CONTRACTOR QUESTIONS/COMMENTS SENT TO PBCWUD
1. Question/Comment: Electrical Demolition Note 11 on Dwg. E-300 states the generator currently located on site is not intended to remain on site as a permanent generator. During site visit, there were two generators, one trailer mounted and one mounted on top of a belly tank at location where note 11 points to. Please confirm neither generator is intended to be on site permanently and Contractors are to provide a price for furnishing and installing a new generator and ATS for this project. If new generator and ATS are to be provided for this project, please provide specs on what is required as it is missing from the technical specs.
Response: Electrical Demolition Note 11 on Drawing C-300 is correct. The generator with the belly tank is to be moved out of the Contractor’s work area, where it will be picked up by PBCWUD.
The trailer-mounted generator will be moved by PBCWUD or others. Neither generator is intended to be on site permanently.
PBCWUD is purchasing a generator to be installed by the Contractor – see General Information Note 5 on Drawing G-2 (Sheet 2 of 43). The Contractor is NOT purchasing the generator. Section 26 32 13 of Specifications is for the Contractor’s information and reference for installation of the generator. See Drawing E-400, Note 13 for ATS location and riser diagram on Drawing E-600 for ATS specifications.
WUD No. 18-064 Addendum No. 2 AD 2-3 Issued: 04/28/2021
2. Question/Comment: General Electrical Note 2 on Dwg. E-300 describes what equipment is to be salvaged and delivered to the PBCWUD. Please advise what is to be done with the two generators (one floor mounted and one trailer mounted)? Will those be the Contractor’s responsibility to deliver to PBCWUD or are Contractors only required to relocate the floor-mounted unit? If delivery by Contractor is required, will the County have means of offloading the generator at the delivery point or will the Contractor be responsible for this?.
Response: The floor-mounted generator with the belly tank is to be moved out of the Contractor’s work area, where it will be picked up by PBCWUD. The trailer-mounted generator will be moved by PBCWUD or others. The Contractor is not responsible for delivery of the either generator to
PBCWUD.
3. Question/Comment: Section A on Dwg. M-1 appears to require demolition of the entire pile length, approx. 7ft long. Please advise how many piles are in this slab. Please confirm the length of the piles are 7ft long. If piles are longer, can they be cut off at 7ft?
Response: The existing concrete slab is to be removed. The existing piles will not be removed, and are to be cut off at the bottom of the existing slab. The Contractor is to record the locations of the existing piles for use during construction of the new auger cast piles. Please see revised Drawing M-1, which is part of this Addendum No. 2.
4. Question/Comment: Please confirm there are no other piles on slabs or under the building that require demolition other than that on the existing PS 8310 slab where pumps and electrical switch cabinets are located.
Response: If piles exist under the building to be demolished, those piles would be cut off at the bottom of the slab and would not be removed. As in the response to Question 3 above, existing piles under the existing pump/electrical equipment slab will not be removed.
5. Question/Comment: Dwg. M-3 shows 10” piping on downstream side of pumps to be on top of 10” and 12” upstream piping. There are no pipe supports shown for any piping. Please advise how to support the upstream and downstream piping, as well as piping shown on Section D of Dwg. M-3.
Response: The Contractor is responsible for support spacing and construction as described in Specification Section 40 05 07, Paragraph 1.1.G and the Pipe Support detail on Drawing M-4.
6. Question/Comment: Dwg. M-3 shows 10”x6” DI Reducers connecting to pump on the upstream side. Spec Section 43 23 05 Paragraph 2.1.J.2. calls for 8” suction, please clarify.
Response: The pumps are indeed 8” x 8”. Drawings M-3 has been revised to show 10” x 8” reducers on the suction and discharge sides of the pumps.
7. Question/Comment: Section 46 00 00 2.2.A – Is Seismic retainer testing required?
Response: No.
