The Contractor shall provide a written training plan within 30 calendar days of award and documentation of training for all personnel upon request per TBD. Demonstration of proficiency must take place within established guidelines that are documented in applicable regulations, policies, and instructions.

2.4 Service Call & Work
Reception
The Contractor shall provide Containerized Solid Waste service Monday through Friday, 0730 – 1600 (excluding designated Federal Holidays). See TBD for additional information regarding Service Call and Work Reception.
2.4.1 Work Reception – Point of
Service Operational Requirement
The contractor shall weigh all waste that is received, generated, or shipped off-site under this contract. Waste that is collected at customer sites must be weighed at the point of service (pier or customer location) and the weight documented on the Waste Turn- In Form. A copy of the Waste Turn-In Form must be provided to the customer. Scales must be capable of measuring weights from one pound to three thousand pounds in one pound increments. All scales must be calibrated by a professional scale calibration company at least once every six months (quarterly is recommended). Documentation of scale calibration must be maintained at the hazardous waste facility. The Government will provide scales as identified in Attachment TBD to be used at each of the facilities and mounted on the trucks but the contractor will be responsible for calibrations.
2.5 Records and Reports Records and reports are listed in Section F of the Solicitation. The Contractor shall submit accurate and complete documents within the required timeframes.

3 Hazardous Material/Hazard ous Waste/Other Regulated Waste Management
The Contractor shall perform environmental services to support the installation’s environmental programs to ensure compliance with applicable Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
The Contractor shall comply with all Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance such as but not limited to those listed in the References and Technical Documents in TBD.
Services shall be performed in accordance with industry standards.
If environmental related procedures or operations are found to be out of compliance the Contractor shall immediately notify the KO and the Installation Environmental Program Manager with recommendations for appropriate action.
Regulatory compliance and adherence to policies, instructions and guidance, may be determined by planned sampling, validated customer complaints and documented citations if applicable. ISO 14001 registration must be continuously maintained.
Services are performed in a timely manner and in compliance with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
No documented citations such as Notice of Violation (NOV), Notice of Noncompliance (NON), warning letters or citizen suits due to Contractor’s non-performance, mismanagement or negligence.
No instances of

The Contractor shall provide containerized solid waste services for Government facilities located principally in the San Diego, CA area and San Clemente Island (SCI), CA.
Services include, but are not limited to containerized solid waste collection, identification, sample collection, characterization, labpacking, containerization, marking/labeling, loading/off-loading, transport, storage, disposal, data management, and associated document/report preparation and management.

The Contractor shall develop and maintain SOPs for all activities identified as part of performing containerized solid waste services in accordance with TBD. The Contractor shall provide copies of updated/revised SOPs to the
COR.
Record keeping and administrative services include, but are not limited to:
- Preparing and signing of Uniform Hazardous Waste Manifests, Land Disposal negligence.
No documented citations such as NOV, warning letters or citizen suits due to Contractor’s non-performance, negligence.

For Uniform Hazardous Waste Manifesting services, the Contractor shall meet the client representative at the scheduled generator site. The Contractor shall be responsible for ensuring all profile, manifest and LDR documentation is in accordance with applicable statutes and regulations, is correctly completed, and accurately identifies the HW being shipped.
The Contractor shall ensure that appropriate manifest (shipping document) copies are provided to the transporter, regulatory agency, and generator. The Contractor shall ensure that Uniform Hazardous Waste

Manifests and other shipping documents are properly tracked and properly closed out. The Contractor, in the capacity as the Government's agent, shall approve and authorize shipments by signing the manifest generator certification for the shipment of the HW. A list of EPA ID numbers is provided in Attachment TBD. The contractor shall draft any Manifest Correction Letters and Manifest Exception Reports when required per TBD. The contractor is not obligated to sign Non Hazardous Waste Manifests, but shall provide guidance for proper waste management when requested by a customer.

Hours of operation are set forth in Attachment TBD. It is anticipated that after hours work will be required for this contract under this Spec Item.
Historically 150 hours of work beyond normal hours has been performed, although actual numbers may vary.
As referred to in this contract, HW/HM/ORW and containerized solid waste includes all waste that may be turned in to the Environmental Services Contractor. This includes RCRA hazardous waste, Non-RCRA hazardous waste, Universal Waste, TSCA regulated waste, recyclable waste and non-hazardous waste.
The Contractor is expected to appropriately manage all such waste and shall not refuse to accept and process such waste unless approved by the COR. A list of applicable permits related to each facility is detailed in

