The bid documents were due on May 12, 2021, and bidders were required to acknowledge receipt of all addenda on the bid form. The project scope includes pre-construction video, mobilization, NPDES permit and erosion protection measures, trench safety and shoring, dewatering, site work, demolition, mechanical system improvements, structural and architectural improvements, protective coatings, electrical system improvements, instrumentation and control system improvements, and as-built record drawings. The contract timeline requires substantial completion within 270 calendar days from the notice to proceed, with final completion within 30 additional calendar days. Liquidated damages are assessed at $1,000 per calendar day for failure to achieve substantial completion and $500 per calendar day for failure to achieve final completion within the specified timeframe.

The bid pricing structure consists of 18 line items, with items 1-14 as lump sum bids and items 15-18 as allowances totaling $100,000 (Site Work Allowance $25,000; Utility Relocation Allowance $15,000; Permit Fees Allowance $50,000; Miscellaneous Instrumentation and Programming Allowance $10,000). 1. Bid Bond Form has been revised to state “Addendum 4” on the bottom of the page.

REVISIONS TO TECHNICAL SPECIFICATIONS (NOT APPLICABLE)

REVISIONS TO DRAWINGS (NOT APPLICABLE)

CONTRACTOR QUESTIONS/COMMENTS SENT TO PBCWUD

1. Question/Comment: Per 05 50 59 2.3, will a structural steel base coated per System 5 of 09 96 00

2.2 be acceptable?

Response: At no additional cost to the Owner, a structural steel base coated per System 5 of 09 96 00 2.2 would be acceptable.

2. Question/Comment: Section 43 20 00 2.5 A.3.d, states that the job motor and VFD, but using a shop calibrated motor and VFD can be acceptable if approved by the Engineer. Can you please confirm if using the pump manufacturer’s shop calibrated motor and VFD will be acceptable. If job motors/VFDs are required, this can add additional costs and up to four (4) weeks additional lead times.

Response: Per technical specification 43 20 00, paragraph 2.5 A.3.d, “Calibrated factory motor may be used in lieu of project motor subject to approval of the ENGINEER.” Only a calibrated factory motor can be used in lieu of the project motor, not the VFD.

3. Question/Comment: Drawing M-2, M-3 Section A and C, all show an isolation ring. I do not see in the specifications where this is defined. Can you please provide more information on what is required?

Response: See Technical Specification 40 90 00, paragraph 2.8 E for requested information.

4. Question/Comment: Question No. 10 on Addendum 2 – Can you clarify if we need to have soft-start bypass or FVNR (x-line) bypass for these 50HP pumps?

Response: Bypass starters shall be included in the VFD package. Equipment manufacturer to include and provide all required elements (independently of model type) to ascertain the proper operation of the VFD.

5. Question/Comment: Can you confirm that the internal casing and the impeller to be coated with enamel? It states it in Section 43 23 05, paragraph 2.2.D, however we don’t typically coat the impeller because it chips off over time. We would propose these be to coat the exterior only with the Epoxoline product they have called out in their paint spec (09 96 00).

Response: Provide coatings in accordance with Technical Specification 43 23 05, paragraph 2.2.D.