8. Question/Comment: Section 46 00 00 2.2.B – For these specified analyses, does the PE have to be from the State of Florida? Or would a from the State in which the manufacturer resides be allowed?
Response: As stated in Paragraph 2.2.B – “….. signed and sealed by an engineer registered in the State wherein the project is to be built.”, which for this project is the State of Florida.
WUD No. 18-064 Addendum No. 2 AD 2-4 Issued: 04/28/2021
9. Question/Comment: Section 40 97 00 2.3 (and 3.3,A,4) – Requires a harmonic study and field test but Par. 2.2,A.5 states that only VFDs above 60HP must have low harmonic (18-pulse) design.
Since these VFDs are below 60HP are they required to meet IEEE519 harmonic limits? If they are not required to meet IEEE519 harmonic limits, then are these studies and tests needed?
Response: Paragraph 2.2.A.5 of Section 40 97 00 does not apply to this project because 18-pulse VFDs are required for motors greater than 60 HP and because 18-pulse VFDs require air-conditioning, neither of which applies to this project. However, the 6-pluse, filtered VFDs for this project are to provide “clean” power, which is required regardless of the type of VFD used. A harmonic study is required prior to the Contractor ordering the VFDs, with the intent of the study to guarantee the quality of power using the VFD provided by the Contractor for this project.
10. Question/Comment: Section 40 97 00 Par 2.2,H (a-b) – States that bypass starters are to be provided where indicated. We cannot find any indication in the plans. Is bypass required? If so, what type of bypass as paragraphs c. does not appear to apply to 50HP ratings. Also is an output contactor required as stated in paragraph e. of this section?
Response: The VFDs are designed for pump soft starts as a normal sequence of operation. Bypass starters are to be part of the VFD package. Type FVNR are specified for motors less than 50 HP and are to be built into the VFDs. The backup allows the application to run at full speed until the problem with the VFD can be addressed. Paragraph 2.4 on Section 40 97 00 lists several manufacturers as acceptable. Coordination shall be done between selected manufacturer and Contractor for bypass and output contactor according to VFD’s control diagram.
11. Question/Comment: Section 40 97 00 & Electrical Plans – The three 50HP VFDs are shown on Electrical Drawings E-600 and E-400 but the plans nor specifications provide schematics to show specific features required for the VFDs. Key information needed includes:
VFD Enclosure specifications to include NEMA type, construction material, physical size limitations, need for dead front or door mounted pilot devices.
Specific VFD control circuit schematic is not supplied.
Response: In two parts:
VFD Enclosure specifications:
New VFDs to be provided with heat sinks, NEMA 4X. Refer to floor plan on Drawing E-400, with footprint = 4’W x 2’-3-5/16”D. Working clearance shall be per NEC requirement, with door specifications/requirements as per manufacturer. If footprint differs from that shown on Drawings, Contractor shall provide a field layout with electrical equipment in the area for coordination purposes.
Specific VFD control circuit schematic:
Schematic to be provided by selected equipment manufacturer.
12. Question/Comment: We can’t find a rebar spacing detail for the auger cast piles or a spec section for that work, please advise.
Response: Reinforcing steel spacing and dimensions are shown in the Auger Cast Piles Detail on revised Drawing S-10 (Sheet 21 of 43) attached to this Addendum No. 2. Specs for reinforcing steel consist of Note 12 under Concrete Notes on Drawing S-1 (Sheet 12 of 43).
WUD No. 18-064 Addendum No. 2 AD 2-5 Issued: 04/28/2021
13. Question/Comment: On Drawing C-3, Note 9. states, Sheet pile shall be coated/painted in Gray.
On Drawing S-1, SHEET PILE - states, Sheet piling shall be coated with Coal Tar Epoxy. Is the above ground portion of the sheet pile Gray and the underground portion to be Coal Tar? If so, that would mean that one side of the pile will be coal tar all the way and the other side will be a mix of coal tar and gray paint. Please clarify.