3.1.1 HM/HW/ORW
Accumulation Areas and Storage Facilities Operations
The Contractor shall manage and provide supplies for discarded HM/HW satellite accumulation areas, less-than-90-day accumulation areas and permitted TSDFs to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions, guidance, and permit conditions.
The Contractor shall ensure that all waste received at the NAVFAC SW storage facilities comes from a federal agency and that the client has established a line of accounting to fund the environmental services (contact the COR for assistance if unsure). Upon receipt of waste, the Contractor shall ensure that the shipping documents and/or Waste Turn-In Forms are reconciled to reflect actual material received. Discrepancies shall be corrected in accordance with regulatory requirements or local procedures.
Physical separation of incompatible HM/HW/ORW shall be maintained.
Processing includes such actions as identification, segregation, developing profiles, consolidating (bulking), lab packing, labeling/marking, and packaging or repackaging waste as applicable for storage, transportation, and disposal.
The Contractor shall separate and consolidate all discarded hazardous material that is in original containers and has the appearance of being unused or unopened. The contractor shall contact the local Fleet Logistics and Supply Center (FLSC) Reuse Facility and request a determination of acceptability for such material for reuse. For potentially reusable or resalable material that is rejected by FLSC the Contractor shall contact the local DLA Disposition Services office for a determination as to whether the material is a candidate for the Defense Reutilization and Marketing Service (DRMS) Recycle, HM/HW/ORW accumulation areas and storage facilities comply with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions guidance, and permits.
No release of HM/HW/ORW to the environment due to Contractor’s non-performance, mismanagement or negligence.
All waste collected is processed (sorted segregated, consolidated, containerized, labeled, and stored) within two
(2) working days of receipt during normal working hours 99% of the time.
Truck traffic is minimized and conforms to local traffic management ordinances.

Transfer, Donate, and Sales (RTD&S) Program. Material that is rejected by FLSC and DLA Disposition Services may be disposed as waste. The Contractor shall prepare the appropriate documents for items being transferred to FLSC or DLA Disposition Services (DD Form 1348 or DD Form 1149).
Inspection logs, Hazardous Waste Manifests, Land Disposal Restriction (LDR) notifications, shipping papers, waste turn-in forms, maintenance records, personnel training records, facility operating log records, inventories and miscellaneous hazardous waste data reports shall be available upon the Government’s request per TBD.
The Contractor shall comply with Federal, state and local contingency planning and employee training requirements.
3.1.2 Collection of
Discarded
HM/HW/ORW
The Contractor shall provide discarded
HM/HW/ORW
collection and removal services, both scheduled and un-scheduled, to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
This service includes, but is not limited to, collecting, packaging, labpacking, labeling, weighing, segregating, characterizing (including field sampling and testing when necessary), and preparing appropriate shipping and billing documents.
Routine scheduled HM/HW/ORW services include daily pier collections and mailbox collections or weekly Marine Corps Air Station (MCAS) Miramar, Naval Medical Center SD & Shipyard collections, The CSW routine pick up schedule is provided in
TBD.
Non-routine (unscheduled) HM/HW/ORW services include all collection events where the Customer’s collection requirements are not part of a regularly scheduled waste pickup routine. Unscheduled
HM/HW/ORW
collection complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
Routine scheduled
HM/HW/ORW
collections are completed per the established schedule.
Non-routine (unscheduled) collections are completed within three business days 100% of the time unless the customer agrees to alternate arrangements.
Contractor is at the customer’s site within 15 minutes of the scheduled time 98% of the time.

The contractor may also be asked to help support base wide initiatives such Electronic waste events.
For SCI collections, the Contractor shall travel to SCI and liaise with hazardous waste coordinators to ensure waste is properly weighed, segregated, characterized, packaged, and collected for shipment from SCI.
The contractor is responsible for signing the Uniform Hazardous Waste Manifest and ensuring the Barge operator receives it for shipment.
Customers receiving CSW services may not have employees specialized in hazardous waste management.
Customers may fail to properly identify wastes; may have incomplete or erroneous information on labels or shipping documents; may not have waste ready for transport at scheduled times; may have improperly packaged wastes;
etc. The Contractor is responsible for resolving any discrepancies prior to transport and should communicate issues and resolutions with the customer HW representative.
Non conformances discovered at the time of the waste pick-up shall be documented on the Waste Turn-In form and compiled monthly in the Monthly Non Conformance Report (format specified by the Government) and submitted to the COR per TBD. The Contractor is presumed to be the expert and is responsible for proper management of wastes regardless of customer expertise.
No release of HM/HW/ORW due to Contractor's non-performance, negligence.

