About this file

This is a Title VI Solicitation Notice issued by the Federal Aviation Administration (FAA) as a condition of grant awards to airport sponsors, including those for civil repairs and maintenance projects at Fort Lauderdale-Hollywood International Airport and North Perry Airport in Florida. The notice establishes compliance requirements for grant recipients undertaking projects involving furnishing labor, materials, equipment, and incidentals for civil repairs and maintenance work in both landside and airside areas. Scope of work includes concrete pavement demolition and repairs, asphalt milling and paving, fencing, water and sewer installation, landscaping, runway and taxiway marking removal and striping, dewatering, storm-water drainage structure installation, airfield electrical lighting, signage and cabling installation, sewer pipe lining, and directional boring. Vendors must submit responses electronically through BPRO and are required to comply with County and State licensing requirements and bonding requirements, while the County provides a specified timeframe for vendors to submit questions and seek clarification regarding solicitation requirements prior to submission.

The grant award is contingent upon the Sponsor demonstrating compliance with Title VI of the Civil Rights Act of 1964, the Airport and Airway Improvement Act of 1982, the Age Discrimination Act of 1975, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and all other relevant federal nondiscrimination and civil rights laws. Recipients must provide a current Title VI Program Plan to the FAA for approval in the required format and timeline and must complete the FAA Title VI Pre-Grant Award Checklist unless excused by the FAA. The Sponsor must affirmatively ensure compliance with all federal nondiscrimination and civil rights requirements based on race, color, national origin, sex, creed, age, disability, and genetic information. Failure to comply with civil rights requirements constitutes a violation of the agreement or contract and subjects the recipient to enforcement action as authorized by law. The FAA Office of Civil Rights may provide resources and technical assistance to ensure full compliance with federal civil rights requirements.