Response: The intent is to have all sheet pile exposed to underground conditions coated with Coal Tar Epoxy, and to have the above ground (visible) surface of the sheet piling coated/painted Gray.
14. Question/Comment: Please advise on amount of pump redundancy for the by-pass, is it 50% or 100% redundancy?
Response: Pump redundancy will depend on how many bypass pumps are being used by the Contractor. Pump redundancy is considered adequate when the maximum pumping rate (1,690 gpm at 135 feet of TDH) is met with the largest pump out of service.
15. Question/Comment: Please advise if cost of generator manufacturer’s cost for startup is the responsibility of the Contractor or is this Owner’s responsibility? Typically this is included cost when purchasing the generator, please advise.
Response: As noted in General Information Note 5 found on Drawing G-2, the Contractor will start-up the Owner purchased and furnished generator with the manufacturer/vendor (Tradewinds).
The generator’s start-up cost is the responsibility of the generator manufacturer/vendor and is to be included in the cost of the generator.
16. Question/Comment: Please advise if the generator has already performed the load test or is this a requirement of the Contract/Contractor? If required, please advise if Contractor is to bare [sic] the cost, typically, this cost is included when purchasing the generator.
Response: Manufacturer’s load testing is included in the purchase (by Owner) of the generator.
17. Question/Comment: Electrical Demolition Key Note 11 on Dwg. E-300 states “PBCWUD provided an outdoor generator in a weatherproof enclosure […]. Generator package include an ATS installed inside enclosure”. Please clarify if the ATS is located inside the weatherproof generator enclosure or is it an ATS inside a separate enclosure.
Response: ATS is not included in generator enclosure. Refer to Drawing E-400, Note 13 for ATS location as well as riser diagram on Drawing E-600 for required ATS specifications.
18. Question/Comment: Dwg. E-400 calls for a ATS to be separate from the generator enclosure?
Furthermore, Spec Section 26 36 23 Paragraph 1.1.A. states “Contractor shall furnish, install, test and provide start-up of automatic transfer switch”. Please clarify if ATS is to be furnished by the Contractor or is the ATS already supplied with the generator package.
Response: Yes, ATS is separate from the generator, and yes, ATS is to be furnished by the Contractor. ATS is not included in generator enclosure, and refer to Drawing E-400, Note 13 for ATS location as well as riser diagram on Drawing E-600 for required ATS specifications.
WUD No. 18-064 Addendum No. 2 AD 2-6 Issued: 04/28/2021
19. Question/Comment: Section 05 50 59 1.1.A – It is not clear what piping, valves, etc. need to be provided as part of the pump skid. Can you please clarify what is to be part of the skid and what the Contractor would install in the field?
Response: It is anticipated all piping, valves, pumps, etc. located above the surface of the skid would be included with the skid, and that the Contractor would make two connections to the skid piping. One connection on the suction/upstream side with a spool and 12” 90O elbow, and the other on the discharge/downstream side with a flanged pipe.
20. Question/Comment: Section 05 50 59 1.6.B.1 – Please clarify that three (3) pumps are to be provided.
Response: Yes, the project includes three (3) pumps. Section 05 50 59 1.6.B.1 is in error. This is included in the REVISIONS TO TECHNICAL SPECIFICATIONS shown above on Page AD2-2.
21. Question/Comment: Does PBC have adjacent property to stage materials/construction yard for this project?
Response: No. It is up to the Bidder/Contractor to find property outside WUD’s site for staging, storage, etc. Contractor is to stage equipment, materials, etc. on property owned by Palm Beach County WUD only – and specifically within the property lines of the site. In addition, the NW 1st Avenue right-of-way cannot be used for staging, storage, etc.
22. Question/Comment: Sheet S-10 (pg. 21/43) notes “27’ long” in the auger cast pile detail section, Sheet S-1 (pg. 12/43) notes “Foundation 25 FT depth” (as per Geo Report Recommendation by Radise International dated 05/31/2019). Please confirm pile depth that we are to bid.