HM/HW/ORW shall not be left in non-designated areas overnight.
The Contractor shall resolve discrepancies such as leaking containers, misidentifications, and improper or missing paperwork upon discovery.
Collection hours of operation are Monday through Friday, 0730 – 1600, excluding Federal Holidays. It is anticipated that after hours work will be required for this contract under this Spec Item. Historically, over a 5 year period, 150 hours of work beyond normal hours has been performed, although actual numbers may vary. For example, ships may require a special weekend pick up if only pulling into port for one day.
The contractor shall maintain an After Hours Log and provide to the COR upon request per TBD.
3.1.3 Transportation
of
HM/HW/ORW
The Contractor shall provide
HM/HW/ORW
transportation services to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
The Contractor shall supply all shipping documents, LDR notifications, necessary placards, markings and labels. The contractor shall supply DOT compliant containers for internal and NAVFAC SW customers for waste accumulation, storage, transport, and disposal. The Contractor shall issue and/or deliver containers to NAVFAC SW customers during normal working hours when requested.
The Contractor shall take into consideration internal container requirements as well as projected customer requirements.
For waste shipments from SCI, the Contractor shall inspect containers and ensure discrepancies are resolved, ensure waste is properly identified, prepare labels and

No release of HM/HW/ORW due to Contractor's non-performance, mismanagement or negligence.
For SCI requirements, the Contractor is on site on the day scheduled 98% of the time.

Performance Objective Related Information Performance Standard markings, prepare appropriate regulatory documents and customer billing documents, and coordinate loading onto the barge of the Containerized Hazardous and Non-Hazardous Solid Waste. Once the waste reaches the mainland, the Contractor shall ensure that the items identified by the shipping documents are off-loaded from the barge and transported to the Government owned TSDF or an appropriate facility approved by the Government representative.
During waste collection events, the Contractor shall transport Containerized Hazardous and Non-Hazardous Solid Waste from the generator location to an authorized less than 90-day accumulation site, Government owned TSDF or an appropriate TSDF authorized by the Government representative.
For waste being transported off-site from NAVFAC SW Environmental Department storage/accumulation sites by private Contractor (DLA Disposition Services or other private contractor), the NAVFAC SW Environmental Services Contractor shall remove waste from the storage/accumulation sites and load to the tailgate of the transport vehicle. For waste being collected by the NAVFAC SW Environmental Services Contractor at customer sites, the customer will be responsible for removing the waste from the storage/accumulation area. For waste that can be loaded by hand, the Contractor will load the transport vehicle. For waste requiring a forklift, the customer is responsible for loading under direction from the Contractor.

Nothing is to preclude the Environmental Services Contractor from assisting the customer in removing waste from the storage site.
Historically SCI collections occur 4-6 times per year to meet generator requirements, although actual numbers may vary.
Although additional services may be required, typical Contractor involvement with SCI waste includes a round trip flight to SCI, inspecting containerized waste, ensuring discrepancies are resolved, preparing container labels/markings, preparing shipping papers and LDR notifications, loading to the barge staging area, ensuring that the barge is off-loaded at the destination receiving facility and transporting HW/HM/ORW to the designated Government-owned TSDF, preparing customer billing documents, and reconciling/processing accompanying documents.
Upon request from SCI customers, the Contractor shall deliver empty containers to the barge leaving the mainland for SCI. Although very infrequently, the Contractor may be required to provide full containerized services at SCI.

3.1.4
HW/ORW
Disposal
The Contractor shall dispose of HW/ORW to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD policies, instructions and guidance.
The Contractor shall arrange for disposal of hazardous and non-hazardous solid waste. The Contractor shall prepare Containerized Hazardous and Non-Hazardous Solid Waste for disposal. The Contractor shall develop and implement processes and procedures to dispose of containerized waste.
The Contractor shall research, HW disposal complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
Off-site disposal documentation is completed and the hazardous waste tracking

Performance Objective Related Information Performance Standard document, and recommend to the COR the most economical disposal option available to provide disposal services.
Recommendations must be submitted to the COR no later than 30 calendar days prior to the expiration of allowable storage time. Upon COR approval, the Contractor shall coordinate and document the disposal. For disposal using the DLA Disposition Services contract, the Contractor shall prepare DD Form 1348 documents and submit them to the COR for approval. All data and documentation for the disposal shall be completed and the waste tracking database updated within 3 working days of the waste being removed from the CSW facilities (off-site removal by the DLA Disposition Services contractor, alternate off-site disposal, or delivery to the NAVFAC SW Industrial and Oily Waste Treatment complex for ultimate disposal).
Containerized wastes acceptable at the Industrial Waste Treatment Plant, Oil Recovery Plant or Bilge & Oily Waste Treatment System shall be transferred there for disposal.
The Contractor is responsible for record keeping and maintaining the installation’s HW disposal database.
The Contractor shall be responsible for maintaining all HW disposal records for each shipment:
(1) Records of DD-1348, DLA Disposition Services Delivery Orders (DD-1155), profile records and supporting documentation, shipping papers, and LDR documents shall be database updated within 3 working days of waste removal from Government facilities.

