About this file
This is a Brownfield Agreement document related to the City of Bradenton's Construction Manager at Risk (CMAR) procurement for a new Public Works & Utilities Department Complex project located at 1706 9th Street East, Bradenton, Florida 34205. The project involves development of a consolidated municipal facility on a City-owned 28-acre Brownfield site and will include approximately 90,000 square feet of covered office and workspace across four buildings, 30,000 square feet of covered storage area, a fueling island with four pumps, two vehicle washing stations, employee and guest parking, sidewalks, and green spaces at an estimated construction cost of $60 million. The RFQ was released on February 4, 2026, with proposals due by March 4, 2026, at 11:03 a.m. A non-mandatory pre-proposal meeting is scheduled for February 12, 2026, at 1:30 p.m., and questions must be submitted by February 19, 2026. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR will provide pre-construction services including value engineering, cost estimating, constructability review, and project scheduling, followed by construction phase management encompassing quality control, safety oversight, schedule management, and subcontractor coordination.
The selected CMAR must be a Florida-licensed Certified General Contractor with completion of a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years, Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, and demonstrated knowledge of Florida Generic Permit requirements and Best Management Practices. Evaluation criteria emphasize professional personnel ability (25 percent), past performance and experience (35 percent), and project approach including management techniques and public outreach strategy (40 percent). Proposers must submit detailed information on five comparable projects completed within the past ten years with project references, dates, budgets, and actual costs. The procurement documents contain no set-aside designations, incumbent vendors, or current contractors to be displaced. The CMAR fee percentage and specific award value are not fixed in the solicitation; rather, the City reserves the right to negotiate these terms during pre-construction phase negotiations. Selected contractors must maintain appropriate insurance and bonding, comply with Brownfield site requirements and stormwater management regulations, and guarantee continuity of services throughout all project phases.