Response: The pile depth to be bid is 27 feet. Drawing S-1 has been revised to be consistent with the pile length of 27 feet shown on Drawing S-10.
23. Question/Comment: The Geotechnical Report is showing organic material at the new force main elevation. Section 7.2.6 of the report states these soils should be over-excavated and replaced.
Specification 31 23 33 3.3.G requires over-excavation of 6”. The typical pipe trench detail on drawing C-5 only requires 4” bedding and does not detail any over-excavation. Please clarify if organic soil is encountered while installing new force main, how much over-excavation is required.
Response: In accordance with Section 31 23 33, Paragraph 3.3.G, organic materials are to be removed to 6 inches below the specified force main excavation depth and replaced with suitable materials (bedding material). In accordance with Section 31 23 33, Paragraph 3.5.A, do not start backfilling until piping has been inspected by the ENGINEER.
24. Question/Comment: Please provide specs for the single girder bridge crane to be installed in the new pump station shed.
Response: Please see Specification Section 14 60 00 CRANES AND HOISTS attached to this Addendum No. 2. In addition, Drawing E-600, Panel schedule “PSH”, Circuit 2,4,6 calls for 3HP, 480 volt, 3phase, 60Hz for Crane purposes.
WUD No. 18-064 Addendum No. 2 AD 2-7 Issued: 04/28/2021
25. Question/Comment: Section A on Dwg S-11 shows W12x65 columns below the horizontal W16x36 girder. The same column above the girder shows a W16x40 column, however, no welds are shown.
Please clarify.
Response:
The W16x40 callouts are misplaced. The W16x40 callout leaders (on the left and right side of Section A on Drawing S-11) should be pointing to the roof girder. The column is a continuous W12x65 shape.
The W16x36 is not in the same longitudinal plane as the W16x40.
Detail A on Drawing S-12 shows a ¼” fillet weld all around the W12x65 column to the W16x40 roof girder. Columns and beams (roof girders) are welded and bolted.
The W16x36 girder shall be connected to the W12x65 haunch with 5/16” fillet welds on both sides of the flange at each bearing location.
Revised Structural Drawings are attached to this Addendum No. 2 to reflect the above information.
26. Question/Comment: Reference Bypass Pumping System. If the Contractor elects to use the Owners existing electric pumps, will Owner continue to pay power usage costs.
Response: No, the Owner will not pay for power usage costs. During the time the Contractor uses the Owner’s existing electric pumps, the operation of the pumps (including electric costs) becomes the responsibility of the Contractor. The existing electric pumps are to be salvaged (and returned to Owner) after use (if used) for bypass pumping.
27. Question/Comment: What are the current available power available on site?
Response: Power is 480 volt, 3 phase, 60 Hz.
28. Question/Comment: Will the County pay for electrical power if electrical pumps are used for the bypass operation?
Response: Asked and answered in Question 26. No, the Owner will not pay for power usage costs.
During the time the Contractor uses the Owner’s existing electric pumps, the operation of the pumps (including electric costs) becomes the responsibility of the Contractor.
29. Question/Comment: Will 24/7 pump watch be required during the by-pass pumping operation?
Response: No. However, backup/redundant pumps, controls, alarms, and automatic alarm notification of Contractor’s personnel will be required.
30. Question/Comment: Please provide specifications for required by-pass flows and pressures in order to adequately design/size by-pass operation.
Response: Maximum pumping rate is to be 1,690 gpm at 135 feet of TDH, with the largest bypass pump out of service.
31. Question/Comment: Electrical Key Note 6 on Dwg. E-400 states temporary by-pass to be diesel operated, however, bullet 5 of Note 5 on Dwg. C-2 allows for either electric or diesel pumps. Please clarify.
Response: Bullet point 5 of Note 5 on Drawing C-2 is correct – electric or diesel pumps.
