About this file
This is a bid document for the State of Wisconsin Department of Military Affairs (DMA) and Department of Administration (DOA) Division of Facilities Development and Management (DFDM) for the replacement of exterior doors at the Madison Aviation Armory. The project involves removal and replacement of select exterior steel doors, frames, hardware, and transom windows at specific building locations, including two sets of double doors and three single doors with insulating laminated glazing panels. The scope also encompasses re-wiring of access control devices, installation of transom window shades, and painting. A pre-bid site tour was scheduled for February 27, 2019, at 3:00 PM, with proposals due by March 15, 2019, at 2:00 PM at the Department of Military Affairs Construction and Facilities Management Office in Madison. The estimated Notice to Proceed date is April 15, 2019, with final completion targeted for September 31, 2019. Work must be coordinated to minimize the time the building remains in an insecure state, with completion in the shortest possible duration expected. Construction work hours are restricted to 6:30 AM to 4:00 PM, Monday through Friday, with maximum concurrent work on two pods at any time.
The specification document establishes performance and quality standards for all materials and installation methods, including steel doors and frames meeting ANSI A151.1 standards, insulating glass units with specified thermal performance characteristics, and hardware installations complying with accessibility requirements. A single-source procurement approach is mandated for certain components, including Section 08 11 00 permanent cores by Marshall Best and HES Electric Strikes. The project is located within a secured military base contiguous with a commercial airport, requiring all personnel to obtain security clearance with names and driver's licenses submitted 48 hours prior to site access. Contractors must implement Foreign Object Damage (FOD) prevention programs, maintain strict airfield safety protocols, and comply with environmental regulations including construction waste management with a 65 percent diversion goal. Operating and maintenance manuals, warranty documents, as-built drawings, and construction verification checklists must be submitted within specified timeframes. The general prime contractor is responsible for coordinating all subcontractors, providing temporary facilities, and ensuring compliance with Division 1 General Requirements and all applicable federal, state, and local codes.

The length of each primary surface is the same as the 9 runway length; the width of each primary surface is 2,000 feet (1,000 feet on each side of the runway 10 centerline); 11
The "Clear Zone" beyond the ends of each runway end, i.e., the extension of the "primary surface" runs 13 for a distance of 3,000 feet beyond each end of each runway; 14
The "Safety Area" (Zone of Frangibility) is measured 250 feet from the runway centerline. All items 16 within this area are to be frangible, and no equipment may operate within this area. 17
The "Approach-Departure Clearance Surface" is an extension of the primary surface and the clear zone 19 at each end of each runway for a distance of 50,000 feet, first along an inclined (glide angle) and then 20 along a horizontal plane, both flaring synnnetrically about the runway centerline extended. The 21 inclined plane (glide angle) begins in the clear zone 200 feet past the end of the runway (and primary 22 surface) at the same elevation as the end of the runway, and continues upward at a slope of 50: I (one 23 foot vertically for each 50 feet horizontal). 24
The "Approach-Departure Clearance Zone" is the ground area under the Approach-Departure 26 Clearance Surface. 27
The "Transitional Surface" is a sideways extension of all primary surfaces, clear zones and approach-29 departure clearance surfaces along inclined planes. The inclined plane in each case begins at the edge 30 of the surfaces. The slope of the inclined plane is 7: l (one foot vertically for each 7 feet horizontally), 31 and it continues to the point of intersection with the inner horizontal surface (which is the horizontal 32 plane 150 feet above the established airfield elevation) or the outer horizontal surface (which is the 33 horizontal plane 500 feet above the established airfield elevation), whichever is applicable. 34
The "Transitional Zone" is the ground area under the transitional surface. (It adjoins the primary 36 surface, clear zone and approach-departure clearance zone). 37
TAXIWAYS AND APRONS CLEAR ZONE DEFINITIONS 39
The "Taxiway Clearance Line" (Safety Area) measured 200 feel from the taxiway centerline are to be 40 clear of all fixed or mobile objects. 41
