per option year) of support beyond normal working hours at NBPL. If after-hours support is expected to exceed that amount, the Contractor shall notify the KO in writing and provide supporting documentation to request contract modification by the KO.
When facilities are unable to provide service, the Contractor will arrange service to customers by alternate means, e.g., tanker trucks.
The Contractor shall notify the KO and COR immediately in the event of an emergency or outage affecting service to customers. The Contractor, upon approval of the COR, shall make all necessary notifications and submit follow-up documentation to emergency Contractors, regulatory agencies, affected commands, and CNRSW as applicable. Notifications shall be submitted in accordance with Deliverable Requirements of TBD.
Contractors are required to comply with all Federal, State and local Labor laws, regulations, policies and procedures.
Facilities are fully operational and providing service at least 95% of the time.
(Fully operational means all systems necessary to provide services to customers are available.)
Minimum staffing levels are maintained at each plant during periods of operation.
Contractor maintains 100% compliance with all Federal, State, and local Labor laws, regulations, policies, and procedures.
3.1.6 Operating

3.1.7 Granular
Activated Carbon (GAC) and Services
The Contractor shall provide granular activated carbon (GAC) services, including the operation and maintenance of pollution control devices at the Industrial and Oily Waste (IW/OW) treatment plants.
The US Navy fleet and shore activities generate industrial and oily wastes. NAVFACSW operates several IW/OW treatment plants in the San Diego area to treat the wastes. Wastes that are treated are HW under Federal and/or California law and are pervasively regulated and permitted by numerous agencies. In order to meet regulatory requirements, several pollution control devices operate at the largest plant, located at Naval Base Coronado (NBC).
Refer to Attachment TBD for additional information and complete SOW.
Services are performed in a timely manner and in compliance with Federal, state and local statutes and regulations, and with DoD policies, instructions and guidance, and with facility permit requirements.

As part of the IMP, the Contractor has full responsibility for any individual occurrence of repair, including replacement, up to and including $10,000 in direct material and labor cost. The Contractor shall, per TBD, notify the KO upon identification that the repair will exceed the liability limit listed above. If the estimated cost of the repair exceeds the FFP liability limit, The Contractor shall notify the KO and the COR and request a modification to the contract. Only after receiving a written modification signed by the KO may the contractor proceed; however, the Government will only be liable for the amount of cost exceeding the FFP liability limit.
The Contractor shall perform all repairs, whether identified as part of their routine IMP accomplishment, QC inspections, Emergency repair actions initiated immediately.
Treatment facilities are maintained according to Government-approved IMP entered and maintained in
MAXIMO.

If the Government identifies a problem or a need for repair, the Government will contact the work reception desk. Service trouble calls will not be issued for accomplishment of repairs on systems and equipment maintained under IMP.
Any major repairs shall include a minimum of one year warranty to guarantee to quality of the repair.
Any tanks that are repaired or re-coated shall be taken out of service no less than 10 months and no more than 1 year after being placed back into service for a third party inspection. If any defects to the repair are found, the re-work shall be done at no cost to the Government.
The Contractor shall submit a Monthly IMP Schedule and IMP Maintenance and Repair Status Report per TBD.

3.4 IW/OW
Discharge and Filter Cake Analysis
The contractor shall sample, analyze, and provide analytical results as necessary and at least annually for filter cake from the Naval Base San Diego (NBSD) and Naval Base Coronado (NBC) oily waste treatment plants, and shall monitor, sample, analyze and provide analytical results for discharges from Connections 120, 123, and 150 at the NBC
The frequency of monitoring, and method of sampling and required analyses are dictated in the NBC North Island City of San Diego Industrial User Discharge Program (IUDP) permit.
At a minimum, Connection 150 shall be monitored, sampled, and analyzed monthly. Monitoring, sampling, and analyzing at Connection 150 by the contractor shall not occur during a discharge when IUDP is monitoring the connection. Connections 120 and 123 shall be monitored, sampled, and analyzed once per month
