About this file

This Addendum No. 1 document, issued by Palm Beach County Water Utilities Department on April 20, 2021, provides clarifications and revisions to the contract documents for Project WUD 18-064: Repump Station No. 8310 Upgrades and Improvements. The project involves demolition of an existing repump pumping station and abandoned building, followed by construction of a new replacement facility including auger cast pile-supported concrete equipment pads, a pole barn, retaining wall, mechanical and electrical equipment, relocation of existing generators and chemical storage equipment, and site improvements. The contract time is 270 calendar days from Notice to Proceed for Substantial Completion, with Final Completion required within 30 days thereafter. Sealed bids were due by 2:00 PM on May 5, 2021, submitted to Palm Beach County Water Utilities Department Administration Building at 8100 Forest Hill Boulevard, West Palm Beach, Florida. A Pre-Bid Conference was held on April 15, 2021 at 10:00 AM, with a mandatory site visit at 10:30 AM at Repump Station No. 8310 located at 1401 NW 1st Avenue, South Bay, FL 33493. The estimated bid award date was August 2021, with the Notice to Proceed anticipated for October 14, 2021 and Substantial Completion targeted for July 11, 2022.

The Engineer's opinion of probable construction cost is $3,240,000, with bid security required at five percent of the bid price. The project includes a mandatory 20 percent Equal Business Opportunity (EBO) participation requirement, of which at least three percent must be among certified African American and/or Hispanic American-owned firms; failure to meet this requirement results in non-responsive bids. Addendum No. 1 includes the Pre-Bid Conference meeting minutes, attendee list, revised bid bond form, and multiple drawing revisions addressing contractor questions regarding bypass pumping operations, bridge crane specifications, building demolition details, and equipment salvage requirements. Key contractor responsibilities include temporary bypass pumping operations with capacity matching 1,690 gallons per minute at 135 feet TDH, dewatering and trench safety, all manufacturer testing and certification, density and concrete testing, and coordination with FP&L for electrical services. Liquidated damages are assessed at $500 per calendar day for delays beyond the Substantial Completion date, and $250 per calendar day for delays beyond 30 days following Substantial Completion.