(2) Each container shall be weighed prior to shipment and the actual weight in pounds shall be entered in the HM/HW database. For waste shipped in cubic yards, weight tickets shall be acquired from the Designated facility, filed with the manifest and the hazardous waste database shall be updated with the weight in pounds for reporting purposes.
3) Contractor is responsible for drafting Manifest Correction letters for any errors discovered.
The containerized waste disposal preparation process includes, but is not limited to documentation, characterization, transportation/staging, selection of appropriate TSDF, and tracking of shipping papers and other pertinent documents.
The cost of off-site disposal of all Government generated containerized waste will be borne by the Government (this includes off-site disposal through the DLA Disposition Services contractor or other private off-site disposal companies). Transporting Containerized Solid Waste from one regional Government facility to another is the responsibility of the Contractor.

towels) received from generators, recycle lead acid batteries, recycle oil and fuel , recycle toner cartridges, provide empty container recycling and management, and recycle fluorescent lights and other recyclable light bulbs received from generators. Additionally, the Contractor shall implement a recycling program that includes the recycling of all hazardous material listed in the California Code of Regulations, Section 66266.2.
The Contractor shall provide textile recycling services. The Contractor shall develop and implement a program to sort received soiled textiles that ensures that only Non- Hazardous textiles are processed, contaminants are removed, and the clean textiles are packaged for reissue.
Recycled textiles shall be made available to requesting commands and ships during normal schedule hours.
The Contractor shall ensure that empty plastic and metal containers are reused to support Navy activities. Plastic and metal containers that cannot be reused, will be cut up or crushed, cleaned and sent to the CNRSW recycling facility. For those materials that have recycle value, the Contractor shall return all proceeds to the Government.
For hazardous wastes that qualify as Universal Waste, the Contractor shall manage those materials as Universal Waste unless otherwise directed by the Government representative.

3.2 Oil and
Hazardous Substance (OHS) Spill Response and Cleanup Ashore
The Contractor shall provide oil and hazardous substance (OHS) spill response and cleanup to minimize damage to property or risk of human exposure and to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
The Contractor shall comply with all OHS spill response and cleanup Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance such as, but not limited to:
(1) OPNAVINST 5090.1
(2) CNRSW Waste Management Plan
(3) 29 CFR 1910
The Contractor shall make spill response cleanup the highest priority over other environmental service work.
The Contractor shall provide trained personnel and appropriate equipment during scheduled working hours of 0730 to 1600, Monday through Friday, to respond and perform cleanup of hazardous and non-hazardous waste and material releases, (excluding sewage releases, bioinfectious waste or any release requiring Level A or B personal protective equipment as defined in 29 CFR 1910.120 at Naval and Marine installations located in the San Diego Metro Area.
The Contractor shall provide personnel, containers, material, and equipment to perform spill cleanup services of unauthorized releases on land within 1 hour of the receipt of the request for service from the COR, Federal Fire Department, or Installation Environmental Management Office representatives. The Contractor may be required to work beyond normal hours to complete cleanup actions initiated and in progress as part of the FFP portion of the

No documented citations such as NOV, warning letters or citizen suits due to Contractor’s non-performance, mismanagement or negligence.

The Contractor shall complete spill reports within 2 working days of the release occurrence per TBD and maintain release cleanup reports on all releases to which the Contractor responds.
The Report format will be specified by the COR. The contractor shall also keep an excel log of all release cleanup responses. Release cleanup activities include, but are not limited to, providing properly trained personnel, vehicles, equipment, and materials to respond to the required cleanup activities. Spill clean-up activities may also include labeling the containers for transport, preparation of required shipping documents, transportation of the containerized waste to the appropriate facility, coordination with the client or COR, preparing the spill report and maintaining the spill report records. The level of cleanup shall be in accordance with the Spill Prevention, Control, and Countermeasure Plan and the Facility Response Plan, or as specified by the COR.

Informational Notes: Federal Fire is typically the designated first responder for any release, however, at the discretion of the Contractor’s designated emergency coordinator, cleanup may commence without the Federal Fire Department’s presence if the material is identified, contained, and poses no threat of fire or explosion.

3.2.1 Oil and

The Contractor shall contain spills to minimize damage to property and risk of human exposure, and to ensure the installation complies with Federal, state and local statutes and regulations, and with DoD and Navy policies, instructions and guidance.
The Contractor must be available to respond to spills Monday through Friday, 0730 to 1600 hours and provide primary and alternate contact information including contact names and phone numbers.
The Contractor shall provide the necessary personnel, materials and equipment to contain OHS spills.
The Contractor is on-site within one hour of spill notification from the installation environmental office, Federal Fire Dept, or COR and immediately commences cleanup and works continuously until the spill is contained.
A spill assessment is provided to the COR within 30 minutes of arrival if the cleanup requirements are anticipated to exceed the FFP contractual limits.

Once the spills are cleaned up, they are considered HW/HM/ORW and shall be managed in accordance with this contract.
